Background

The Solomon Islands Government (SIG) has set the fight against corruption as one of its major priorities. SIG, under its National Anti-Corruption Strategy, recognizes that corruption undermines development and sustains poverty, inhibits economic growth, drives political instability, enables the unsustainable use of natural resources, impacts the delivery of services and undermines good governance and the rule of law.

Fight against corruption is part of the Government’s Policy Statement, whereby the Government commits to oversee efficient and effective conduct of oversight institutions to eradicate corruption, at all levels in the country; establish the Solomon Islands Independent Commission Against Corruption (SIICAC); and review and strengthen anti-corruption legislation and related subsidiary legislation.

Taking the Solomon Islands National Anti-Corruption Strategy as a foundation, the Transparency and Accountability for the People of Solomon Islands - The Project for Strengthening the Capacities to Combat Corruption (TAPSCCC) aims at reducing corruption levels and its impact for people of Solomon Islands. Cost-shared by the Government of Japan and Solomon Islands, it supports institutional efforts to reduce corruption and develop effective, accountable and transparent institutions at all levels to ensure effective and timely achievement of national development outcomes. It offers a platform to private sector, civil society and citizens to engage, innovate and hold accountable responsible parties.

Anti-corruption, transparency and accountability are also part of the Agenda 2030 and is the direct focus of two targets of the Sustainable Development Goal (SDG) 16: 1) substantially reduce corruption and bribery in all their forms and 2) develop effective, accountable and transparent institutions at all levels.  Many other targets under SDG16 are also implicitly connected to fight against corruption or will be impacted by the realisation of SDG16 targets.

Under the direct supervision of the Project Manager, the Project Support Officer has the overall responsibility to support achieving the project results (outputs) as defined in the approved project document and in the annual work plans through timely implementation of assigned activities and quality monitoring. The Project Support Officer supports the Project Manager and the partners in achieving the results.

Duties and Responsibilities

Summary of Key Functions:

  • Provides implementation support to the project manager and project team.
  • Ensures liaison with the UNDP and project national stakeholders.
  • Provides administrative support to the UNDP and project.
  • Knowledge management and learning.

Implementation support:

Provides implementation support to the project manager and project team while focusing on the following:

  • Support in developing the strategies for different components outlined in the project and ensures that gender sensitive approaches are integrated;
  • Support in coordination with different project partners for implementation of project activities;
  • Support formulation of the project Annual Work Plan in collaboration with the project partners;
  • Support financial and substantive monitoring and evaluation of the projects for achievement of results and ensures capturing of gender disaggregated results.
  • Support project manager to prepare donor reports regularly on activities, outputs and outcomes as per UNDP rules and regulations and ensure that gender dimensions are highlighted in all products; and
  • Support the fielding of national and international consultants to the partners and follow up on recommendations to be implemented.

Partner liaison:

Ensures liaison with the UNDP and project national stakeholders while focusing on the following:

  • Support the partners by providing direct technical assistance in operational aspects and tailor the institutional strengthening support to be given for the duration of the project;
  • Organise regular field trips to the partners and locations where services are delivered;
  • Provide capacity building skills to partners in the field of organizational, administration/management systems and other forms for effective delivery in accordance to the outputs of the project;
  • Support the partners in preparing all the necessary documents and providing all systems needed to facilitate regular reporting;
  • Support the partners in advocacy and communication action;

Administrative support:

  • Provides administrative support to the UNDP and project while focusing on the following:
  • Work closely with project staff: national and international to ensure strong linkages with the partners;
  • Support the project manager and deputy project manager in their M&E tasks and their promotional activities.
  • Prepare all the necessary narrative and financial documents required by UNDP and donors for project manager to regularly measure the progress  of the project;
  • Ensure regular communications and consultations with the project manager and partners
  • Support project management in performing budget cycle: planning, preparation, revisions, and budget execution;
  • Perform all other financial related duties, upon request.
  • Submit quarterly narrative reports to the Deputy Project Manager.

Knowledge management and learning:

  • Compile, organize and file of information and documents for reference and use by team members.
  • Contribute to the press-releases, newsletters, social media posts and other mass media engagements
  • Share best practices across the partners, draft and review printing materials
  • Prepare and make presentations related to the project and UNDP interventions.

Required Skills and Experience

Education:

Education: 

Successful completion of secondary education with specialized certification in project management, M&E or other programme related discipline.

Bachelor’s degree in relevant discipline with 3 years experience.

Experience:

Experience: 

At least 6 years of relevant experience in development in a governmental, multilateral or civil society organization in a multi-cultural setting.

Proven knowledge and experience in development assistance projects at national level in the area of governance.

Ability to network and liaise with relevant counterparts.

Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of web based management systems; working knowledge of the UNDP Atlas system, is a distinct advantage

Language Requirements:

Fluency in oral and written English; Fluency in Solomon Islands pidgin; knowledge of other languages an advantage
