OBJECTIVES OF THE PROGRAMME

WHO supports countries to strengthen their health systems to progress towards achieving universal health coverage (UHC), the essence of which is universal access to a strong and resilient, people-centred health system, with primary care as its foundation. The overall objective of WHO Division of Universal Health Coverage-Life Course is to provide global policy, programme, and technical and scientific leadership for UHC and primary health care, working in close partnership with WHO regional and country offices and other partners, towards the ultimate goal of an additional 1 billion people accessing quality UHC without financial hardship.In line with implementation of the WHO GPW13 and achievement of UHC for 1 billion more people, the mission of the Department of Integrated Health Services is to: (i) support countries to provide equitable access to integrated health services (including promotive, preventive, curative, resuscitative, rehabilitative and palliative); (ii) ensure these health services are effective, safe and people-centred, and based on a primary health care approach, and (iii) strengthen country capacity to assess and monitor the performance of health service. The Clinical Services and Systems Unit works to ensure efficient coordination and management of technical teams in developing the technical policy and guidance in the Department's activities in integrated clinical delivery channels, including primary care, emergency care, critical care, surgical care and palliative care, as well as on services organization and models of care. This position will support the ongoing work on emergency and critical care in the Unit, including linkage across these areas for work on service organization, models of care and time-sensitive referral pathways, and encompassing care for injury across the spectrum. This will include working across levels of WHO and all relevant programs, as well as with other UN and external stakeholders. The immediate strategic objective of the position is to support Member States to implement WHA72.16: Emergency care systems for universal health coverage: ensuring timely care for the acutely ill and injured. The objectives include: 1. Support delivery of the “Global Emergency and Trauma Care Initiative (GETI)”; 2. Execute technical activities related to emergency and critical care, including on the capacity of emergency care systems to support effective emergency response; 3. Advance the practical understanding of and advocacy for emergency and critical care for the benefit of Member States.

DESCRIPTION OF DUTIES

Under the supervision of the Lead, Emergency care and the Unit Head of Clinical Services and Systems and:--> Provide direct support to countries to build capacity and implement a range of WHO resources, including the Basic Emergency Care course, triage, checklists and clinical forms;--> Assist with communication and coordination with regional and country level partners for rollout of the Global Emergency and Trauma Care Initiative;--> Identify targets for improvement of emergency care delivery based on analyses of data from the WHO International Registry for Trauma and Emergency Care;--> Assist with research for and development of technical documents and scientific articles on emergency care in limited resource settings;--> Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: First level university degree in a health relatedarea withspecialization in emergency medicine or surgery. Some formal training in Public Health.
Desirable: Post graduate degree in public health.

Experience

Essential: Minimum 5 years of experience, some of which gained in an international context,working in the area of emergency and trauma care. Scholarly publication(s) in the area of emergency and trauma care.
Desirable: Experience in public health and epidemiology. Experience within WHO.

Skills

Extensive knowledge of clinical emergency and trauma care. Excellent written and spoken English, including the ability to write documents in a clear and concise manner tailored to the needs of the intended audience, including scientific publications. Ability to work with partners within and outside WHO. Ability to work effectively as part of a team. Results orientated. Knowledge of public health and epidemiology.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4328 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
