OVERVIEW OF THE FUNCTIONS OF THE POST

The Government of Uzbekistan and UNESCO launched on 28 July 2020 the “Skills Development in Rural Areas of Uzbekistan” project for the period of 2020-2024.  This project aims to support the development of relevant skills of women and men for sustainable, diversified and modernised agriculture in Uzbekistan. This project will contribute to improving the quality, relevance, efficiency and effectiveness of the skills development system in the agriculture and irrigation sectors, initiated by the Government of Uzbekistan, with a particular focus on the rural regions selected by the national stakeholders (Karakalpakstan, Khorazm, Bukhara, Surkhondaryo).


The incumbent contributes to the output of the project component 1: Governance of skills development in the agriculture and irrigation sectors is modernized and strengthened in line with the labour market demands. The incumbent will support the activities of modernization and strengthening of the governance of skills development system in the agriculture and irrigation sectors in line with the Strategy for the Development of Agriculture for 2020-2030. He/she will contribute to developing the capacity of the Ministry of Agriculture and Ministry of Water Resources to conduct analysis of skills needs in agriculture and irrigation in order to develop demand-driven qualifications, training curricula and syllabi.
 

Long Description

 

Tasks
In cooperation with UNESCO Tashkent office project team and, as appropriate, the Technical Working Group 1 (TWG-1) consist of relevant national stakeholders, the incumbent will, by working closely with international consultant, contribute to the activities of:
Develop a mid-term agriculture and irrigation skills development strategy and action plans (2020-2025) in line with the Strategy for the Development of Agriculture for 2020-2030
Support TWG-1 and the International consultant to develop the outline structure of the strategy and action plan in agricultural and irrigation sectors
Organize stakeholders’ consultation workshop(s)
Provide the relevant ministries with technical support and expertise in developing a Resolution of the Cabinet of Ministers on the adoption and implementation of the mid-term agriculture and irrigation skills development strategy and action plans (2020-2025)

 

Strengthen the legal framework of the TVET governance in agriculture and irrigation sectors
Collect and review the relevant legal framework of skill development system foreseen in agriculture and irrigation, taking into account the Presidential Resolution #4939, of 31 December, 2020 (in force) “On measures to radically improve the qualifications assessment system and provide the labor market with qualified personnel”
Conduct an analysis of the compatibility of the current regulatory systems with the future sectoral qualifications framework, and make recommendations for updates

 

Operationalization of the Sector Skills Council (SSC) in agriculture and irrigation
Review the existing legal arrangement and current status of SSC
Support the International consultant to develop a business model for SSCs in agriculture and irrigation

 

Overall coordinate the TWG-1, support to organize the regular meetings, and facilitate the communication within the TWG-1 as well as with other TWGs, when necessary

Collect and review the relevant documents and information in the country, if necessary

Assist the project team to cooperate with the World Bank and other relevant projects on the agriculture sector (bilateral cooperation in particular) to avoid the duplicated effort

Review of current status of SSC as well as review of the legal framework of skill development system in agriculture and irrigation sectors. Together with International consultant. (September 15, 2021)
A draft business model for Sector Skills Council in Agriculture and Irrigation taking into account the relevant document related to the creation of Sector Skill Council in the country and making sure that the SSC stand in the future as major players in the TVET landscape in Uzbekistan. Together with international consultant (October 31, 2021)
A draft structure of TVET mid-term strategies in Agriculture and Irrigation sectors: the strategy will be based on all relevant official documents related to the modernization of Agriculture in the country and especially the Presidential Decree of October 13 2019 about Approval of the Strategy of Development of the Agricultural Industry of the Republic of Uzbekistan. Together with international consultant (November 30, 2021)
Organization and coordination of regular meetings of the TWG-1 (December 15, 2021)
Final report describing the achievement of the assignment as well as the list of collected and reviewed relevant national documents and information sources (December 15, 2021)

REQUIRED QUALIFICATIONS

Education:

  • Bachelor degree in Education, Policy, Economics, Law, Agriculture, Irrigation and other related fields;

 

Work Experience:

  • Minimum of 2 years’ experience in the Uzbek TVET and Education sector.
  • Experience in evidence-based policy drafting in Uzbekistan and/or in Central Asian countries in agriculture and/or irrigation sectors is an asset;

 

Languages:

  • Good knowledge of written and spoken English;
  • Good knowledge of Uzbek / Russian;

 

Skills/Competencies:

  • Good knowledge and understanding of the UNESCO programmes in the field of Education; 
  • Ability to undertake research and analysis activities including the collection and synthesis of information and data from various sources;
  • Excellent interpersonal and communication (oral and written) skills with proven ability to draft clearly and concisely and to produce high level quality briefings and other documents;
  • Ability to work effectively in a team environment and to maintain effective working relations within a multi-cultural environment;
  • Ability to manage a heavy workload and to meet tight deadlines, paying close attention to detail and quality of work;
  • Sense of diplomacy, tact and discretion;
  • Excellent IT skills, including good knowledge of content management tools and standard office software.
