Background:

The OSCE Programme Office in Bishkek (POiB) assists the host Government with the implementation of OSCE commitments and relevant international obligations and standards. The Police Projects Implementation Unit (hereinafter-Unit) works within the Politico-Military Department (PMD) of the POiB. The Unit engages in project work to contribute to the implementation of the POiB Mandate 1520, 27 April 2017, with a focus on transnational threats and law enforcement co-operation, particularly fighting against organized crime and drug trafficking, as well as law enforcement agencies reform. The selected intern will be tasked with the duties outlined below.


Tasks and Responsibilities:

Under the direct supervision of the Police Matters Adviser (PMA), the selected intern will work with the Police Projects Implementation Unit of the PMD and will be tasked with the assisting in the following duties:

  1. To follow up on all administrative aspects of the project; accompany the supervisor and other project staff on regular field visits, participates in discussions, and takes follow up action as/when required by project staff;
  2. To collect necessary background information and prepare technical specifications for goods and services to be procured;
  3. Collect data and conduct background research and analysis on given topics;
  4. Attend internal and external meetings, take minutes and follow-up on associated tasks;
  5. Draft initial versions of official correspondence, such as invitation letters, general letters and Note Verbales;
  6. Assist in managing files and respective archives;
  7. Perform other administrative duties such as editing/formatting project documents; 
  8. Translate texts, as requested by the Supervisor (involving materials in Russian, English and Kyrgyz languages);
  9. Perform other work-related duties and administrative tasks as required by the Supervisor.

Necessary Qualifications:

  • Be at least 19 years old and have completed two years of full-time studies from an accredited institution or have completed a first or advanced degree in a field relevant to the OSCE’s mandate no longer than two years ago by  the date of the deadline of the vacancy notice;
  • Professional interest in security issues such as community policing, combating organized crime and drug abuse prevention;
  • Studies in an academic field related to the OSCE portfolio;
  • Knowledge of the Central Asian region and its societal/political processes is highly desirable;
  • Professional fluency in English with excellent communication skills;
  • Knowledge of Russian language is mandatory;
  • Knowledge of the Kyrgyz language would be an important asset;
  • Good organizational skills with ability to process and classify information quickly and efficiently;
  • Strong analytical, research and drafting skills;
  • Familiarity with Microsoft Office and Internet applications;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.

Remuneration Package:

The OSCE is not in a position to pay any remuneration or cover any expenses incurred by the intern during his/her stay nor reimburse travel expenses.

The selected intern may participate in the group health insurance scheme at his/her own expense, but the OSCE will cover life and accident/disability insurance. If the intern opts to arrange his/her own medical coverage, he/she shall provide evidence of medical coverage for the duty station he/she applies to, and for any eventual duty trip destinations.
