CHAI's nutrition supply chain integration project aims to use a cross-cutting approach focused on: 1) Increasing stock visibility through the scale-up of an electronic medicines inventory management system, 2) Institutionalizing processes and capacity to efficiently utilize information for decision-making, and 3) Strengthening MOH staff capacity to address challenges affecting availability of Nutrition product.

 

All activities are done together with the MOH, with the goal of building capacity of relevant MOH staff to effectively coordinate the supply chain for health commodities.


Summary of Position:

 

CHAI is seeking a highly-motivated individual with strong problem-solving, analytical, and communication skills to work as a Program Officer on the CHAI Access to Medicines and Supply Chain program based in Vientiane Capital. The Program Officer will work together with the Medical Product Supply Center and Nutrition Center staff in Vientiane Capital to strengthen the implementation of the MOH’s integrated supply chain strategy to increase the availability of nutrition products. This will include support on the development of materials, planning and facilitation of trainings, conducting supervision visits to health facilities, capacity building, and other support as needed.

 

The Nutrition Procurement and Supply Chain Management (PSM) Program Officer will be based in Medical Product Supply Center and Nutrition Center, after completing onboarding. This role will involve significant travel to provinces, district hospitals and health facilities around the country.

Responsibilities
  • Work alongside government counterparts to ensure that Nutrition programmatic products are integrated into the national supply chain system, including the inventory management system at the national and provincial warehouses
  • Support the strengthening of the central and provincial Supply Chain Integration Teams to include nutrition and other relevant program staff
  • Assist the central and provincial supply chain integration teams to create and execute their integration workplan, including assisting with monthly meetings, reviewing data and completing site visits to support MOH staff capacity building
  • Support regular MOH staff utilization of the electronic medicine inventory management system, and support the team to troubleshoot any challenges with the system
  • Build capacity of MOH staff at central and provincial levels to conduct routine analysis of monthly stock reports, create dashboard for nutrition program and support the development of quality data review
  • Identify supply chain challenges and help create action plans to address them together with central and provincial health staff
  • Coordinate and plan logistics for meetings and team travel schedules
  • Support written and verbal translation between English and Lao, specifically communication of technical processes, to support effective communication with government staff and other stakeholders
  • Manage reconciliation of finance for program trainings, meetings and travel
  • Perform other tasks as necessary
Qualifications
  • Bachelor’s degree or higher and at least 4 years of professional work experience
  • Strong ability to work independently, and outstanding planning, coordination and organizational skills
  • Excellent diplomatic and interpersonal skills, and the ability to build professional and collaborative relationships
  • Strong written and oral communication skills in Lao and English, with the ability to prepare compelling presentations and memo documents
  • Proficient computer skills, including Microsoft Word, Excel, PowerPoint, Data Analysis, data dashboard and internet-based communications
  • Ability to handle multiple work streams in parallel, set priorities and work independently
  • Ability to travel at short notice and on a regular basis
