Organizational Setting

The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the IAEA's activities to protect people and the environment from radiation exposure, and responds to the needs of its Member States related to nuclear safety and nuclear security.The Incident and Emergency Centre (IEC) is part of the Department of Nuclear Safety and Security and reports to the Deputy Director General, Head of the Department. The IEC serves as the IAEA's focal point for preparedness and response to nuclear and radiological incidents and emergencies regardless of their cause, and for strengthening Member States' preparedness for response.


Main Purpose

The Emergency Preparedness Officer (NPP) reports to the Emergency Preparedness Coordinator. He/she provides technical advice on preparedness and response issues, especially those associated with the on-site and off-site management of emergencies at NPPs, designs and implements capacity building activities and partnerships in support of Member States; and contributes to the development of safety standards, technical guidance and tools to help Member States in developing their EPR arrangements.


Role

The Emergency Preparedness Officer (NPP) is\: (1) a technical specialist developing or providing input into the development of Safety Guides and technical guidance related to EPR, especially those associated with emergencies at NPPs, (2) an expert, providing subject matter expertise on best EPR practices at NPPs and providing ;(3) a lead trainer, supporting capacity building activities in EPR by designing and conducting training events and ensuring their effectiveness, using up-to-date techniques and best practices.


Functions / Key Results Expected

Develop or provide technical advice and input into the development of Safety Guides and technical guidance documents and tools on EPR, especially those associated with emergencies at NPPs, to provide reference to Member States to develop and maintain appropriate EPR arrangements.
Provide for the application of safety standards, guidelines and technical tools by conducting training courses, workshops, exercises and networking activities.
Develop training materials and other pedagogical tools to implement the Safety Standards, technical guidance documents and tools and provide advice to ensure consistency and state-of-the art techniques in the delivery of training.
Organize and implement peer review and advisory missions in emergency preparedness and response.
Provide technical inputs and background information required for the design, implementation and follow up of projects on emergency preparedness and response.
Provide support and relevant expertise for the Incident and Emergency System (IES) and participate in associated training and exercises.

The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

Qualifications, Experience and Language skills

Master's Degree - Advanced University degree in nuclear engineering, science or emergency management.

Minimum of 7 years of experience in preparedness and response to nuclear and radiological incidents and emergencies of which at least five years with relevant involvement in preparedness and response to emergencies at NPPs; and three years of experience in developing of international Safety Standards, technical guidelines and tools in the area of emergency preparedness and response to nuclear and radiological incidents and emergencies. at the national and international levels.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $74913 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 38580, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
