Eligibility criteria

Minimum age: 22 years old. Applicants must be nationals of or legal residents in the country of assignment.

Description of task

Within the delegated authority and under the supervision of the Head of the Governance Unit or his/her designated mandated representative(s), the UNV Gender Specialist will:

  • Provide technical advice on how to mainstream gender issues within existing and future projects, in particular in the area of human rights, rule of law, access to justice, citizen participation and youth engagement;
  • Provide support to the Country Office’s efforts to achieve the Gender Equality Seal in 2021-22;
  • Provide support to the Country Office’s oversight efforts and implementation of the joint UNDP and UNFPA project on the Prevention and Elimination of Violence Against Women for Mainstreaming Gender into the National Development Agenda in the Lao PDR (EVAW Project), under the close guidance and consultation with the supervisor and in line with UNDP’s programming guidelines;
  • Provide coordination support to the Country Office’s implementation of the initiative on Community Outreach for Gender Equality and Women's Empowerment in Coexisting with COVID-19;
  • Support the Sub-regional Gender Specialist in coordinating, liaising and strengthening partnerships with UNFPA, LWU and KOICA as well as with government ministries and mass organizations to aid the mainstreaming of gender issues in respective mandates/portfolio;
  • Support partnerships and advocacy activities at the project level. This requires being maintaining partnerships, familiarizing and exchanging regularly with development partners to track relevant projects and activities that are currently being implemented in the Lao PDR to identify opportunities for collaboration.
  • Monitor progress and risks of the project, capturing results and lessons learned;
  • Support the preparation of reviews and evaluations of the project, as needed in relation to project and institutional development;
  • Any other related tasks as may be required or assigned by the supervisor.
Qualifications/Requirements Required degree level: Bachelor degree or equivalent Education - Additional Comments:

Hold a Bachelor or Master level degree in a field related to UNDP’s work areas

Required experience: 12 Months Experience remark:
  • Experience working with gender/GBV/violence against women and girls is highly desirable;
  • Knowledge of international laws and standards on gender issues such as CEDAW and Essential Services Package, is an asset;
  • Experience and knowledge of Lao PDR’s government/mass organization system;
  • Experience working with UN agencies, particularly UN Women, UNDP and UNFPA, is an asset.
Language skills:
