3. Organizational Setting and Work Relationships

The MIP Associate will provide advice and guidance on all Medical Insurance Plan-related issues and process all medical bills on a timely and appropriate manner for all national staff within the Area of Responsibility (AoR). The incumbent will be responsible for the enrolment of all eligible national staff members and de-enrolment of the inactive employees, the collection of the MIP contributions and the processing of claims in respect of all MIP participants within the AoR. S/he will act as the focal point for all MIP-related issues.

Based in Amman, the Human Resources Associate (MIP) will be expected to work mostly from home and function under the direct supervision of the HR Officer in Iraq operation and will be primarily responsible for the processing of Medical Insurance Plan (MIP) claims in respect of MIP participants in Iraq Operation.

S/he will establish privileged contacts at main health providers (hospitals) to facilitate access to quality medical care and effective response to emergency situations.

S/he will also be responsible for providing and maintaining a consistent approach in helping staff members and insured family members in understanding plan¿s benefits.  S/he will be working in a discreet working environment in which various personnel and sensitive issues will be discussed, commitments made, and actions initiated. The confidentiality of all personnel matters and the need to deal with clients and third parties such as medical providers in a courteous and efficient manner are the salient features of this position; hence this position will require strict confidentiality with highly sensitive employee information.

The successful candidate will also be responsible for educating, informing and counselling employees in regard to employee benefits specifically medical, dental and vision for a diverse employee population. This role requires strong communication, presentation and analytical skills in order develop a positive rapport with staff. Strong organizational and time management skills will be required in order to manage multiple priorities in a fast-paced deadline driven environment.

The incumbent will also be responsible for conducting a detailed orientation for newly hired staff on UNHCR Medical Insurance Plan for national staff and maybe requested to provide refresher sessions as needed.

Given the nature of the function, the incumbent should ideally have good level of Judgement and Decision Making.

4. Duties
-
- Administer UNHCR medical insurance plan for locally recruited staff.
- Checks medical insurance claims: prior authorizations, relevant documentation, request additional information as, if and when necessary.
- Undertakes actions related to the reimbursement process verifies and validates bills, applies reimbursement codes, validates reimbursement in MSRP MIP;
- Process MIP claims forward the bills to Finance for payment and notify claimant that their bills have been processed.
- Conduct impromptu visits to hospital to verify authenticity of claims.
- Settle clinic invoices, as appropriate, to medical service providers that are booked as open item keys in the corporate ERP system.
- Dispatch bills to staff members.
- Assist Finance Unit to settle the open items upon staff members claiming.
- Issue letters of guarantee of payment to hospitals of staff members and dependants who have been admitted.
- Settle hospital invoices accruing from Medical Examinations and Medical Evacuations in MSRP.
- Schedule medical examination for staff members.
- Dispatch the medical reports to the Medical Service.
- Follow up on Medial Clearances.
- Update the details for initial recruitment in Occupational Health & Safety Software MEDGATE.
- Issue travel authorisation for staff members proceeding on Medical Evacuation.
- Maintain appropriate filing system of all MIP related documents.
- Support identification of appropriate healthcare and qualified physicians within the AoR.
- Seek clarification discreetly on medical bills that may appear fraudulent or unclear.
- Strictly implement the rules and procedures given in the policy on MIP Administration.
- Consult Compensation Unit on matters that require additional clarification and guidance.
- In carrying out all functions, the objective is to provide prompt, effective and equitable services with utmost confidentiality.
- Perform other related duties as required.

Minimum 3 years previous job experience relevant to the function or in a related field. Excellent computer skill including MS applications (Word, Excel, PowerPoint).

¿ Operational knowledge of MSRP HR. Good knowledge of MIP rules and procedures. Knowledge of administering Insurance schemes.
¿ Proven ability to deal with multiple tasks in a courteous and service oriented manner.
¿ Experience in provision of support services with individual client work and conflict resolution a real advantage.
¿ Good communicator to provide support to staff members of different cultural and educational backgrounds.
¿ Proven ability to work independently and with utmost discretion, in light of the confidential nature of the work.
