This post is open in the context of the Junior Professional Officer (JPO) scheme sponsored by the Government of the Republic of Korea and is addressed exclusively to nationals of the Republic of Korea.

General requirements for candidates applying to the JPO vacancies funded by the Republic of Korea:
1.     Korean citizenship
2.     Fluency in Korean and English languages
3.     Completed advanced university degree (master¿s degree or equivalent), as per the vacancy announcement. A bachelor¿s degree and an additional  year of work experience may be accepted in lieu of the advanced university degree.
4.     Not older than 32 years of age as of 31st December of 2021 (Born after Jan. 1 1989) (The maximum age limit for those who served in the military will be extended accordingly)
5.     Male applicants shall have completed the Korean military service or be exempted from it.*

- Less than one year will be extended for one year;
- one year above and two years under will be extended for two years;
- two years or more will be extended for three years.

4. A certificate of English language proficiency. Applicants should submit a minimum of (i) IBT TOEFL score of 100 (or PBT TOEFL 600 and above) or (ii) NEW TEPS score of 430 or (iii) IELTS 7 or (iv) TOEIC 900 (TOEFL 'MyBest Scores' are not accepted).
5. Only for male applicants: A certificate of Korean Military Service. The maximum age limit for those who served in the military will be extended* in accordance with the Support for Discharged Soldiers Act and the military service law.
6. Only for low-income applicants: A scanned copy of applicant¿s certificate of National Basic Livelihood Security Recipients issued in Korean and its unofficial English translation

The Solutions Strategy for Afghan Refugees (SSAR) for the largest protracted refugee caseload globally (1.4 million registered Afghan refugees; PoR cardholders) serves as the main regional platform for the implementation of the comprehensive solutions to their displacement. GoP's Policy on Management and Voluntary Repatriation of Afghan Refugees provides national protection and solutions framework to which UNHCR's Protection and Solutions Strategy 2019-2021 (the Strategy) is fully alligned. The Strategy set out three strategic priorities: i) Innovative Solutions; ii) Inclusive Protection and Assistance and iii) Diversified Partnership and Collaboration.

During late 2016, UNHCR Pakistan strategically shifted its position from the focus on resettlement and individual case management toward a more comprehensive community-based protection and stronger fostering of community resilience model. As a result, the operation has been undergoing a transformative shift in how it manages protection work, the ways in which protection issues are identified and addressed and the network of partners and service providers who can help to meet the identified needs. The operation has made great headway in terms of working with communities and fostering resilience, and has invseted significantly into partners' capacity building and broader stakeholders' sensitization, including the GoP. There are, however, limitations to community resilience and there remains a need for individual case management and protection interventions. The operation is striving to achieve the correct balance between these two modalities of protection and solutions work and service it renders to its persons of concern. In 2020/2021 there will continue to be a focus on case identification, working with partners, individual case management and working with identified service providers to ensure assistance and key protection interventions, including provision of shelters, working with SGBV interventions, voluntary repatriation and resettlement.

The position will serves an affective bridge-over between the general protection work and UNHCR's growing community outreach and resilience build up. The incumbent will play her/his role on both sides of this equation ensuring that UNHCR Pakistan offers well blended protection and solutions interventions.

FUNCTIONAL STATEMENT. 

Accountability

- The protection of populations of concern is met through the application of international and national laws and developed practices, relevant UN/UNHCR protection standards and IASC principles.  
- The protection strategy incorporates a thorough age, gender and diversity (AGD) analysis and reflects the Organization¿s global, regional and country level priorities.
- The participation and inclusion of persons of concern is assured through continuous assessment and evaluation using participatory, rights and community based approaches.
- Protection incidents are immediately identified and addressed.

Responsibility

- Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment.
- Promote international law and applicable UN/UNHCR and IASC policy, standards and codes of conduct. Support the development of national law and policies that are in conformity with international law and standards.
- Foster their consistent and coherent interpretation and application through mainstreaming in all sectors and /or in clusters in applicable operations.
- Assist in providing comments on existing and draft legislation related to persons of concern.
- Provide legal advice and guidance on protection issues to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documentation.
- Assist in carrying out voluntary repatriation & cross -border coordination activities to support voluntary repatriation  of persons of concern in safety and with dignity.
- Promote and contribute to measures to identify, prevent and reduce statelessness.
- Carry out advocacy activities on birth registration through developing birth registration leaflets and other mass information materials as well as strengthening partnerships on birth registration nation-wide.
- Contribute to a country-level child protection plan as part of the protection strategy to ensure programmes use a child protection systems approach.
- Develop, implement and oversee Standard Operating Procedures (SOPs) and operational guidance notes for all protection/solutions activities.
- Monitor, and intervene in cases of refoulement, expulsion and other protection incidents through working relations with governments and other partners.
- Recommend durable solutions for the largest possible number of persons of concern through voluntary repatriation, local integration and where appropriate, resettlement.
- Contribute to the design, implementation and evaluation of protection related AGD based programming with implementing and operational partners.
- Contribute to and facilitate a programme of results-based advocacy through a consultative process with sectorial partners.
- Contribute to capacity-building initiatives for communities and individuals to assert their rights.
- Participate in initiatives to capacitate national authorities, relevant institutions and NGOs to strengthen national protection related legislation and procedures.

Authority

- Intervene with authorities on protection issues.
- Negotiate locally on behalf of UNHCR.
- Decide priorities for reception, interviewing and counselling for groups or individuals.
- Enforce compliance of staff and implementing partners with global protection policies and standards of professional integrity in the delivery of protection services.
- Enforce compliance with, and integrity of, all protection standard operating procedures and operational guidance notes.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED. 

EDUCATION/QUALIFICATION: University degree in International  Affaires, Law, Public International Law, Political or Social Science, International Relations, or related field.


WORK EXPERIENCE: 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1 year relevant experience with Doctorate degree


SKILLS: Excellent drafting, communication and analytical skills. Good IT skills, including database management skills.

DESIRABLE QUALIFICATIONS & COMPETENCIES.  Describe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.

Desirable Learning Programs or learning that includes similar subject matter include: Community Based Protection LP; the RSD Learning Program LP; Resettlement Learning Program.  Other desireable experience includes experience with individual case management, social work, counselling psychology or legal experience. - Essential: English, SUPERVISION: The JPO will be under the direct supervision of the manager indicated under `Supervisor title and position number¿.  The supervisor will be responsible for the performance evaluation of the JPO. The manager will also ensure that the JPO is provided a thorough induction and orientation briefing, followed by on-the-job training as well as continuous guidance for training/learning opportunities throughout the assignment. In support to the manager, the JPO Unit provides the Supervisory Guidelines upon recruitment/reassignment of the JPO. TRAINING COMPONENTS AND LEARNING ELEMENTS

Participation in relevant standard or specialized courses and/or workshops organized by UNHCR or other agencies in country or region, as available.    

LEARNING ELEMENTS
The incumbent will complete several obligatory induction courses on international protection, prevention of harassment in workplace, BSAFE etc. A specific three-day course on Safe and Secure Approaches in Field Environments (SSAFE) is also mandatory upon arrival to Pakistan.

Under the guidance of the Senior Protection Officer, coaching and on-the-job training will be the basis for the majority of the learning. The incumbent will also be expected to diligently study policy and procedural documents (self-study) in order to further familiarize him- or herself with UNHCR's mandate and protection standards.
