  1. Background and Justification

The main purpose of the post is to provide technical advisory services on policies and strategies in the different aspect of maternal, neonatal health making pregnancy safer, reproductive health, research and women’s health.

The incumbent also advises the Regional Director on various public health matters including WHO’s plan of action and developments at country level in the different aspects of maternal and reproductive health.

  1. Job Description

The Reproductive and Maternal Health (RMH) Programme provides technical support and advice to Member States in the development, implementation of maternal, neonatal health including making pregnancy safer, reproductive health and research and women’s health.

Under the director supervision and reporting to Director, Healthier Populations (DHP) and within delegated authority, the incumbent provides Member States and counterparts with technical and specific health technical advice in the areas of maternal and reproductive health. The incumbent will lead and manage the work of the RMH programme and the staffing resources allocated to it.

Summary of Assigned Duties

A. Strategic technical guidance, monitoring and oversight

  • Provide technical and programme leadership, and strategic support and guidance to the WHO offices and ministries of health, in the area of reproductive health, in collaboration with technical and programme staff in the Regional Office;

  • Identify and provide strategic technical/policy advice, in the area of reproductive health, and participate in/support policy dialogue;

  • Provide leadership and support countries regionalize and contextualize WHO global and regional priorities;

  • Contribute to the substantive elaboration of the GPW and its implementation in the Region;

  • Contribute to the development, implementation and monitoring of regional reproductive and maternal health strategies in the region in collaboration with relevant partners;

  • Identify and analyze trends, opportunities and risks in the technical area of work that may affect the achievement of SDG3 and WHO’s global and regional directions;

  • Scan the environment in the region to identify tendencies in the area of expertise, and ensure that they are appropriately addressed at the regional and/or sub-regional levels;

  • Identify requirements for and contribute to the development of new or updated policies, positioning, frameworks, guidance, standards, instruments and tools; and

  • Coach and manage junior professional staff and associates, direct expert consultants and facilitate working groups and task teams.

B. Quality control of technical support and capacity development

  • Advise the WR offices and ministries of health on the implementation and proper application of WHO guidelines, standards, policies, strategies and use of tools/instruments on reproductive in the Region, and on the different aspects of monitoring and evaluation ensuring consistency and coherence in addressing priorities in line with global and regional WHO directions;

  • Ensure that state-of-the-art thinking and quality research is integrated within the work of the department and scaled up to the countries;

  • Analyze technical and substantive reports from the field and recommend required follow-up actions;

  • Organize or contribute to regional, country and intercountry training activities in the substantive area for capacity development of national/regional counterparts;

  • Support the regional adaptation of global training materials, manuals and tools, and ensure their availability and promote their use for capacity development;

  • Initiate, develop, strengthen and monitor substantive and intellectual regional partnerships in the substantive area, including for South-South cooperation.

C. Evidence and knowledge development and dissemination

  • Play a key role in building up, coordinating and monitoring a regional knowledge platform on reproductive health;

  • Prepare/support the development of technical papers, policy briefs and advocacy materials for evidence-based policy dialogues at regional level, provide similar support at the request of country offices;

  • Disseminate and promote the use of state-of-the-art technical knowledge, evidence, lessons learned, and success stories, and advise on the application of innovative approaches to address reproductive health needs of population in crisis and recovery settings in collaboration with relevant departments within the Regional Office and with external partners; and

  • Establish and maintain relationships with institutions in the Region.

E. Technical representation

  • Represent WHO regional office on substantive issues in the region and elaborate WHO’s substantive regional and global perspectives in the area of expertise;

  • Participate in policy dialogue, and advocate for substantive issues in international, inter-governmental, UN, and other policy and technical meetings and fora;

  • Collaborate on substantive issues with UN agencies, academia, research and training institutions, think tanks, centers of excellence, professional societies in the region; and perform all other related duties as assigned.

Functional Knowledge and Skills

Education Qualifications

Essential: Master’s degree in Medicine, Public Health or related field.

Desirable: Specialization in the field of maternal and reproductive health

Experience

Essential: A minimum of ten years of progressively responsible experience in the area of Public Health and maternal and reproductive health, providing technical advice and policy development services at the international level. Within this experience, demonstrated professional experience at the regional or country level delivering and managing public health programmes while providing technical advice and support to regional and or country level counterparts.

Desirable: Ideally some work exposure in a developing country context and reginal experience.

  1. Use of Language Skills

Excellent knowledge of English. Knowledge of Arabic and/or another United Nations language is an asset.
