Purpose of the Job:  The purpose of Monitoring & Evaluation Assistant Position is to contribute with specific technical competences to project implementation. The position holder will normally work as team member. The main role and responsibilities of this position is data collection, conduct field visit, preparing monitoring reports, data collection for outcome monitoring survey, PDMs, conduct verification and sport check, develop and design M&E matrixes and support the program departments on the M&E aspect.

Generic responsibilitie:

  1. Adhere to NRC policies, tools, handbooks and guidelines.
  2. Assist a range of support with the implementation of the CC portfolio according to plan of action.
  3. Implements independently procedures and activities within own function or core competency as delegated.
  4. Responsible for organizing and delivery of tasks in line with priorities and standards.
  5. Develop and maintain knowledge of the specialist area of work in which technical assistance and support is being provided, in order to be most effective in supporting the team.
  6. Use initiative in day to day problem solving in line with agreed procedures, priorities and standards for the area of work.
  7. Prepare and develop status reports as required by management.
  8. Promote and share ideas for improvement in your area of expertise.
  9. Development of holistic and needs based programmes, including cash-based interventions and marked based programmes.

Specific Responsibilities:

  1. Progress monitoring from the core competencies (CCs) Shelter, WASH, ICLA, Camp Management, Livelihoods and Food Security and Education.
  2.  Collect data for Complaint and Feedback Mechanism (CFM) from beneficiaries when received a complaint and/or feedback as well update the CFM Database on daily basis.
  3. Assist in analyzing and compiling data to measure the progress and impact of projects’ activities.
  4. All program data are accurately collected and reported monthly, quarterly and annual bases.
  5. Maintains field-book by documenting all elements monitored and supports the database team for effective data entry and management while assisting the M&E Officer for having regular data flow.
  6. Planning field visits according to the key stages of projects implementation for all projects.
  7. Take active part in data collection, observation and verification for project when required.
  8. Regular participate at field visits and monitor the proceed activities.
  9. Develop and maintain database backup and filing systems.
  10. Requires travel to provinces (central and Khost).
  11. Regular Report to Monitoring and Evaluation Officer.
  12. Ensure the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies.
  13. Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses.

Programme Support:

  1. Support in standardizing M&E across projects.
  2. Support in developing data collection methodology and tools and in actual data collection, as needed.
  3. Support in data management and development of clear information flow between programme and M&E staff, as needed.
  4. Ensure that monitoring data are reported in a timely manner to relevant programme staff for none food items and cash distribution.
  5. Capacity building and training of programme staff on M&E technical and conceptual areas, as needed.

Generic professional competencies:

 

  • Bachelor’s degree in (BBA, BMS, BSc in statistics or Math) degree or certificate in M&E.
  • At least 2-3 years of active professional experience in monitoring and evaluation, preferably under emergency or post-conflict setting.
  •  Knowledge and experience within a relevant administration, craft or technical field and
     ideally a relevant vocational qualification.
  • Previous experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
  • Oral and written English communication skills.
  • Computer skills, including MS Office (Power point, Word, Excel, Access).
  • Knowledge of cash-based interventions and market based programmes.
  • Good communication and interpersonal skills.
  • Strong organisational and team working skills.
  • Good cultural awareness and sensitivity.
  • Highly approachable, trustworthy and confidential.
  • Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus.
  • Good level of proficiency in Windows Excel and quantitative analysis (SPSS preferred).
  • Proven presentation, training and facilitation skills.
