ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs), Regional Bureaus (RBs), and Headquarters (HQ). The Job holders report to a Head of Unit, Chief, Administration Officer, or the designate.

At this level job holders are expected to take responsibility for completion of a range of processes and activities requiring some interpretation of standard guidelines/practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

JOB PURPOSE

To support effective delivery and maintenance of client-focused, value-for- money oriented quality administrative practices.

To perform a minimal range of HR tasks to support accurate implementation of WFP policies and procedures and facilitate the effective functioning of a client-focused and strategy-oriented HR services at the field level. 

STANDARD MINIMUM QUALIFICATIONS

Education:    Completion of secondary school education. A post-secondary certificate in the related functional area. University Degree in related field is desired. 

Experience:    At least four years experience in the related field                        

Language:    General Service (Field): Fluency in both oral and written communication in English and Portuguese. 

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has demonstrated an ability to perform all routine administrative activities in line with WFPs operating standards through day to day work
  • Has supported in providing ad-hoc guidance to new staff members

 

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Check the provision of a range of services, including facilities and light vehicle management, travel, protocol related, etc., maintaining information, to contribute to the provision of a safe and comfortable working environment.
  2. Collate and process information including dissemination to support the production of standard documents and reports for the unit, to enable decision-making and the effective management of resources.
  3. Manage and maintain paper and electronic records within the area of responsibility in accordance with established procedures, to ensure swift and easy data access as required.
  4. Undertake research and perform basic analyses of data, to contribute to the provision of accurate information and effective management of resources.
  5. Be a first point of contact for internal queries, to facilitate the provision of efficient and effective resolution of daily issues.
  6. Contribute to improvement of business procedures and processes;
  7. Review supporting documentation, verify claims for action and conformance with administrative rules and regulations and liaise with other offices as appropriate;
  8. Make computations, calculations and estimates and prepare basic reports or assist in the preparation of periodic reports including forms, tables, charts and other;
  9. Respond to queries from a variety of sources by providing available information and provide advice and guidance on rules and regulations related to area of work or direct to the most appropriate source;
  10. Draft correspondence relating to the area of responsibility;
  11. Arrangement of travel for staff and organization of events;
  12. Provide assistance with the support of Maputo Office on general HR queries and follow up actions, to ensure consistent and high quality HR services are delivered to clients at local level; 
  13. Liaise with other internal units/offices on HR related matters, i.e. payroll, contracts, etc. and provide necessary information in order to enable timely HR services. 
  14. Provide administrative support in various HR activities in the areas of work allocated by the professional officer including on boarding of new staff members in compliance with relevant processes and procedures. 
  15. Maintain confidential personnel records, HR databases and archives, to ensure data and files are accurately stored and updated in compliance with the established standards. 
  16. Support staff deployment at the field level and related administrative actions including preparation of basic reports, to facilitate efficient HR service enabling WFP to respond quickly to a crisis.
