Background

The United Nations Office on Drugs and Crime (UNODC) is the United Nations (UN) entity responsible for the fight against illicit drugs and transnational crime in its various aspects. The agency offers technical cooperation to UN member states in the areas of drug control and crime prevention, including prevention and control of organized crime, corruption, money laundering, human trafficking, smuggling of migrants and terrorism, among other crimes, based on the respect and guarantee of human rights. UNODC has been working in partnership with the Brazilian Government since 1991, within the framework of national priorities in crime prevention, in the global drug problem in terms of both supply and demand and in the fight against corruption.

Under the guidance and direct supervision of the UNODC Representative in Brazil, the Finance Associate will support the execution of financial services in the Field Office ensuring effective and transparent utilization of financial resources and integrity of financial services. The Finance Associate will promote a client-oriented approach consistent with UNODC rules and regulations. Close collaboration with the operations, programme and project teams, both in the field office and with HQs staff, is expected in order to resolve complex financial management and operational-related issues and information exchange.

 

Duties and Responsibilities

Summary of Key Functions:

  1. Implement operational and financial management strategies.
  2. Administer budgets and functioning of the financial system.
  3. Provide accounting and administrative support to the Finance Unit.
  4. Ensure proper Field Office cash management functioning.
  5. Facilitate knowledge building and knowledge sharing.

Description:

  1. Implement operational and financial management strategies.
  • Ensure full compliance with UN/UNODC rules and regulations of financial processes, financial records and reports and audit follow up; implementation of effective internal control frameworks.
  • Map field office finance business processes and elaborate the content of internal Standard Operating Procedures in Finance in consultation with the direct supervisor and office management.
  • Provide inputs for implementation of cost-saving and reduction strategies in consultation with the office management.
  1. Administer budgets and functioning of the financial system.
  • Timely preparation of budgets as well as budget reports.
  • Proper monitoring of budget implementation and sharing of inputs with programme officer and other stakeholders.
  • Design and implementation of a tailor-made mechanisms for financial monitoring and budget implementation of the “TAPAJÓS” Project
  1. Provide accounting and administrative support to the Finance Unit
  • Proper receipting of goods and services and establishment of accruals.
  • Prepare payments, credits and adjusting entries in SAP ensuring correctness and accuracy of documents in compliance with UNODC Financial Rules and Regulations.
  • Scrutinize supporting documents for completeness, accuracy and validity of charges in line with applicable policies and procedures.
  • Reconcile, monthly, all payments and payrolls.
  • Timely accounts closure.
  • Timely corrective actions on erroneous data in Umoja. Preparation of financial reports as required.
  • Management of cash receipts and Custodian of petty cash.
  1. Ensure proper Field Office cash management functioning.
  • Timely review of cash position for local accounts to ensure sufficient funds on hand for disbursements.
  • Initiate and create bank transfers and deals in Umoja.
  1. Facilitate knowledge building and knowledge sharing.
  • Organization of trainings for the operations/ projects staff on Finance.
  • Synthesis of lessons learnt and best practices in Financial Management.

Required Skills and Experience

Education:

  • Secondary Education.
  • University Degree in Business, Economics or Public Administration would be desirable, but it is not a requirement.

Experience:

  • 6 years of progressively responsible finance and accounting experience is required.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages.
  • Experience in handling of web-based management systems and ERP financials.
  • Knowledge of IPSAS and/or IFRS.
  • Experience dealing with Finance activities in the UN System is desirable.

Languages:

  • Proficiency in Portuguese.
  • Working knowledge in English is desirable.
