Disarmament Demobilization Officer, Monitoring & Evaluation

Eligibility criteria

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Description of task

Under the general supervision of the Chief DDR and direct supervision of Chief Reporting Unit, Staff member will be responsible to undertake the following tasks internally:

  • Serve as the focal-point in Bamako, and will handle the monitoring and evaluation of the SSR-DDR Section focusing on CVR Projects;
  • Design and implement the monitoring and evaluation of the various projects of the SSR-DDR;
  • Establish a comprehensive database on monitoring and evaluation of the CVR projects;
  • Conduct regular field visits to carry out monitoring and evaluation missions to ensure the progress of projects in those locations;
  • Ensure that training workshops on project formulation, reporting tools and monitoring and evaluation are enhance and conducted;
  • Provide comprehensive and periodic narrative reports on CVR projects to the SSR-DDR leadership;
  • Provide relevant information on lessons learned and good practices in the implementation of CVR and other projects, as well as recommendations to the SSR-DDR section management;
  • Review Community Violence Reduction (CVR) and Community Based Reinsertion (CBR) project Proposals, handling of their budgets and oversee their implementation in the regions of responsibility;
  • Serve as a focal point for all CVR projects in Gao and Mopti, ensuring that they meet the requirements of the CVR objectives;
  • Follow up at HQ level on all projects coming from Gao and Mopti ensuring that they go through the LRC (Local Reinsertion Committee), PAC (Project Appraisal Committee), ensure that recommendations are complied with, and memos are signed;
  • Participate in the preparation, organization and conduct of the PAC meetings and drafting of the minutes;
  • Follow up with MINUSMA Finance section on all payments made/tranches paid and vice versa of CVR projects;
  • Provide updates on CVR project tracking system for 2020-2021 and subsequent fiscal years projects;
  • May serve as secretary to the monthly CVR coordination meeting when necessary;
  • Assist in the organization of the life support assistance to the cantonment sites;
  • Participate in the identification and registration of combatants, weapons and munitions.
  • Contribute to the preparation of various written inputs (reports, standard operational procedures);
  • Establish and maintain key DDR contacts with the local civilian and military authorities as well as international and national organizations; e.g. civil society, UN agencies, international and local NGOs to identify micro-projects to facilitate the reinsertion of ex-combatants;
  • Perform other tasks as may be required by the SSR-DDR section.
Qualifications/Requirements Required degree level: Bachelor degree or equivalent Education - Additional Comments:

Business administration, security sector governance, management and/or administration, international relations/affairs or other related field.

Required experience: 36 Months Experience remark:
  • A minimum of Three years of progressively responsible experience in the area of DDR, and project management, is required.
  • Previous experience in the development and implementation of DDR programmes in post-conflict contexts is also required.
  • Previous experience in the development and implementation of reinsertion projects is required.
  • Previous experience supporting senior coordination meetings is required.
  • Basic knowledge of relevant UN institutions, mandates, policies and guidelines is required.
  • Previous experience in UN peacekeeping missions is highly desirable.
  • Previous experience in Mali context and culture is an asset.
Language skills:
  • English(Mandatory), Level - Fluent
  • French(Mandatory), Level - Fluent
Area of expertise: Disarmament, demobilization and reintegration (DDR), arms control, armed forces Area of expertise details:

Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and proficiency in word processing.

Master's degree will be an asset.
