Introduction

 

The position is located in the Regular Budget Unit within the Budget and Finance Branch of the Financial Management Department. BUD/REG is responsible for the supervision and operational management of all regular budget allocations, the provision of support services for the use of RB and associated funds; and staff costs management including the processing of monthly payroll distribution. 

 

This position is assigned primary responsibility for the overseeing, coordination, analysis and processing of financial, budgetary and administrative transactions for the Regular Budget Supplementary Account (RBSA). RBSA is subject to the same governance, oversight and budgetary accounting rules as regular budget, however its implementation follows a project based approach. As such, RBSA projects require specific monitoring and guidance.

 

The incumbent reports to the Head of BUD/REG. 
 

Description of Duties

 

1.    Responsible for overseeing, coordinating and ensuring the  financial integrity of the ILO RBSA account:

  • a.    Ensure RBSA income, budget, encumbrances and expenditure levels are aligned and fully reconciled.  
  • b.    Undertake financial year-end closure of RBSA activities and contributes to year-end financial reports. 
  • c.    Review and analyse accounts, identify anomalies or unusual trends and initiate corrective action.  
  • d.    Prepare draft replies to internal and external audit observations concerning the RBSA account. 
  • e.    Manage RBSA evaluation, monitoring and oversight reserve account.

 

2.    Define, manage and maintain RBSA donor awards in Oracle Grants Accounting (OGA). Process awards, project funding and instalments Office-wide.

 

3.    Create and maintain project budgets and budget revisions.  Provide guidance and advice to departments and units on budget creation and revisions, validate compliance of budget proposals. 

 

4.    Maintain RBSA financial procedures, drafts circulars, manuals and provide input to relevant internal governance document system documents. 

 

5.    Advise and support BUD/REG staff as well as end-users on RBSA specificities in reviewing purchase orders, travel transactions, staff encumbrances and funds checking issues. Define and set up RBSA standard costs worldwide. Prepare training materials and deliver training as required. 

 

6.    Liaise with PROGRAM, support departments and external office programming and finance staff to ensure timely and compliant financial closure of RBSA projects.

 

7.    Provide advice and guidance concerning RBSA financial practices, processes and tools. Identify improvements, define requirements for process automation and amelioration. 

 

8.    Prepare regular and ad-hoc financial reports and related narratives on Regular Budget Supplementary Account position, for internal and external stakeholders and relevant Governing Body papers.  

 

9.    Perform other relevant duties as assigned. 

Required qualifications

Education

 

Advanced university degree in business administration, finance or accounting or equivalent professional qualification in order to have knowledge and understanding of the application of financial principles and procedures and of the whole structure of accounts. 

Experience

 

Professional financial and accounting experience at the national level for over three years and two years at the international level. Sound understanding of and experience in project based budgeting. 

Languages

Excellent command of one official language (English, French or Spanish) of the Organization and a working knowledge of another official language. Knowledge of a third official language would be an advantage.

Ability to analyse financial information from several sources, examining documentation; to resolve any apparent anomalies. Ability to plan and coordinate moderately complex projects or programmes. Ability to draft reports and explain decisions effectively to staff within the Organization. Ability to draft procedures and training materials for internal use which reflect sound financial rules. Strong ERP skills with particular focus on Oracle Grants Accounting (OGA), Strategic Management, Purchasing and Travel modules. Ability to use common office computer applications; familiarity with computerized accounting packages.

 

Behavioural Competencies:

Ability to motivate staff, establish team objectives, assign and supervise work and ensure that quality service/work is provided to clients. Ability to clearly communicate, explain and train on processes and procedures to others. Discretion is required as work may involve dealing with confidential material.  Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
