Background

COVID-19 has spread rapidly to nearly every corner of the world. In Mozambique, the Government planned and has been delivering an urgent response to back health systems and protect at-risk populations. Even with such a response, COVID-19 is disrupting the functioning of health services and threatens to undo a part of progress made in achieving Sustainable Development Goals. Since the beginning of the COVID-19 crisis, UNDP has aligned with the efforts of the Government of Mozambique to protect the lives and the livelihoods of its citizens, joining in on the wider United Nations response plan. As part of the ONE UN Health Plan and the MoH Emergency Response Plan, and through the partnership with the the Government, UNDP is strengthening laboratory capacity for decentralized COVID19 testing, ensuring adequate health infrastructure, including through rehabilitation and installation of prefabricated modules. This intervention increases the diagnostic efficiency at sub-national level, aiming at timely providing the citizens with their right to access quality services of treatment and care. Recently in partnership also with other donors, other project is starting that aims to achieve a lasting improvement in access to and quality of health services through rehabilitation and construction of selected health facilities. The project will contribute to national COVID-19 preparedness and response focusing the on the requirements for hospitalization of patients with COVID-19, including the preparation of the health facilities for installation of medical gases piped system. The immediate result of the project will be a boosted hospital emergency capacity for inflows of COVID-19 patients at selected locations, with particular attention to patients with severe cases requiring hospitalization supported by oxygen supply. United Nations Development Programme Achieving project results requires technical assistance in support of planning, analysis of activities and approval of files submitted by providers. Support for local monitoring / supervision of activities will therefore be necessary to achieve the objectives assigned to this project. This consultation involves recruiting a national consultant to provide technical support for the management, implementation and monitoring of civil works contracts management at all of the sites identified by the MoH. 

Duties and Responsibilities

  • Inspects and report on contractor’s works in progress ensuring that the contractor meets UNDP quality standards
  • Provide support and guidance to the contractor and assists in resolving sites problems, as necessary;
  • Participate in the elaboration of the civil works projects work plan and monitor supervision company for implementation of the validated the work plan
  • Embed sustainability dimensions including social and gender inclusion, as well as Health, Safety, Security, and Environmental (HSSE) aspects into the civil works project during the design and construction phases;
  • Participate / Negotiates modifications with architects and engineers; dealing skilfully with a diverse range of people including: clients; architects; other engineering professionals; sub-contractors.
  • Licensing: determines necessary building permits and licenses and to ensure that they are obtained.

Administrative Tasks:

  • Maintain records, compile periodic reports and any specific reports required by UNDP standard procedures;
  • Responsible for the preparation and verification of a database and monitoring of quality during the progress of works.

 

Conducts field visits to assess the feasibility or progress of infrastructure interventions. 

  • Conducts field visits to several potential locations requiring specific technical assistance and, based on performed assessment recommends best solution for project implementation and contracts management, to mitigate any deviation and ensure timely delivery.
  • Prepares/reviews budget estimates based on the recommended solution for project implementation and contracts management. Prepares/reviews Terms of References for detailed design for reconstruction/ rehabilitation of structures where needed.
  • Responsible to coordinate the works and oversight the construction and supervision companies of the rehabilitation works under his/her responsibility. 

Develops technical design documents for rehabilitation/construction interventions and provides technical inputs and quality assurance.

  • Provides the oversight of the rehabilitation/construction work done by contractors, including the quality and quantity of the materials, construction techniques and works finishing;
  • Certifies that repairs and rebuilding are done in according with national Building Codes, Public Building Guidelines principles to promote resilience;
  • Reviews and refines technical documentation and specifications (existing and future lay out, Bill of Quantities (BoQ) with estimation of costs, technical description, design and specific drawings, provide technical support to procurement processes under the project);
  • Ensures that technical documentation on rehabilitation/construction sites are maintained in accordance with relevant national laws and standards for building back better and contract for works;
  • Signs off on the final handover documentation upon completion of all (re)construction/rehabilitation works in coordination with the relevant Government counterparts.
  • Negotiates modifications with architects and engineers; dealing skilfully with a diverse range of people including: clients; architects; other engineering professionals; sub-contractors.
  • Licensing: determines necessary building permits and licenses and to ensure that they are obtained.

Formulates bidding documents in coordination with the relevant functional areas of UNDP and provides effective support throughout all stages of the tendering processes.

  • Provides technical assistance in establishment of minimum standards for public buildings and health infrastructure requirements for the implementation of specific rehabilitation/construction tasks as required by the specific project;
  • Develops technical project and tender documentation (ToR, tender dossier, tender evaluation, etc.) for the implementation of specific rehabilitation/construction tasks in partnership with the Government;
  • Ensures that necessary supporting documentation is in place prior to issuance of tender;
  • Participates in evaluation of bids and selection of best bidder to the tender for rehabilitation/construction works and assessment of the bidder's competencies and experience against minimum qualification requirements as per the Request for Proposal/Invitation to Bid requirements; Analyses measures, quantities and description of each item in the offers against the advertised BoQ;
  • Analyses and reviews the offered unit rates against the cost estimate in correlation with BoQs, provided by a design company, and to assess whether they are realistic;
  • Provides written report about the compliance of the evaluation process with UNDP procurement procedures.

Required Skills and Experience

Education

  • Degree in Civil/Structural Engineering/Building Construction and Management/Architecture.
  • Master degree in Civil Engineering is an add advantage.

Required experience and skills

  • Minimum of 5 years as experienced civil engineer in Mozambique is required.
  • Work experience as civil works contract manager successfully delivering at least 1 similar project.
  • Experience in the usage of computers and construction and architecture software packages and web-based management systems.
  • Valid registration at the Ordem dos Engenheiros de Moçambique. 

Language

Fluent in Portuguese and English.
