Background

Purpose

 

The purpose of the roster is to enable the UNDP in Serbia to access the expertise and qualified support for the services of Graphic design.

 

Objective

 

The objective is to secure high quality, accurate, and timely design services for graphics content pertaining to UNDP activities in Serbia and related development context.

 

Background Information

UNDP’s work in Serbia is guided by its Country Programme Document (2021-2025), and the UN-Serbia Development Partnership Framework for 2016-2020, which is in line with the priorities of the Government of Serbia. UNDP assists Serbia to meet its international obligations and requirements for the European Union accession.

 

UNDP works in partnership with the Government of Serbia, development partners, UN agencies, civil society and local communities to help identify local solutions to meet national and global development challenges. With our expertise we contribute to the development of Serbia by providing support in four key focus areas:

 

  • Inclusive and sustainable growth;
  • Building and strengthening of accountable and representative governance institutions serving people;  
  • Low-carbon and climate-resilient development; and
  • Gender Equality and lives free of violence.

Duties and Responsibilities

The Graphic  Designer will be required to perform the following duties:

 

  • Compliance with the UNDP and related graphic standards (logos, gutters, margins, terminology, copyrights,  etc.);
  • Based on UNDP inputs and deadlines, interpret needs and develop concepts and designs that suit the purpose;
  • Submit three different preliminary layouts for discussion with UNDP within previously agreed deadline;
  • Revise the selected layout as discussed with UNDP;
  • Finalize the design and layout of the product;
  • Submit the product to UNDP for proofreading (2 rounds of corrections in the originally submitted document to be covered under the agreement); Any subsequent correction will be charged additionally;
  • Ensure all corrections have been inserted;
  • Obtain a final sign off from UNDP before submitting electronic files;
  • Prepare the electronic files for the printer (as described in the Design Specifications and Price Quotation, attached);
  • Send electronic files to UNDP or printing house and liaise with printing house during printing process, receive and mark up final blueprint with final corrections from UNDP;
  • Make final corrections to electronic file;
  • Create PDF from final electronic file and deliver it to UNDP.

 

Deliverables and Timeline

 

The Offeror will be required to comply with standard UNDP rules and regulations and previously agreed deadlines per individual services/deliverables provided in the area of the requested services.

 

No services shall be paid without written approval of Program Officer/Project Manager/Communications Department representative. Payments would be made based on the agreed price list.

Required Skills and Experience

Qualifications and skills for Graphic Designer:

 

  • At least five years of relevant professional experience in the field of graphic design;
  • Substantial experience in graphic design of  a wide range of electronic and print publications and materials (e.g. reports, brochures, photos, posters, social media visuals, etc.);
  • Proficiency in graphic design software (Adobe Photoshop, Adobe Illustrator or other visual design tools);
  • Experience in digital and offset printing is necessary;
  • Experience in designing multi-lingual versions of one item;
  • Experience in photo editing is desirable;
  • Technical expertise and ability to communicate issues and facilitate resolution in a timely manner.

 

Education:

 

  • University or Vocational School degree in Design, Computer Science, Engineering or a related field; this requirement may be waived against at least 5 years of relevant work experience and an expert competence for the relevant position (demonstrated in a personal project portfolio).

 

Language requirements:

 

  • Fluency in Serbian and English.

 

Intellectual Property:

 

All information and production of video pertaining to the assignments as well as outputs produced under this contract shall remain the property of the UNDP who shall have exclusive rights over their use. The products shall not be disclosed to the public nor used in whatever format without written permission of UNDP in line with the national and International Copyright Laws applicable.

 

Contract Management:

 

  • Contract as a framework agreement for the services of an Individual Contractor or Reimbursable Loan Agreement modality to be signed with the selected consultant indicating the Price list for three years. However, UNDP does not warrant that any quantity of services will be purchased for the duration of the contract as the services are on as per needs-basis.
  • Upon signing of the contract, the UNDP requesting unit will send the consultant a written communication confirming the requirement in the form of a work order or purchase order sent by email. The order will include details of the assignment, services to be delivered and other practical details. Price in the order will be based on the price list included in the signed contract. After the work order has been sent, no further costs would be reimbursed by UNDP unless there is prior written authorization by UNDP.
  • Once the services are completed and have been approved by the hiring unit, the consultant will send to the hiring unit the invoice indicating the services delivered for payment purposes.
  • UNDP will regularly monitor the performance of the contract holders, based on the following:

 

  1. Responsiveness: consultant should respond and confirm her/ his availability event within 2 days of UNDP’s notification by email.
  2. Quality of the work taken, as per work order submitted.
  3. Accuracy of payment documentation. Consultant shall provide complete payment documentation including accurate invoices with correct quantities, unit price, complete travel bills/vouchers for reimbursement, etc.
  4. Communication and Reporting. Consultant shall communicate and provide reports in a timely and professional manner.

