CHAI in partnership with its India affiliate, William J. Clinton Foundation's (WJCF) has been working in India since 2004 in close partnership with and under the guidance of the Ministry of Health and Family Welfare (MoHFW) at the central and state levels on an array of high priority initiatives aimed at improving health outcomes. Currently, CHAI/WJCF programs, supports government initiatives on Tuberculosis, HIV/AIDS, Hepatitis-C, cancer, immunisation, and health financing. Additionally, CHAI/WJCF supports many state governments on large-scale programs to arrest childhood and maternal mortality due to malnutrition, anaemia, diarrhoea and pneumonia, and helping increase access to quality family planning services. 

  

Background:

 

India continues to bear the world’s highest burden of tuberculosis (TB) in terms of absolute numbers of incident TB cases. An estimated 350M people in India are latently infected with TB and 4M new TB infections occur every year[1]. India has set an ambitious target of eliminating TB by 2025. In order to achieve this target, the National Strategic Plan 2017–2025 has set an ambitious target of 95% LTBI identified/eligible cases to be initiated on TB Preventive Treatment (TPT) by 2025.

 

The Joint Effort for Eliminating TB (JEET) project aims to address the LTBI burden by establishing innovative mechanisms for contact tracing of pulmonary TB patients, diagnostics and ensure access to quality care. The project is the first of its kind, large scale programmatic intervention on LTBI. The project is being implemented in 11 states and union territories across the country and is expected to impact over 1.3M individuals over three years.

 

CHAI is seeking a highly motivated, results-oriented individual with demonstrated leadership skills and established relationships with key stakeholders. Successful candidates should have excellent communications skills, be able to independently drive engagement with key government and non-governmental stakeholders and oversee large scale project implementation. The regional programme officers report directly to the Operations Lead based at Delhi.

Responsibilities
  • Engage with the State Tuberculosis Elimination Programme (NTEP) staff, Regional WHO consultants, MD-NHM and facilitate engagement as well as co-ordination for LTBI roll out as per project timelines and plan
  • Provide oversight and support program operations for a cluster of 4 to 5 states defined by project leadership
  • Ensure creation of state level strategic approaches for effective implementation of operations plan, be responsive to ensure resolution of challenges at the state and sub state level
  • Provide state leads and partner organisations the necessary technical and administrative supervision to achieve programmatic and financial objectives of the project
  • Represent CHAI at various forums and creating channels of communication with government stakeholders and development partners
  • Support the State TB cell in Project Implementation Plan (PIP) budgeting and provide technical leadership in articulating issues and proposing solutions
  • Undertake periodic monitoring of LTBI intervention through field visits, reviews and assessments as required
  • Provide input to the National Programme Management Unit (NPMU – CHAI) on process improvement, MIS uptake and feature usage, patient level communication triggers and suggest solutions to overcome the gaps in implementation
  • Identify gaps in public sector LTBI program implementation and prepare capacity building plan for various NTEP staff levels for the region and ensure its implementation
  • Assist the state leads in preparing programmatic reports for the state on monthly/quarterly/annual basis
  • Work with state leads to facilitate continuous supply of public sector commodities (diagnostics and drugs) as well as advocate for roll of LTBI strategy in non-project districts, availability of newer formulations and diagnostics
  • Support capacity building and technical assistance to the project team in the state
  • Ensure process adherence, Data Compliance and support SR in State and District level leadership hiring
  • Other responsibilities as needed
Qualifications
  • 8+ years of experience in project management, project monitoring and evaluation
  • Educational qualification – Master’s degree or equivalent in Public Health, Management, Economics, or other relative fields
  • Analytical (quantitative and qualitative) skills with the ability to effectively communicate (orally and in written form) to a variety of audiences
  • Willingness to travel extensively within and outside project locations
  • Demonstrated success in coordinating various stakeholders/interests (public sector engagement would be highly relevant) and developing strong relationships to drive a process successfully
  • Strong problem-solving skills and analytical capabilities, as well as creative thinking capabilities
  • Ability to multi-task, set priorities, and be effective under tight deadlines and in high-pressure situations
  • Ability to work independently, flexibly and responsively, with a strong commitment to excellence
  • Excellent written and oral communications skills and a high degree of self-confidence
