NRC Syria Response Office

NRC currently has more than 2,000 staff in the Middle East region assisting people displaced by conflict in Syria. As a leading humanitarian organization, we support displaced persons by implementing programmes across the Shelter, Education, Food Security, Information Counseling and Legal Assistance (ICLA) and Water, Sanitation and Hygiene (WASH) sectors with strong protection and resilience focus integrated into our programmes.

The Syrian crisis is almost into its 9th year, but the level and intensity of the conflict in the country remains high. Humanitarian and protection needs inside Syria are overwhelming. Ongoing conflict and continued displacement compound a complex emergency situation. According to UN OCHA, 13.6 million people are in need of humanitarian assistance in Syria and millions have been forced to flee. More than 1.4 million displacements were recorded in 2019. More than 6.5 million are internally displaced and many have fled the war-torn country, including 5.5 million refugees across the region.

Duties and responsibilities

NRC Syria Response is looking for an experienced, enthusiastic and highly motivated profile with a strong background in Logistics and Supply Chain Management. The job holder will need to be willing to work in a changing environment and adapt to changes, as well as dedicate extensive part of her/his time to provide on-the-job training to staff and oversight and monitoring of Logistics activities with some travel to support the team based in Erbil.

The main objectives for the Logistics Manager is to oversee logistics implementation and compliance, and strengthen the logistics support services (i.e. Procurement, Transport, Fleet, Warehousing and Stock Management, and Asset Management) in the NRC Syria Response areas of implementation.

The Logistics Manager will need to ensure that NRC Syria Response is well positioned to respond to current and future emergencies with primed logistics mechanisms and high standard quality.

The Logistics Manager must demonstrate strong engagement and leadership in all major logistics actions.

Generic responsibilities: 

  • Ensure that country set up comply with Logistical Handbook, NRC policies  and donor requirements.
  • Implement NRC’s logistics systems and procedures.
  • Training and support of line managers and staff with logistical responsibilities
  • Management of the logistics team.
  • Ensure anti corruption focus in procedures and trainings.
  • Establish filing systems/archives according to NRC standards in all offices
  • Initiate and maintain necessary leases, licenses and contracts with relevant authorities and suppliers.
  • Provide regular analysis and reports.
  • Development of holistic and needs based programmes, including cash-based interventions and marked based programmes.

Specific responsibilities: 

Procurement

  • Consolidate Country Office procurement plans including all areas of operation.
  • Support Area Offices to deliver against procurement plans and ensure on time delivery for projects.
  • Ensure up-to-date suppliers database and price-listing, while being able and ready to gather as much understanding as possible of local markets and supply chain.
  • Provide strategic vision on the elaboration of Framework Agreements.
  • Proactively look for value for money on local procurement.
  • Lead the management of any national and international tenders.

Transport and Fleet

  • Lead on the management of fleet, ensuring efficiency on the use of transport means across the different offices.
  • Maintain/update framework agreements with transportation companies.
  • Adapt transportation arrangements and standards as per need.

Warehouse and Stock Management

  • Conduct regular review of stock reporting submitted by the Area Offices.
  • Ensure stocks received/delivered are properly traceable by reinforcing the use, management and follow up of stock cards and warehouse database and movements.

Asset Management

  • Ensure the Country Office has an updated Asset Register at all times.
  • Lead on any disposal of assets, when required.

Compliance

  • Ensure adherence to SOPs and NRC Logistics Handbook at all times.
  • Review and update SOPs when required.
  • Conduct regular spot-checks on Supporting Documentation as well as physical verification during visits to Field Offices.
  • Liaise with compliance department to improve quality of services delivered by logistics to other NRC departments and therefore beneficiaries.

Strengthen capacity of Logistics Department at Country and Area Office level

  • Provide Capacity Building, through on-the-job training, coaching and mentoring on national staff.
  • Build the capacity of non-logistics teams on any logistics-related issues.

Cash Programming

  • Support the Program Unit with the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies
  • Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses
  • Work with the Program Unit to conduct Market Assessments to support strategic and operational planning for cash based interventions.

Innovation & Leadership

  • Identify control and process weaknesses and propose and implement improvements
  • Support the Program Unit to identify and address Budget Holder challenges and weaknesses related to effective procurement planning and delivery
  • Analyze monthly Logistics reporting/KPIs to provide Senior Management with strategic analysis on trends and risks
  • Identify and implement solutions to procurement challenges as they arise

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Programme Departments at CO level.
  • Area Managers, Area Programme Managers and Area Support Managers/Coordinators.
  • Other Support Departments (Finance, Compliance and HR)
  • Regional Logistics Advisor
  • Regional Compliance Unit
  • Cash based interventions and market based programmes (interface between support and programme team)

Required Professional Competencies:

  • Minimum 3 years of Logistics Manager experience on a senior level from the humanitarian context.
  • Experience in managing team (training and capacity building as well as setting up a medium to large Logistics department).
  • Proven experience on Supply Change Management and Compliance.
  • Experience from working in complex and volatile contexts.
  • Documented results related to the position’s responsibilities.
  • Fluency in English, both written and verbal.

Context related skills, knowledge and experience:

  • Experience in Syria or Middle East countries.
  • Knowledge of Arabic is an asset.
  • Knowledge of cash-based interventions and market based programmes
