OVERVIEW OF THE FUNCTIONS OF THE POST

The Government of Uzbekistan and UNESCO launched on 28 July the “Skills Development in Rural Areas of Uzbekistan” project for the period of 2020-2024.  This project aims to support the development of relevant skills of women and men for sustainable, diversified and modernised agriculture in Uzbekistan. This project will contribute to improving the quality, relevance, efficiency and effectiveness of the skills development system in the agriculture and irrigation sectors, initiated by the Government of Uzbekistan, with a particular focus on the rural regions selected by the national stakeholders (Karakalpakstan, Khorazm, Bukhara, Surkhondaryo).


The incumbent contributes to the output of all the project components 1, 2 and 3: Governance of skills development in the agriculture and irrigation sectors is modernized and strengthened in line with the labour market demands; Qualifications and methodologies of skills development are modernized to serve the needs of the labour market, learners and workers in the agriculture and irrigation sector; and Agriculture and irrigation colleges in rural areas are modernized with competent management and teaching staff using modern technologies and teaching and learning methods. The incumbent will support the activities of identifying skills needs and developing new qualifications at the sector level. He/ she will contribute to designing a methodology for building quality assured sectoral qualifications in a modern skill production system.
 

Long Description

Tasks
In cooperation with UNESCO Tashkent office project team and, as appropriate, Technical Working Group 1, 2 and 3 (TWG-1, 2 and 3) consisting of relevant national stakeholders, and the State Inspectorate for Supervision of Quality in Education and the Ministry of Higher and Secondary Specialised Education (MHSSE), the incumbent will work closely with international consultant on promoting the shift from quality control to quality assurance in the TVET system, and contribute to the activities:
Develop a quality assurance (QA) policy for skills development in agriculture and irrigation
Identify the QA authority in Uzbekistan
Prepare a concept paper on the QA framework for skills development in agriculture and irrigation, which will propose the design and Implementation on QA system and define objectives, principles, indicators, and quality assurance standards

 

Based on the common understanding of the role of QA, develop a set of standards on key components (such as assessment, training provider, trainers, qualifications, curricula) of the skill production system
Provide the stakeholders with an international overview of QA developments
Review and update the national TVET standards with MHSSE
Review the state of the art on quality arrangement in TVET Providers (Pilot centers developed by Swiss Cooperation and Korean Cooperation)

 

Review the current status of QA arrangements of Sector Skills Council (SSC), if it already exists

 

Coordinate, as appropriate, the TWGs with other national consultants, support to organize the regular meetings, and facilitate the communication within and among the TWGs, when necessary

 

Collect and review the relevant documents and information in the country, if necessary

 

Assist the project team to cooperate with the World Bank and other relevant projects on the agriculture sector (bilateral cooperation in particular) to avoid the duplicated effort

 

Long Description

Deliverables by 31 December 2021:
An analysis of existing QA authorities/arrangements in Uzbekistan, together with international consultants (August 15, 2021)
A concept paper of Quality Assurance policy to be implemented in the country which will propose the design of development in QA framework and a work plan for the years to come. Comprehensive paper with minimum of 20 pages, together with international consultant (September 30, 2021)
Developed set of quality assurance standard for the priority key component related to training providers, as training providers will become autonomous in the near future, and therefore enhancing the role of key leadership in the management of the training centres. Together with international consultant (October 31, 2021)
Organization and coordination of the TWGs (December 15, 2021)
Final report describing the achievement of the assignment, as well as the list of collected and reviewed relevant national documents and information sources (December 15, 2021)

Education:

  • Bachelor degree in Education, Economics, Law, Agriculture, Irrigation and other related fields;

 

Work Experience:

  • Minimum of 2 years’ experience in education and quality assurance systems at policy level and/or at micro level.
  • Experience in quality assurance of training providers and/ or training of trainers is an asset;

 

Languages:

  • Good knowledge of written and spoken English;
  • Good knowledge of Uzbek / Russian;

 

Skills/Competencies:

  • Good knowledge and understanding of the UNESCO programmes in the field of Education; 
  • Ability to undertake research and analysis activities including the collection and synthesis of information and data from various sources;
  • Excellent interpersonal and communication (oral and written) skills with proven ability to draft clearly and concisely and to produce high level quality briefings and other documents;
  • Ability to work effectively in a team environment and to maintain effective working relations within a multi-cultural environment;
  • Ability to manage a heavy workload and to meet tight deadlines, paying close attention to detail and quality of work;
  • Sense of diplomacy, tact and discretion;
  • Excellent IT skills, including good knowledge of content management tools and standard office software.
