The Program Manager (PM), Lab Services will lead efforts in Cambodia to deliver the objectives of the Laboratory program, under the guidance and direction of the Deputy Country Director (DCD)/Country Director (CD). The PM will provide both strategic and technical direction for the program, overseeing its development and assuming responsibility for high quality delivery. The PM will build a strong relationship with key stakeholders in the Laboratory space, including with the Ministry of Health, subnational level laboratories and testing sites and health partners. The PM will supervise the Lab Associate(s) and other members of the CHAI Cambodia Laboratory team. The PM will work closely with CHAI’s global team of Laboratory experts, in particular the South-East Asia Laboratory Technical Advisor, as well as other CHAI Country PMs, health partners and national stakeholders. The position will be based in Phnom Penh with regular domestic travel expected, as conditions allow.

Responsibilities
  • Drive internal strategic planning and budgeting processes related to the laboratory program operation, finance and oversee project performance against work plans and budget
  • Organize and manage implementation of CHAI Cambodia laboratory program to achieve maximal health impact
  • Support National Laboratory Systems Strengthening to enhance COVID-19 molecular and Antigen Testing programs and other services including HIV, TB and Malaria
  • Conduct national assessment of laboratory capacity to identify gaps and opportunities for laboratory systems strengthening investments, in collaboration with MoH and other health partners
  • Support integrated laboratory system strengthening and improvement of laboratory support systems as per workplan agreed with MOH (e.g. supply chain, data, etc.)
  • Support adoption and uptake of current and novel diagnostic tools, e.g. antigen tests, self-sampling and self-tests
  • Design and implement monitoring and evaluation (M&E) systems to measure the impact of lab programs and assess progress against project goals
  • Draft programmatic reports and engage with Laboratory Consortium partners on the ground
  • Work with CHAI global laboratory services team to assess market challenges, analyze market outlook, and to evaluate potential market shaping intervention
  • Develop and maintain strong engagement with key stakeholders and partners on laboratory space, including subnational levels and other relevant actors that play a role on diagnostics and testing services particularly on HIV, TB, COVID-19 and Malaria
  • Build and manage the Laboratory team on a day-to-day basis, supporting staff to ensure optimal delivery
  • Identify strategic areas for expansion or redirection to maximize health impact and lead proposal development as needed
  • Work closely with the CHAI Global Laboratory Team to enlist support, capture and disseminate emerging best practices
  • Perform any other tasks assigned by the Deputy Country Director/Country Director
Qualifications
  • Bachelor's degree required, with a minimum of 5-6 years' professional work experience in a fast-paced work environment
  • Experienced people manager with at least 2 years of people management; as a caring manager who aims to grow their team
  • Solid strategic planning and project management track record, including experience managing and developing demanding work plans and budgets
  • Exceptional problem-solving skills, entrepreneurial spirit, able to operate without extensive structural or operational support
  • Goal-oriented and with high attention to detail
  • Excellent analytical (qualitative and quantitative) skills, including high-level proficiency at Microsoft Excel
  • Strong interpersonal skills; ability to build relationships with government and NGO representatives
  • Excellent communication (written and verbal) skills, including the ability to prepare and present compelling presentations, including high-level proficiency in Microsoft Word and PowerPoint
  • Ability to work effectively in a multicultural and high-pressure environment, able to manage multiple tasks simultaneously and set priorities
  • Strong openness to feedback given their willingness to improve
  • Familiarity with global health issues, particularly HIV, TB, COVID-19 and Malaria
  • Excellent command of written and spoken English for business purposes

Preferences:

  • Master’s degree in relevant field like public health, policy, or science
  • Lab and diagnostics-related experience, either in a programmatic or clinical setting
  • Laboratory experience in either microbiology, molecular diagnostics, lateral flow assays (Rapid Diagnostic Testing)
  • Experience working with government and ministries of health to achieve collaborative goals
  • Previous work experience in Southeast Asia
  • Fluent in Khmer language or willingness to learn
