Background

The Danish Refugee Council initiated its activities in the island of Lesvos in November 2015 due to the unprecedented influx of asylum seekers. Following new political developments and displacement dynamics in early 2016, DRC expanded its activities to the mainland to support the people living in several sites across the country. With offices in Athens, Larissa and Thessaloniki, it currently implements a wide range of activities, including Site Management Support, legal assistance, identification of individual needs and protection of highly vulnerable persons, access to services within and outside the hosting sites through cultural mediation, and non-formal education. DRC works closely with the refugee communities, the Greek authorities and other humanitarian actors to ensure a protective environment for refugees and asylum seekers in Greece

 

Purpose

RC Greece is looking to recruit a qualified, flexible and enthusiastic professional to work for its Office in Larissa/Central Greece as a Monitoring, Evaluation, Accountability and Learning (MEAL) Officer. Under supervision of the Area Manager and in close coordination with other DRC field units, the MEAL Officer will support the implementation of all MEAL objectives under DRC projects in Central Greece. She/ he will be responsible for the data collection, analysis and reporting at area level, making recommendations with the aim to improve M&E systems and program quality, ensuring compliance with DRC procedures and quality standards.

 

Duties & Responsibilities

The MEAL Officer responsibilities will include, but not necessarily be limited to, the following:

  • Support in the development of appropriate M&E tools and methods.
  • Conduct data collection as per MEAL Plan and for ad-hoc donor requests.
  • Ensure that the data collection processes are implemented accurately and in a timely manner.
  • Ensure ongoing quality of all data collected.
  • In coordination with the MEAL team, conduct preliminary data analysis; translating the collected data into meaningful findings and recommendations.
  • Contribute to and write reports for internal and external use, ensuring their timely submission respecting the respective template formats.
  • In coordination with the Area Manager, develop effective ways for sharing findings from MEL tools with program teams as well as to the various stakeholders.
  • Make recommendations to the Area Manager and Country Office concerning learning activities.
  • In coordination with the Area Manager, develop and conduct learning activities in order to identify lessons learned and document best practices.
  • Promote a learning culture within the organization and strengthen evidence-based decision making.
  • Any other duties may be assigned by the Area Manager relevant to the delivery of DRC Projects in Greece.

Program Development:

  • Suggest improvements to DRC programming and ways of working, through identification and communication of challenges, gaps, recommendations for improvements and lessons learnt.
  • In collaboration with Program Managers, Team Leaders and Area Manager, contribute to the development and design of DRC’s program and activities.

Accountability:

  • In day-to-day tasks ensure relevant accountability to internal DRC and Donor policies.
  • Any other tasks assigned by the line manager in line with the overall response in the area of deployment.

 

Required Qualifications

  • At least two years of work experience in M&E and/or project cycle management
  • English, advanced: verbal and written skills, Capacity to produce high-quality reports in English.
  • A good knowledge and understanding of project monitoring tools and techniques, including log frame approach.
  • Ability to design M&E tools including survey and techniques, including log frame approach.
  • Experience with qualitative and quantitative data collection and analysis methods. Knowledge of data collection and analysis software (e.g. SPSS, ODK,Nvivo) will be considered a strong advantage.
  • Strong MS Office computer skills
  • University degree in international development, behavioral/ social sciences, or a related subject; qualitative and quantitative research methods component would be a strong advantage.
  • Greek, advanced working knowledge (highly desirable)
  • Arabic, advanced verbal and written skills (highly desirable)
  • Experience in training, building capacity and mentoring staff with little experience; experience in managing multicultural teams in advantage.
  • Familiarity with gender and protection mainstreaming in humanitarian programs would be an advantage.
  • Familiarity with sampling techniques.

Terms & Conditions

  • The contract will be under the Greek Labor Law (this is a national position)
  • All allowances will be provided to the employees (Christmas, Easter, Vacation bonus)
