Job Overview:

The Camp Management Coordinator is responsible for implementation of NRC’s Camp Management project in Herat, Afghanistan.  This project will use Camp Management methodologies to provide support to the collective sites in Herat, which are accommodating drought-displaced families from Badghis and Ghor provinces.  The project aims to improve the protection and assistance response to displacement-affected communities by establishing mechanisms to enhance:

  1. Communication with Communities: Sharing information with and receiving feedback from displaced and vulnerable host communities
  2. Community Engagement: Participation of affected communities alongside local stakeholders in the humanitarian and recovery response
  3. Support to Coordination: Efficient, effective, and inclusive coordination of services at local level, involving a range of stakeholders (authorities, civil society, NGOs, private sector, etc.).

Role and responsibilities:

Generic responsibilities:

  1. Line management of Camp Management project field staff
  2. Adherence to NRC policies, guidance and procedures
  3. Contribute to Camp Management strategy development, project proposals and provide input on needs and gaps
  4. Manage and implement delegated portfolio of Camp Management projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality
  5. Provide regular progress reports to PM (AM and CCS)            
  6. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  7. Promote and share ideas for improvement and necessary changes in the activities
  8. Ensure capacity building of project staff and transfer key skills
  9. Liaise and collaborate with relevant local authorities and other key stakeholders
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy
  11. Development of holistic and needs based programmes, including cash-based interventions and marked based programmes

Specific responsibilities :

  1. Line management of Camp Management project field staff (Officers and Assistants) – including following all performance management protocols
  2. Organize effective weekly and monthly planning and implementation of Camp Management project activities, according to annual work plans developed with the AM and Camp Management Project Manager, and in close coordination with the Protection Coordinator
  3. Support development of spending and procurement plans according to budgets and NRC procedures, together with the Camp Management PM and the Protection Coordinator
  4. Ensure proper project documentation in line with M&E plans and donor requirements
  5. Monitor and enhance technical quality of project implementation through regular field visits to supervise staff on-the-job; provide feedback accordingly and work with Camp Management  PM and Protection Coordinator to ensure capacity building of project staff
  6. Provide the AM and Camp Management PM with relevant information and data required for project reporting and for development of Camp Management strategy and project proposals, including feedback on successes and challenges
  7. Co-operate closely with counterparts from other NRC core competencies to ensure integration of NRC services in targeted areas, and ensure the same of all project staff
  8. Liaise and collaborate with relevant local authorities and other key stakeholders, including NGOs and UN agencies.  Attend external coordination meetings as agreed with AM.
  9. Ensure the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies
  10. Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses
  11. Adhere to NRC policies, guidance, and procedures

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Project planning: Area Manager and Camp Management PM, Protection Coordinator
  • Area operations: Support Coordinator; Security, Finance, Logistics Officers/Assistants
  • Staff capacity building: Camp Management Specialist
  • Implementation: Other Core Competency staff – especially those recruited for the drought response (shelter and WASH teams)

 1. Professional competencies

These skills, knowledge and experience are important for effective performance.

Generic professional competencies for this position:

  • University degree (preferably in social sciences, e.g. education, political science, international relations, law, journalism, gender studies, human rights, etc.) Master degree preferred.
  • 3 – 5 years of experience from working in a line management position, preferably relevant to project implementation in a humanitarian/recovery context, preferably in community services or community engagement and mobilization, protection, community capacity building, or related field
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal

Context related skills, knowledge and experience:

  • Political and cultural awareness, as well as good understanding of the displacement context in eastern Afghanistan.
  • Fluency in English, Dari and Pashtu, both written and verbal
  • Experience with field operations and coordination (e.g. interaction with security, finance, logistics, HR/admin units)
  • 3 to 5 years work experience in the field of community outreach , community development
  • Experience in community capacity building and training
