In Nepal, UN Women focuses on strengthening women’s voice, choice, agency and security across sectors to advance women’s rights, provide space for women’s meaningful participation and to demonstrate tangible differences in their lives. It is guided by Nepal’s stated priorities and its commitments to relevant normative frameworks, the country’s United Nations Development Assistance Framework (UNDAF) 2018-2022, the CEDAW Concluding Observations (2018) and UN Women’s Corporate Strategic Plan 2018-2021. The programme promotes national ownership, capacity development and institutionalization, inclusiveness, coordination and partnerships, and knowledge generation and management, and seeks to prioritize engagement with and support to key duty bearers who are responsible for advancing Gender Equality and Women’s Empowerment (GEWE). The goal of the programme is to “achieve gender equality and social inclusion and empower women and girls in Nepal to realise their human rights.”

The key strategies to achieve the goal include: (a) normative support for the development, reform and repeal or amendment of discriminatory laws using a CEDAW lens; (b) providing technical support and integrated policy advice to stakeholders to implement gender equality policies and action plans; (c) building institutional capacities at federal and local levels to promote gender-responsive governance, rule of law, prevention of violence and delivery of minimum essential services through innovations, long-term trainings, peer learning and focused workshops; and (d) advocacy and social mobilisation with excluded and vulnerable groups to build alliances and mobilise political will to drive public support for GEWE.

Duties and Responsibilities

 

Justification

UN women Nepal Country Office is seeking to recruit a qualified national consultant to develop human interest stories for UN Women regional and HQ websites. This is in support of implementation of NCO’s Communication strategy for high value visibility to UN Women’s work as well as to the issues on the ground. 

Under the overall guidance and supervision of Communications Officer and in close collaboration with relevant staff, the consultant is responsible for supporting UN Women NCO in increasing its visibility by developing human-interest stories capturing diverse voices and the impact created through UN Women Nepal’s programmes.

The selected consultant shall provide story writing services along with relevant social media posts and photographs, on a retainer basis.

Objectives and Area of Work

The objectives of this assignment are:

  1. To develop human interest stories along with photographs for each story in line with UN Women guidelines and formats, on need basis.
  2. To develop three social media posts in English and Nepali for each human-interest story along with photographs in line with UN Women guidelines and formats.

Expected Deliverables

  1. Draft and finalize human interest stories of 500 to 700 words on need basis. Each story should be accompanied with at least five high quality photographs along with captions.
  2. Draft and finalize three social media posts in English and Nepali for each story paired with additional three relevant photographs.

Inputs

  • UN Women will provide briefing and detail explanation, including editorial guidance, of the kind of stories and photographs needed.
  • UN Women will provide coordination support to link the consultant with selected project sites/ partners.
  • The consultant will be required to provide their own local communications such as SIM cards and mobile phone.
  • It is mandatory for the consultant to participate in a UN security briefing and to follow UN security rules and guidance.
  • It is mandatory for the consultant to follow UN security rules and guidance.
  • It is the Consultant’s responsibility to arrange private insurance.
  • The Consultant will be required to provide a Statement of Good Health, endorsed by a certified Medical Practitioner.

Assignment can take place at various locations countrywide, which will be noted in request for services. In case assignment requires a field trip to be undertaken, the consultant will be reimbursed standard applicable UN DSA rates and air tickets will be managed by UN Women via the most economical route. In case local vehicles need to be hired for transportation purpose, the consultant shall submit the receipts of the vehicle hire for reimbursement.

Duration of the Assignment and duty station

This would be a home based assignment and the the service will be on retainer basis for one-year period (1 August 2021 to 31 July 2022) and renewable on satisfactory performance basis.

Modality and Schedule of Payment

The payment will be based on the agreed rate and made based on the submission/completion of quantity deliverables and upon quality assurance by UN Women. The services can only be used through issuance of ATLAS Purchase Order, based on agreed contract, every time the UN Women wishes to procure the service.

  • Education: Bachelor’s in journalism, Development Studies or any other related fields;
  • Experience: A minimum of three years of experience in communications and advocacy;
  • Language: Excellent command of written and spoken English and Nepali. Knowledge of any local language will be an asset.

Evaluation Process

UN Women applies a fair and transparent selection process that considers both the technical qualification and the financial proposals submitted in support of consultant applications. Candidate applications will be evaluated using a cumulative analysis method taking into consideration the combination of applicant qualifications and financial proposal. The contract will be awarded to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of below defined technical/interview and financial criteria.

Only candidates obtaining a minimum of 70 points in the technical evaluation will be considered for further evaluation process. The maximum number of points assigned to the financial proposal will be allocated to the lowest price proposal among the qualified candidates. All other price proposals receive points in inverse proportion.

Technical Evaluation – documents based/interview (70%).Financial Evaluation (30%);

Evaluation of submitted financial offers will be done based on the following formula: S = F min / F * 30

S - Score received on financial evaluation; F min - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - financial offer under the consideration.

The candidate who scores highest cumulative score will be considered for the service.
