THE ASSIGNMENT

The international consultant will perform the following duties in conducting assessment on AIBA’s Licensing Policies and Continuing Legal Education capacity. The assessment has two pillars. (1) AIBA licensing policies and procedures for independent lawyers. (2) Assessment of AIBA’s Continuing Legal Education Capacity.

(1) The assessment of AIBA licensing policies and procedures for defense lawyers will include:

  • Assess AIBA’s procedure and management of work process of licensing for defense lawyers.
  • Assess lawyer’s obligation to their license and to AIBA.
  • Based on the findings of these assessments, draft an option paper with clear recommendations on AIBA licensing its related policies, procedures, management and online bar examination.
  • Asses the current resources, needs and challenges for establishing a sustainable online system for AIBA licensing.

(2) Assessment of AIBA’s Continuing Legal Education Capacity includes:

  • Assess AIBA’s current continuing legal education capacity. This will include the resources for current CLE program of AIBA in terms of trainers, training materials, equipment, technology, facility, and financial viability, induction trainings, advice, and coaching to the independent lawyers.
  • Assess AIBA’s perceptions and need among lawyers concerning the value of continuing legal education, induction trainings, advice, and coaching.
  • Identify and describe AIBA’s current plans, past activities, and future engagement regarding the continuing education to the independent lawyers.
  • Identify possible obstacles towards continued education and coaching to independent lawyers by AIBA.
  • Based on the findings of these assessments, draft an options paper for a sustainable CLE program for AIBA members.

IDEAL CANDIDATE PROFILE

Education

  • Education field, LLB. Advanced university LLM degree will be an asset
  • Knowledge of the legal landscape of Afghanistan will be an asset

Work experience

  • Minimum years of experience: 5 years of experience working with national or international Bar associations or relative field in conducting assessments, research, and developing option papers on institutional development

Languages

All work by the consultant is to be completed in English Language

Technical competencies

  • Strong problem solving, conceptual, and analytical skills.
  • Ability to research, analyze, and synthesize information, interpret data.
  • Writing and editing skills.
  • Excellent interpersonal skills and ability to work in team.

Behavioral competencies

DUTY STATION  

This is an Afghanistan-based assignment; however, given the COVID-19 situation, IDLO may consider options to have this assignment done remotely. Individuals/firms that are currently based in Afghanistan are encouraged to apply.
