Travel:
- UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.
Office/Unit/Project Description
Under the overall authority of UNDP Iraq Resident Representative, the Loan Management Unit, Inclusive Growth and Private Sector Development Portfolio (LMU) has facilitated loan funded projects in Iraq by providing fiducial monitoring and evaluation as well as the capacity development support to the Government of Iraq (GoI). The support is targeting at procurement, contract and financial managements during the project implementation by the GoI and act as the Fiduciary Monitoring Agent on behalf of GoI and Japan International Cooperation Agency (JICA).The LMU is appointed jointly by JICA and GoI to play the role of the support unit to the Monitoring Committee. The LMU monitors and verifies the fiduciary compliance, including procurement, contract and financial managements and physical verification of the activities and report to the joint Monitoring Committee (M/C) and JICA. Also, to accelerate project implementation, the LMU identifies any bottlenecks and obstacles related to implementation of the infrastructure projects and to give guidance and advice to the implementing line ministries in order to resolve these issues. The LMU has the dual roles of supporting the M/C and JICA’s monitoring capacity to ensure that projects are implemented in a transparent and accountable manner in accordance with JICA’s rules and procedures. JICA and GoI need to ensure that the project implementation is undertaken in an accountable, transparent and efficient manner in line with JICA guidelines and procedures and that all loans are properly used for the purpose of achieving each project’s objectives.
Institutional Arrangement
Under the direct supervision of the Project Manager of LMU, UNDP Iraq, Policy Advisor will work closely with the LMU team as par attached organigram.
Duties and Responsibilities
Scope of Work
- Support the LMU on provision of recommendation to the M/C, JICA, and implementing ministries and agency in the formulation, preparation, endorsement and incorporation of new ODA (Official Development Assistance) Loan projects into the GoI’s Annual Investment Programme and Federal Budget System.
- Review and evaluate the organizational set-ups of the PMTs, including the positioning, empowerment, internal organization, mode of operation and staffing schedule and provide advice and recommendations to enhance and improve them.
- Analyze and evaluate the procurement and contract management capacities of the PMTs, identify deficiencies and weaknesses and recommend to the LMU capacity development interventions to address them.
- Provide advice and recommendations for engaging MoP’s (Ministry of Planning) Grant and Loan Projects Monitoring Team in the monitoring activities of the LMU and for the anticipated transfer of the tasks of the LMU to MoP’s Grant and Loan Projects Monitoring Team.
- Review and analyze the M/C’s mandate, structure and mode of operation and provide advice and recommendations to restructure and enhance the functionality of the M/C.
- Provide updates and insights into GoI’s legislations, regulations, instructions, decisions and procedures, economic situation, public finance and analyze impact on the ODA Loan Programme.
- Review, analyze and provide advice and recommendations on Iraq’s business process and investment climate in relation to the ODA Loan Programme, particularly taxation, tax exemption, custom clearance and custom duty waiving, business registration, land acquisition and local contractors capacities.
