Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the International Monitoring Systems (IMS) Division that applies engineering and science to develop, instantiate, and to operate measurement stations around the world as well as to receive, process and disseminate the data collected by these stations as well as related analysis products.

Reporting Lines

Under the supervision of the Head, Logistics Support Unit, to:

Duties and Responsibilties

  1. Analyse options, provide inputs to Operations and Maintenance (O&M) processes and procedures including technical specifications and terms of reference, evaluating proposals, tracking logistics performance;

  2. Evaluate the available support data and further develop life-cycle costs analyses of the IMS network;

  3. Maintain sparing analysis capabilities and find innovative options for logistics analysis including Level of Repair Analysis (LORA), maintain and further develop procedures as well as maintenance and logistics monitoring tools;

  4. Provide support and draft SOPs relevant to the logistic support activities of the Unit including writing reports, preparing and presenting results to Member States and PTS management;

  5. Support the planning and development of O&M for the Monitoring Facilities Support Section (MFS) through identifying, planning and managing projects in relation to station sustainment;

  6. Perform other duties as assigned.
     

Education

  • University degree in engineering, computer science or a related field; 

Work Experience and Qualifications

  • At least five (5) years relevant working experience in the field of logistics support analysis, development and administration of software development projects including experience in the operation, maintenance and logistic support of distributed networks and systems and in managing performance indicators, life-cycle cost analysis, statistical data analysis, modeling, automatization and optimization;

  • Working knowledge of Atlassian JIRA, Python, SQL, Tableau or similar tools, applications and software is considered as asset;

  • Experience in the areas of data mining, as well as data visualization and the use of Business Intelligence software along with working experience in database management is desirable;

  • Strong analytical and project management skills are essential;

  • Ability to identify issues, analyse and participate in the resolution of issues/problems in a deadline-driven environment;

Languages

  • Excellent written and oral communication skills in English are essential.
  • Working knowledge of other official CTBTO languages is desirable.

Remuneration:

CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission. The salary offered may be subject to deductions to the United Nations Joint Staff Pension Fund and Health Insurance Scheme.
