BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.
This role is found in Headquarters (HQ) in Cash Based Transfers (CBT), and reports to the Beneficiary Management (BM) Project Coordinator.
WFP is a leader within the UN community in engaging with and managing relationships with beneficiaries of humanitarian assistance. Beneficiary data is the critical information that allows us to serve those most in need, whilst protecting the very people we seek to help. Assisting people in over 80 countries, multiple Headquarter (HQ) divisions directly contribute to the work of our Country Offices (COs) in engaging with beneficiary data throughout the beneficiary lifecycle - from identification and registration to the provisioning of assistance and graduation from it. In HQ, Programme (PRO) and Cash Based Transfers (CBT) Division within Programme and Policy Development Department (PD) and the Technology Division (TEC) within Resource Management (RM) most prominently contribute to beneficiary data management, aligned to their respective remits and areas of expertise.
Under the sponsorship of the Assistant Executive Director (AED), PD Department, and the leadership of the Director, CBT, a project team has been formed to develop a consolidated, strategic and sustainable approach to WFPs engagement with beneficiary data across the project lifecycle. This team (BM) will be cross-functional and represent the shared interests of the organisation and impacted divisions. The team will spend the remainder of 2021 shaping a new entity within PD which will begin its work in January 2022.
In the context above, BM is seeking a Programme Results Framework Consultant, based in Rome, Italy, who will report directly to the BM Project Coordinator.
JOB PURPOSE:
Support the development of a results-based framework and cost recovery mechanism to track the value of our interactions with beneficiaries and to ensure sustainable financing for the organisation
KEY ACCOUNTABILITIES:
Programme Results Framework:
- Develop a robust results framework that is linked to theories of change. This methodology will include linking Monitoring & Evaluations data back to beneficiary and transfer data (with considerations to data privacy and anonymisation) to help gauge the effectiveness of programmes.
- Develop a framework that will map beneficiary data points to types of programmatic activities, including the information necessary to deliver that activity effectively, to support country office operations. This will include developing outcomes and output indicators, identifying data sources and data collection methods, and responsible parties.
- Use this information to help inform improvements to Programme design through socialising with COs.

DESIRED EXPERIENCE, KNOWLEDGE AND SKILLS:
Minimum of three years of relevant professional experience in strategy consulting and/or programme officer roles within an international organisation, with a preference for candidates who have a blend of these two experiences.
Experience in process re-engineering (process redesign, process transformation, or change management).
Knowledge of results-based management, monitoring and evaluation
Knowledge of theory of change methodology
Comfortable operating with complex data sets both to develop cost recovery models and to present key information for consumption by senior audiences
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education:
Graduate or post-graduate qualifications in international relations, political/economic science, business administration or their equivalent
Language:
Fluency (level C) in English language.
