Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

 

The Strategic Planning Unit (SPU) in the Strategy, Planning and Effectiveness Division (SPRED) of UN Women HQ focuses on assisting UN Women and partners to achieve higher quality development results through an integrated approach that links strategic planning and Results-Based Management (RBM) with more effective and new ways of working.? SPU is the custodian of RBM as well as field and HQ level strategic planning and results-based reporting in UN Women. SPU provides quality assurance on strategic planning and results reporting exercises at the corporate and field levels. It takes a collaborative approach to strategic planning and programmatic learning, creating space for innovation and enabling UN Women and its partners to be more effective, knowledge and data-driven, and driving higher quality UN Women programming.? It is also charged with engagement on all planning inter-agency initiatives, including UN Development Assistance Frameworks/UN Sustainable Development Cooperation Frameworks. SPU is also the leading unit as business owner for UN Women results management systems to support strategic planning and results-based monitoring and reporting processes as well as data aggregation and analysis to communicate on results with stakeholders.?

 

At the same time as being an annual cycle of reporting, the 2021 Annual Reporting round represents the final round of reporting on the current Strategic Plan. SPU is also heavily involved in the finalization of development of the next Strategic Plan (2022-2025) including its Integrated Resources and Results Framework (IRRF).

 

In this context, to fully deliver the upcoming corporate priorities assigned to SPU, SPU needs the further support of a statistics expert. Under the supervision of the  Corporate Planning and Reporting Specialist, the consultant on Data Analysis and Monitoring will be responsible for coordinating with HQ Divisions to ensure the 2021 SP results reporting and validation is launched and remains on-track to close out in a timely manner, as well as feeding into core developments around the next Strategic Plan from a technical data side. She He/she will provide technical support to field offices and HQ to strengthen UN Women’s capacity on data collection and analysis.

 

Duties and Responsibilities

Responsibilities

 

Provide technical support on indicator development for UN Women’s Strategic Plan 2022-2025 (throughout contract)

  • Support finalization of the IRRF indicator statements during final clearance procedure in advance of September Informal (August)
  • Provide technical support from SP data perspective to materials around the September Informal and formal sessions with the Executive Board (September)
  • Provide coordination and technical support to HQ and the field throughout the drafting and finalization of Indicator Methodological Notes (IMNs) (August-December)
  • Provide technical support to HQ and the field throughout the finalization of plans for setting baselines, milestones and targets on all SP indicators for the next IRRF (August-January)

 

Coordinate the 2021 annual results data collection and validation, and conduct analysis to support systematic monitoring and reporting of UN Women’s Global Strategic Plan at the corporate level (November 2021-January 2022)

 

  • Preparations for 2021 annual reporting round (November):
    • Update the global Dashboard to feed in 2021 data supporting completeness and quality of reporting ready for the 2021 cycle
    • Update Stata and Excel code for managing and analyzing 2021 results
    • Update Regional Indicator Validation sheet with test 2021 values
  • Outreach on the full data collection/validation/signoff process across Strategic Plan (SP) indicators for systematic reporting under UN Women’s Strategic Plan Integrated Results and Resources Framework (IRRF) in collaboration with HQ Divisions and Regional Offices of UN Women, based on broader 2021 EDAR timeline (December):
    • Refresher presentation to Regional Reporting Specialist Focal Points
    • Provide technical support/overview training to UN Women Regional Offices for launching the Annual Report data collection and analysis cycle
    • Coordinate with ICT to get data downloads from RMS of preliminary 2021 results data at set crucial intervals
    • Refresh the Regional Indicator Validation (RIV) sheets and Dashboard at those set crucial intervals to highlight critical data quality and completeness concerns (including on LNOB) in support of correction in RMS prior to closure of field reporting phase
    • Coordinate and provide technical support to HQ Divisions to ensure they are prepared to validate 2021 annual results data from the field in the Regional Indicator Validation (RIV) sheets (December-January)
    • Coordinate and provide technical support to HQ Divisions to ensure 2021 annual results data on Desk Review indicators is being reported in the template in a timely manner (December-January)

 

Provide technical contributions and guidance to evidence-based communication on UN Women’s results and achievements with stakeholders and external partners (throughout contract)

 

  • Collect, aggregate and analyze qualitative and quantitative data on SP results on ad-hoc basis as when needed for communication with key partners, donors and the public, including for September 2020 and January 2021 Executive Board formal and informal sessions

 

Provide technical contributions to integration of data collection, analysis and results communication in UN Women business processes and procedures in the areas of strategic planning, monitoring, reporting and knowledge management (throughout contract)

 

  • Ensure that data collection, analysis and results communication are systematically integrated in programming-related policies, procedures, guidance and tools of UN Women under the PPG framework

 

Provide technical contributions to development and enhancement of UN Women IT systems to strengthen collection, analysis and communication of results data (throughout contract)

 

  • Provide inputs to the specification of business cases and functional requirements specifically related to data collection, analysis, visualization of data, and results communication in the processes of development of new and/or enhancement of existing IT systems of UN Women;

 

Plus provide other support as requested by supervisor.

Education:

  • Advanced university degree (at least a master’s degree) in development related disciplines, economics, statistics, project management, or public policy or other social science fields

Experience:

  • At least 5 years of experience in the areas of data collection and analysis with statistics for monitoring or reporting in the areas of international development;
  • Deep experience using both Stata statistical software and Excel for data management and analysis;
  • Experience in capacity building work around data, such as conducting training and/or providing technical support in the areas of statistics, data collection and analysis is an asset;
  • Experience in producing manuals, guidance and/or practical tools on statistics, data collection/analysis is an asset
  • Experience working with web-based results tracking systems would be an asset
  • Familiarity with and direct experience operationalizing UN corporate monitoring and reporting needs is an asset
  • Experience supporting data analysis and monitoring efforts at UN Women is an asset

Languages:

  • Fluency in English, both oral and written, is required
  • Proficiency in other UN languages is an advantage
