OVERVIEW OF THE FUNCTIONS OF THE POST

 

Under the overall authority of the Assistant Director-General, Education (ADG/ED), the guidance of the Chief of Section for Health and Education, and under the direct supervision of the Team Leader: Sexuality Education, sexual and reproductive health (SRH) and Gender,  the incumbent is responsible for providing technical expertise and contributing the effective planning and implementation of UNESCOs global work on health, wellbeing and safety in and through education.

 

The post holder will specifically: provide technical and policy expertise on comprehensive sexuality education (CSE), adolescent SRH, HIV and gender; strengthen technical and advocacy efforts at global, regional and national level on key themes including adolescent sexual and reproductive health, CSE, school violence (with a focus on gender-based violence); and, support programme and technical development at country or regional level. He/she contributes to the effective planning, implementation and monitoring of UNESCO’s overall work on education for health and wellbeing including the response to emerging themes. Specifically, s/he shall:

Long Description

1. Contribute technical, research and writing expertise to the work on education for health and wellbeing including on CSE, SRH, gender equality and school violence including SRGBV

 

  • Support the development, review, and publication of key technical, policy and advocacy resources on CSE, puberty education (or menstrual health and hygiene, MHH), sexual and reproductive health, school violence including gender-based violence or related areas for a range of audiences including policy makers, researchers, donors, civil society etc.
  • Develop the knowledge base on health and wellbeing in education, with a specific attention to health and wellbeing in relation to childhood and adolescence, to violence and  gender equality.
  • Support the substantive review, development, production, promotion and use of key technical and advocacy resources on a range of thematic areas ensuring that they are of high quality and delivered in formats that are user-friendly (themes include: CSE, health and education for children and adolescents, puberty and MHH, school violence including gender-based violence).
  • Analyse and provide technical inputs to documents developed by UNESCO’s Regional HIV and Health Advisors, field based colleagues working in this area and key partners outside of UNESCO.
  • Support the coordination and generation of new research and integration of evidence in UNESCO’s technical outputs.
  • Contribute to the conceptualisation of new areas of technical work in relation to HIV, CSE, SRGBV, menstrual hygiene management, early pregnancy etc.

2. Build and maintain partnerships, promote knowledge management and support advocacy

  • Coordinate, or support, UNESCO’s continued, effective engagement in key partnerships,  notably the SRGBV Working Group, the Safe to Learn initiative and others as necessary. Ensure leadership or coordination of key activities under these partnerships, including advocacy, fundraising, research and knowledge management.
  • Develop and manage new partnerships to further collaboration and effective programming, with a focus on CSE, puberty education and MHH.
  • Contribute to UNESCO’s engagement in other key inter-agency mechanisms on CSE, HIV and SRH including Education Plus initiative.
  • Represent UNESCO as required in partnership fora and / or international settings such as conferences.
  • Support the development of external advocacy and communications materials for a broad range of stakeholders and engage in common policy advocacy actions with partners including through the gender and education network.
  • Advocate for CSE, SRGBV, and adolescent SRH with variety of audiences including UNESCO, UNAIDS cosponsors, Member States, civil society, donors and other development partners.
  • Plan and support stakeholder meetings or conferences on key themes

3. Support programme management and implementation

  • Support the UNESCO Regional HIV and Health Advisers and other regional and country colleagues in the development, implementation and monitoring of effective programmes including CSE and other related programmes on education and SRH, health, education, gender equality.
  • Support the development and application of new tools and resources, and provide support for advocacy and coordination of CSE and related programmes programmes at regional or country level.
  • Support planning and reporting for regular and extra-budgetary programmes and preparation of briefings and other informational materials as necessary.
  • Assist with resource mobilisation at global, regional and country levels.
  • Contribute to the development and monitoring of the section’s work within the framework of the C5, ED/PSD/HAE workplan, UNESCO Strategy on Education for Health and Wellbeing, UNAIDS Budget and Results Accountability Framework commitments, and other donor specific requirements.
  • Collaborate with colleagues in cross-section activities, as required..

Education

  • Advanced university degree (Master’s or equivalent) in education, social sciences, public health or related fields.

 

Work Experience

  • Minimum 4 years of relevant professional experience, acquired at national and international level, in one or more of the following domains: gender and education, school health, sexual and reproductive health, gender-based violence and / or violence against children.
  • Experience of national- or regional-level programmes or policy in sub-Saharan Africa.

 

 

Skills and competencies

  • Strong understanding of country contexts in different regions.
  • Demonstrated understanding of development work and of the education sector.
  • High level of technical writing skills on issues related to HIV, sexuality education, sexual and reproductive health and gender equality.

Languages

Work Experience

  • Experience working with UNESCO and/or UN agencies.
  • Experience in project management, and donor relations.

 

Languages

  • Good knowledge of French.
  • Knowledge of other official languages of UNESCO (Arabic, Chinese, Spanish and Russian).
