UNOPS Ukraine office was established in April 2017 and it provides a broad spectrum of services to the Government and people of Ukraine. Those include, but are not limited to, procurement, project management, infrastructure, human resources management, implementation of technical assistance and humanitarian projects. Our donors have been the Government of Ukraine, European Union, USAID, Canada, Japan and other UN agencies. 

KIYO: Humanitarian Medical Assistance to Ukraine project

Overall Objective:

  • To improve the quality and performance in healthcare facilities in the Military Medical Clinical Centres under the Ministry of Defence of Ukraine (MoD), enabling more efficient treatment of patients and a more professional working environment for the medical staff.

  • To strengthen health systems in response to COVID-19 and safeguard people from the Epidemic.

  • Specific activities: Procurement of three electrosurgical systems for laparoscopy for the MoD Hospitals in Mariupol, Odessa, and Irpin; Procurement of two video endoscopic systems for the MoD hospitals in Lviv and Dnipro; Procurement of three mobile X-ray machines for the MoD hospitals in Dnipro, Mariupol, and Odessa; Procurement of clinical training services by using computed-tomography (CT) scanner and the digital X-ray system.

Functional Responsibilities

1. Management Support
  • Monitors team performance against service agreements with clients, and client satisfaction
  • Maintains professional relationship with the business community, civil society organizations and other local stakeholders within the Project’s area of responsibility.
  • Contributes to development of the Project reports and analysis
2. Project Support
  • Supports the Project in administration, contract management, monitoring, evaluation and reporting of activities.
  • Provides technical assistance to the Project beneficiaries and Recipients in order to ensure fulfilment of products’ quality criteria, enhance outcomes and address sustainability.
  • Provides inputs to Project work, financial, and procurement plans.
  • With guidelines from the Support Services team and the Project Manager, follows-up and if needed contributes to development of documentation required for procurement processes and engagement of consultants.
  • Contributes to identification and assessment of risks and implements mitigation measures in accordance with the Risk Management Strategy.
  • Drafts inputs for the reports as envisaged by the Project’s Description of Action, while in particular considering progress against the indicators in the Result’s framework matrix.
  • Contributes to the identification and sharing of the Project’s lessons learned and best practices.
  • Contributes to efficient and effective use of Project and UNOPS tools for monitoring of project performance, outputs and benefits.
  • Provides support to the Project communication and visibility activities
  • Supports the processing of invoices for goods and services delivered ensuring accuracy and completeness of documentation and timely payment. Follow up to completion and inform clients.
  • Monitors the project expenditures against forecasts.
  • Performs receipt, review, logging in and routing incoming communication/ requests/ invoices.
  • Drafts reports, tables, charts etc. applying technical skills and knowledge in formatting and presentations.
  • Drafts written responses to queries from internal and external clients regarding project matters.
  • Drafts letters, memoranda, emails, etc.; monitors progress and liaise with vendors during the entire project cycle.
  • Performs receipt of goods, equipment and services in view of obtaining a proper delivery report, RIR, or relevant certificates and that proper inventory is taken.
  • Ensures that all supporting documents are available for audit and for review purpose.
  • Provides input to the preparation of procurement plans for the project.
  • Supports the organization of procurement processes including preparation of Micro Purchasing, RFQs, ITBs or RFPs documents, receipt of quotations, bids or proposals, their preliminary evaluation.
3. Knowledge building and Knowledge Sharing
  • Provides sound contributions to knowledge networks, communities of practice (via Currents) by synthesizing of lessons learnt and dissemination of best practices.
  • Collects feedback, ideas, and internal knowledge about processes and best practices and utilizes these productively.

Education/Experience/Language requirements

a. Education 

  • High School diploma is required. 

  • University Degree (Bachelor’s or Master’s), preferably in Project Management, General Administration, Logistics, or equivalent disciplines in any other related field will be considered an asset and may substitute for some of the required years of experience;

b. Work Experience 

  • Minimum of six years of relevant experience in project management support, logistics, and/or operations’ support services in national or international public or corporate organizations.

  • Some experience in UN system organizations is desirable.

  • Proficiency in computers and office software packages (G suite) and experience in handling web-based management systems is required.

  • Experience in use of ERP systems is required.

c. Language Requirements

  • Full working knowledge of Ukrainian and  English is required.

  • Knowledge of another UN or regional working language is an asset.

d. Certification

PRINCE2 Foundation Certification is an asset.
