The Senior Donor Relations Assistant is part of a team that maintains proactive dialogue with governmental donors or UN agencies and organizations, as well as with the regional and local donors aiming at building relationships, raise awareness and mobilize financial support for UNHCR¿s work and priorities.

The incumbent is under the direct supervision of the Senior Programme Associate. S/he will have regular exchanges with other staff in the operation and constant coordination with the public information and protection unit, as well as, colleagues in our field offices. Externally, the incumbent may have contacts with DRRM's working level counterparts at Permanent Missions in Geneva regarding donors¿ requirements, meetings and some reporting issues.

We are seeking a dynamic and proactive team player, with a strong interest in not-for-profit brand and refugee issues to join our very dynamic Programme team in Quito. The Programme team works to raise the profile of UNHCR, embeds the brand internally and works across UNHCR Bureaux, divisions, sections and the field to promote an integrated approach and to inspire engagement with the brand strategy. The incumbent will work closely with the Donor Focal Points at HQ level and other members of the Programme Unit based in BO Quito as well as in the field locations. Liaising with UNHCR¿s wider internal programme network, as well as with the implementing partners, s/he will support the reporting and fundraising activities, preparing concept notes and proposals, serving donors¿ information needs on all aspects of UNHCR¿s work. UNHCR is an international organization and a large part of its work is in English, including the drafting of reports, project proposals and other documents which will be part of the responsibilities of this position.

3. Monitoring and Progress Controls

Responsibilities:
Under the direct supervision of the Donor Focal point, the Senior Donor Relations Assistant will undertake the following tasks:

o Collaborate in preparing funding submissions for donors and draft any required after-action reports, mostly in English.
o Ensure accurateness and completeness of supporting documents related to contributions.
o Support to ensure programmatic coherence between donor proposals and programme implementation.
o Prepare reports to donors and support all the reporting activities of the programme unit as required, mostly in English.
o Assist in the development (financial and performance) of monitoring tools to track earmarked contribution and implementation rates.
o Assure that contributions (cash) from government donors are promptly and accurately recorded, representing donor intents.
o Collaborate with the supervisor and the programme unit in the implementation and monitoring process of earmarked contributions.
o Keep abreast of developments in operations to prepare appropriate briefings and reports directed to donors.
o Support the supervisor in preparation for donor meetings and missions, and in the drafting of talking points.
o Contribute to ensuring working relationships with donors, NGOs and UN agencies to ensure coordination in inter-related activities.
o Collaborate in assuring adequate visibility to donors whose contributions have been confirmed.
o Other programme tasks as required.

4. Qualifications and Experience

a. Education

o Possess a bachelor¿s degree in Business Administration, Social Science, International Law or related field (mandatory)

b. Work Experience
(List number of years and area of required work experience. Clearly distinguish between required experience and experience, which could be an asset.)

o Two years of relevant experience (mandatory). d. Key Competencies
(Technical knowledge, skills, managerial competencies or other personal competencies relevant to the performance of the assignment.  Clearly distinguish between required and desired competencies)

o Have very good experience using the Microsoft Office suite (Outlook, Word, Excel, and PowerPoint).
o Have excellent communication skills with strong interpersonal and negotiation skills.
o Be highly organized and have good attention to detail.
o Be able to multi-task and to prioritize workload.
o Be a flexible, team-player.

Desired skills and qualifications:
o Completion of the UNHCR Learning programmes or specific training relevant to functions of the position
o Good knowledge of UNHCR financial rules, procedures and processes
o Knowledge of UNHCR specific programmes (MSRP, Focus, etc.)
o Prior exposure to UNHCR refugee operations and functions relating to office administration and programme activities. c. Language

o Absolute fluency in English and Spanish, with excellent writing and editing skills in both languages. (Mandatory) - This position is initially requested is for 4 months with the immediate starting date, and with a possibility of further extensions subject to budget availability. It is a full-time role with working hours starting from 8.30am to 5:30pm Monday to Friday (40 hours per week) and occasional short duty travels on the national territory.

- The candidate must present a valid and updated Single Taxpayer Registry RUC and a certificate of voluntary contribution to the Ecuadorian Institute of Social Security IESS. Voluntary IESS values will be covered by the staff member. The offered salary is in net terms.

UNHCR has six offices in Ecuador, including the Branch Office in Quito. UNOPS contractors are considered to be an essential part of the labor force within the operation and may have tasks and responsibilities similar in importance as those performed by regular UNHCR staff members. The UNOPS Senior Donor Relations Assistant may have to liaise with UN agencies and civil society organizations, as well as with national institutions.

The Office of the UNHCR was established on 14 December 1950 by the UN General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country (www.unhcr.org).

Ecuador is a destination and transit country for persons in need of international protection. Ecuador hosts more than 64,000 recognized refugees (mainly Colombians) and has become a main destination and transit country for Venezuelan migrants and refugees. In 2018, Venezuelans were arriving in Ecuador at an average of 2,600 persons per day mainly through the land borders with Colombia (Rumichaca and CEBAF San Miguel).

Venezuelans arrive in Ecuador with increasing humanitarian needs, due to the precarious situation in their country of origin and, to a large extent, as a result of challenges faced during their journey through Colombia. Many do not have the resources to safely continue their onward journey. According to the multi-sectoral needs assessment and UNHCR¿S protection monitor-ing, more than half are unable to meet their basic needs, exposing them, among other things, to high levels of food insecurity, limited access to safe water, sanitation and shelter, with many forced to sleep in public spaces.

A large proportion of Venezuelans arriving in Ecuador are in need of international protection and assistance. Protection of the Venezuelans has become a priority, as part of an integral and coordinated institutional response to the humanitarian crisis. Furthermore, the overall goal for UNHCR Ecuador is to support the Ministry of Foreign Affairs in providing international protection for Refugees and asylum seekers in Ecuador and to promote access of persons of concern to durable solutions in accordance with their specific needs. In this context, the UN-HCR Office in Ecuador requires support in the area of external relations, fundraising and donor reporting.