If the consultant fails to meet UNDP’s performance requirements detailed above, s/he will receive in the first instance a warning to improve their performance. Continued failure to meet performance requirements may result on termination of the contract.

The applicant shall also include link to a personal project portfolio, illustrating previously implemented projects/designs.  
  • Offeror’s Letter confirming Interest and availability for the Individual Contractor (IC) Assignment. Can be downloaded from the following link http://www.undp.org.rs/download/ic/Confirmation.docx. The Offeror’s Letter should include Price list Annex 1  below.
  • Cover letter explaining applicant’s motivation for applying for the subject position.
  • Link to a personal project portfolio, illustrating previously implemented projects/designs or at least five relevant examples of consultant’s work relevant for the position applying.

Financial Proposal:

 

  • The Offeror must include in his/her application with the Offeror’s Letter the proposed price list per individual service as specified in the Annex 1 Price list Graphic design (below) to comply with the eligibility and evaluation requirements stipulated in the call for proposals.

Travel

  • Home-based as per-needs basis, no travel costs envisaged.

EVALUATION

 

Candidates will be evaluated using cumulative analysis method. Contract will be awarded to the individual consultant and/or company whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of below defined technical and financial criteria.

 

Only applicants obtaining a minimum of 49 points in the Technical Evaluation would be considered for the Financial Evaluation

Additional Information:

 

  • An Individual Contract (IC) will be applicable for individual consultants applying in their own capacity. If the applicant is employed by any legal entity, an IC will be issued upon the submission of a consent letter from the employer acknowledging the engagement with UNDP. Prior to submitting their offer, the applicants should get familiar with General Conditions for Individual Contractors which be found at: https://rs.undp.org/content/dam/serbia/downloads/General%20Conditions%20for%20Individual%20Contracts.pdf.
  • A Reimbursable Loan Agreement (RLA) will be applicable for applicants employed by any legal entity. A template of RLA with General Terms and Conditions can be found at: http://www.rs.undp.org/download/RLA%20with%20General%20Terms%20and%20Conditions.doc. . In the case of engagement of Civil servants under an IC contract modality a no-objection letter should be provided by the Government entity. The ‘no-objection’ letter must also state that the employer formally certifies that their employees are allowed to receive short-term consultancy assignment from another entity without being on “leave-without-pay” status (if applicable), and include any conditions and restrictions on granting such permission, if any. If the previous is not applicable ‘leave-without-pay’ confirmation should be submitted.

 

Engagement of Government Officials and Employees

 

  • Government Officials or Employees are civil servants of UN Member States. As such, if they will be engaged by UNDP under an IC which they will be signing in their individual capacity (i.e., engagement is not done through RLA signed by their Government employer), the following conditions must be met prior to the award of contract:

 

(i)  A “No-objection” letter in respect of the individual is received from the Government employing him/her, and;

(ii) The individual must provide an official documentation from his/her employer formally certifying his or her status as being on “official leave without pay” for the duration of the IC.

 

  • The above requirements are also applicable to Government-owned and controlled enterprises and well as other semi/partially or fully owned Government entities, whether or not the Government ownership is of majority or minority status.

UNDP recognizes the possibility that there are situations when the Government entity employing the individual that UNDP wishes to engage is one that allows its employees to receive external short-term consultancy assignments (including but not limited to research institutions, state-owned colleges/universities, etc.), whereby a status of “on-leave-without-pay” is not required. Under such circumstances, the individual entering into an IC with UNDP must still provide a “No-objection” letter from the Government employing him/her. The “no objection” letter required under (i) above must also state that the employer formally certifies that their employees are allowed to receive short-term consultancy assignment from another entity without being on “leave-without-pay” status, and include any conditions and restrictions on granting such permission, if any. The said document may be obtained by, and put on record of, UNDP, in lieu of the document (ii) listed above.
