Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Radiation, Transport and Waste Safety develops and maintains standards for radiation protection, radioactive waste safety, and safety in the transport of radioactive material that enable the beneficial uses of radiation to be exploited while ensuring appropriate protection of workers, the public, patients and the environment. It also assists Member States in the implementation of these standards and provides related services. The Regulatory Infrastructure and Transport Safety Section (RIT) is responsible for providing Member States with safety standards, guidance and tools to foster regulatory infrastructure for radiation safety, for the safe transport of radioactive material and for managing information to identify the needs of Member States with a view to improving radiation, transport and waste safety. The Transport Safety Unit is responsible for establishing and maintaining safety standards related to the worldwide safe transport of radioactive material, including the IAEA's Regulations for the Safe Transport of Radioactive Material, and to appraise the application of the safety standards in Member States. This includes efforts to foster the harmonized incorporation of the Transport Regulations and other associated safety standards by international organizations. In addition, the Unit manages projects concerned with key aspects of the Transport Regulations, provides training related to the safe transport of radioactive material, and operates and maintains databases relating to transport issues. The Unit convenes meetings to guide its activities, involving experts from Member States and associated international organizations, including the periodic convening of the Transport Safety Standards Committee (TRANSSC). It is also involved in the provision of technical cooperation to Member States, including training activities.

Main Purpose

As a team leader reporting to the Section Head, the Unit Head develops the IAEA's programme on the safe transport of radioactive material and leads the Unit's activities to ensure the efficacy of the IAEA's programme on a global level.

Role

The Unit Head has several roles\: (a) a programme coordinator in a specialized and multilateral environment with diverse views on the issues, finding practical solutions and presenting arguments that can achieve results; (b) a senior specialist whose extensive experience in and knowledge of the area form the basis for mutual respect vis-is high-level regulators and operators in Member States; (c) a manager ensuring that programmes and activities are implemented effectively; (d) an adviser/promoter conveying to multiple audiences the IAEA's vision and mission in this area; and (e) a facilitator of inter-organizational cooperation in transport safety and cooperation with other organizational areas in the IAEA dealing with this area of work.

Functions / Key Results Expected

Lead the development and revision of the IAEA's Regulations for the Safe Transport of Radioactive Material and the associated guidance material, in order to maintain and enhance transport safety and to foster cooperation between Member States in the area.

Lead the IAEA's activities to promote and encourage the application of the IAEA's Transport Regulations and associated guidance in Member States, with a view to facilitating the safe national and international transport of radioactive material.

Identify issues of concern for safety in the international transport of radioactive material community and initiate appropriate actions to address them, establishing good communication and understanding with all Member States with the goal of finding practical solutions for all those involved.

Lead and participate in international advisory and appraisal missions to Member States to assess the level of implementation of relevant IAEA safety standards in transport of radioactive material and provide authoritative information, advice and guidance on the subject to national counterparts.

Build and maintain strategic partnerships and alliances with a wide range of stakeholders in Member States, international and other governmental organizations and the industry to ensure acceptance of the IAEA's related standards. Lead efforts within the IAEA to ensure the coherence and synergy of related programmes of work.

Plan and coordinate the work of the Unit to ensure the delivery of programme objectives, including supervision of staff.

Provide support and relevant expertise for the Incident and Emergency System (IES) and participate in associated training and exercises.

Qualifications, Experience and Language skills

Master's Degree - Advanced University degree in Nuclear or physical sciences, engineering or other related field.

Minimum of 10 years of experience in transport of radioactive material and related radiation safety issues, of which at least five years should have been at the international level and management experience at a senior level.

Experience in the review and revision process for the IAEA's Regulations for the Safe Transport of Radioactive Material and supporting documents, and of their application, at national and international level.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $89837 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 47164, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
