BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

 

The Corporate Planning and Performance Division (CPP) in WFP was created to strengthen WFP’s capacity to implement the Strategic Plan, to measure our impact on alleviating hunger through food assistance, and to advance results-based performance and accountability across the organization. CPP is also tasked with identifying measures of success, and to report on progress, results and lessons learned: to demonstrate the impact of WFP’s food assistance on the lives of the beneficiaries.  Key functional responsibilities of CPP are:

 

  • Embedding performance: RMP has corporate responsibility to embed integrated performance to inform decision making in a decentralized environment and to foster learning. In so doing RMP builds on the lessons learned and best practices of previous results-based management experiences.

 

  • Providing normative guidance for operational monitoring and field reviews: RMP is responsible for establishing and maintaining standards, guidelines and a system for operational monitoring; development of tools and guidance for reviews in accordance with WFPs corporate performance management system as well as in line with the corporate monitoring strategy.

 

  • Leading and supporting performance reporting: Coordination of all efforts towards demonstrating WFP’s organizational performance through its Annual Performance Reports; further, the coordination of management responses to the recommendations of evaluations provides RMP the opportunity to track the application of lessons learned in strategic planning process as well as programme design and implementation status.

 

CPP operates in support of CO/RBs through a needs-based approach; it engages and promotes dialogue to sensitize internal stakeholders on performance management and accountability issues. CPP is fulfilling its mandate in an inclusive and consultative manner to promote learning lessons from implementation, influencing project design and implementation, management of programmes, as well as standards and systems development.

 

COMET (Country Office Tool for Managing Effectively) for programme design, implementation, monitoring and performance management. 

COMET facilitates the processes of programme design, implementation, monitoring and reporting by automating and recording all the related business processes in a standardised format. It has been developed and aligned to IRM processes and serve as a single platform for combining operational data, providing quality evidence on programme performance and supporting informed and efficient decision-making.

 

ACCOUNTABILITIES/RESPONSIBILITIES:

 

The selected candidate will report to CPPM chief and be responsible for the following key duties: 

 

  1. Maintain COMET CONTROL PANEL visualizations, this entails resolution of bugs, data misalignment between data source and data visualized in the dashboards.

 

  1. Provide guidance, advice and backstopping to COs, RBs any other support as required for processes related to commodity movements and losses at a partner level, LESS/COMET food reconciliations and closing stocks for Annual Financial Statements and CSP Resource Migrations.

 

  1. Provide global support in the preparation of the annual financial statements and finalising the reconciliation processes at the global level, of critical importance for the accountability of WFP corporately.  

 

  1. Update of corporate guidance materials to reflect the introduced new business processes in COMET and other systems related to partner distribution report.

 

  1. Provide any other support as required

 

 

 

DELIVERABLES AT THE END OF THE CONTRACT:

 

    1. Ensured correct functioning and data alignment in the COMET Control Panel dashboards.

 

    1. Effective guidance and support provided to COs and RBs in relation to the food reconciliation process and Annex 8and clarity of all COMET corporate materials, including the IT and business documents, manuals, training, and guidance.

 

    1. Timely provision of support to other team members

 

 

 

QUALIFICATIONS AND EXPERIENCE REQUIRED:

 

Education:

 

Advanced university degree in Development/Business Economics, Financial Management, Business Administration/Management, Performance Management, Knowledge Management or Operations Management, or First University degree with additional years of related work experience and/or trainings/courses.

 

Experience:

 

Experience with WFP or other relevant organizations in the data management, statistics sector desirable, preferably with development/humanitarian actorsExperience in at least one significant coordination role or project management role dealing with numerous parties/stakeholders. Experience with different IT tools for performance management will be an asset. At least 3 years (of which 3 international) of progressively responsible experience in information management and provision of guidance to the field at a corporate level, liaison with COs, RBs and HQs teams in delivery of the results.

 

Knowledge and Skills:

 

  1. Knowledge of information management principles, with the ability to identify and present data for different reporting and management purposes
  2. Knowledge of data quality control and assurance mechanisms Good interpersonal skills and ability to work in multicultural settings
  3. Advanced knowledge of Tableau reporting system and some knowledge of other WFP corporate systems such as COMET, WINGS, LESS, DOTS and reporting platforms (BO, ONA, MoDa) 
  4. Knowledge of quality assurance approaches and methods
  5. Knowledge on how to work with relevant technology and procedures (e.g.: web-based databases and other statistical applications) to collect, organize, share and use corporate information
  6. Ability to resolve problems and obstacles, mange competing tasks and priorities successfully to deliver against tight deadlines
  7. Ability to meet deadlines and remain cool under pressure
  8. Self-motivated and able to work independently 
  9. Ability to deal patiently and tactfully with people of different national and cultural backgrounds.

 

Language:

 

In addition to a high proficiency in written and spoken English, knowledge of a second UN language is an asset.
