Background

UN Women (the United Nations Entity for Gender Equality and the Empowerment of Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Turkey, in line with its global Strategic Plan 2018-2021 and Country Strategic Note (2019-2022), and the overall UN Sustainable Development Cooperation Framework, UN Women works towards three overarching goals: 1) Women lead, participate in, and benefit equally from governance systems; 2) All women and girls live a life free from all forms of violence; 3) Women and girls contribute to and have greater influence in building sustainable peace and resilience and benefit equally from the prevention of natural disasters and conflicts and humanitarian action.

Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social and economic life and combat gender stereotypes, discrimination and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.

There are important strategic opportunities in Turkey to engage with the private sector in order to advance gender equality and women’s rights in the workplace, marketplace and community and to leverage financial resources and support for gender equality. UN Women has prioritized and increased its engagement with the private sector in the past years in Turkey, working in particular to localize and implement at country level three global frameworks: 1) Women Empowerment Principles (WEPs); 2) HeForShe; 3) Unstereotype Alliance.

Building on the achievements and lessons learnt over the previous years, in 2021, UN Women Turkey will start implementing the project “Advancing gender equality and women’s leadership in political and business life” with funding from the Swedish International Development Agency (SIDA). The project has an overall objective to advance women’s leadership and participation in decision-making in Turkey by focusing on key stakeholders and actors in the fields of politics and private sector. Through the project, UN Women will deepen its work with the private sector under the above three initiatives and will seek to further expand its partnerships base in order to influence and engage with a broader set of partners in support of results (including mobilization of funds) for women and girls at larger scale. This partnerships approach is underpinned by the intention for UN Women to act as a convener bringing together actors to collaboratively achieve greater impact than could be achieved individually, and to generate evidence, knowledge, and expertise to enable and mobilize others to support progress towards the achievement of gender equality.

Under the overall guidance of the Country Director and the direct supervision of the Programme Management Specialist (NOD), the Programme Analyst (Private Sector Partnerships) will support the implementation of partnership building strategies to upscale and deepen impact under the Women’s Empowerment Principles, Unstereotype Alliance and HeForShe Turkey initiatives, and to the establishment and growth of new partnerships, including with youth and men and boys, with the view of achieving broader and systematic change towards gender equality in the country. The Programme Analyst contributes to the effective management of UN Women programmes with the private sector in Turkey by providing substantive inputs to programme design, formulation, implementation and evaluation. The Programme Analyst guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme Analyst works in close collaboration with the Unstereotype Alliance, HeForShe and other programme and operations team, relevant UN Women Regional Office and HQ staff, as well as various national partners to ensure successful UN Women programme implementation under portfolio. The Analyst will also work in close collaboration with related UN inter-agency result groups and teams to ensure complementarity and coherent and effective UN action.

Duties and Responsibilities

1. Contribute technically to the development of programme and partnerships strategies in the area of working with and via the private sector for the advancement of gender equality

  • Contribute to the development of the private sector strategy of UN Women Turkey and to the formulation of programmatic and advocacy initiatives on the basis of the strategy.
  • Provide technical inputs and coordination support to the CO management’s efforts to develop new and innovative partnerships
  • Provide substantive inputs on the design and implementation of effective advocacy strategies and methods for proactive and strategic targeting of private sector partners.

2. Provide substantive technical support to the implementation and management of the private sector engagement programme of UN Women in Turkey, including under the above project.

  • Provide technical inputs to the annual workplan and budget;
  • Lead, monitor and provide technical support to the implementation of work plans and programme activities; within the assigned portfolio.
  • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management and monitor implementation.

3. Provide technical assistance and capacity development to project/programme partners

  • Develop technical knowledge products and advocacy materials.
  • Maintain relationships with national partners to support implementation and expansion of the private sector engagement programme;
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and training to partners, as needed.
  • Provide technical support to private sector partners to advance knowledge and skills on gender equality

4. Provide technical inputs to the monitoring and reporting of the programme/ project

  • Monitor progress of implementation of activities and finances using results-based management tools;
  • Draft reports on monitoring missions, programme results, outputs and outcomes;
  • Provide substantive inputs to the preparation of donor and UN Women reports.

5. Provide substantive technical inputs to the management of people and finances of the private sector engagement activities of UN Women Turkey Office with a specific focus on the above project.

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
  • Provide substantive inputs to financial reports;
  • Supervise Unstereotype Alliance Programme Analyst and the relevant consultants

6. Provide substantive inputs to resource mobilization strategies

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Participate in donor meetings and public information events, as delegated.

7. Provide technical support to inter-agency coordination on private sector engagement to achieve coherence and alignment of UN Women programmes with other partners in the country

  • Provide substantive technical support to the Country Director and Head of Programmes on inter-agency coordination related activities by drafting background reports and briefs.

8. Provide substantive inputs to advocacy, knowledge building and communication efforts

  • Develop background documents, briefs and presentations related to private sector’s engagement for gender equality
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
  • Coordinate the development of knowledge management methodologies, and products on the thematic area.

Required Skills and Experience

Education and certification:
  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage
Experience:
  • At least 2 years of progressively responsible work experience in development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building in multi stakeholder environments  
  • Experience in the field of gender equality and women’s empowerment is a strong asset 
  • Experience in partnership building and relations with the private sector is an asset
  • Previous work experience in UN organizations is an asset.
Language Requirements:
  • Fluency in English and Turkish is required
