Background

Millions of women and girls worldwide suffer from some form of gender-based violence and harmful practices, be it domestic violence, rape, female genital mutilation/cutting, dowry-related killing, trafficking, sexual violence in conflict-related situations, son preference and the undervaluing of daughters, or other manifestations of abuse. In fact, for women and girls aged 16-44, gender-based violence is a major cause of death and disability. Up to 70 per cent of women experience violence in their lifetime. Violence against women persists in every country in the world as a pervasive violation of human rights and a major impediment to achieving gender equality. Such violence is unacceptable, whether perpetrated by the State and its agents or by family members or strangers, in the public or private sphere, in peacetime or in times of conflict.

UN Women has been supporting national partners in Georgia to address violence against women and girls and domestic violence (VAWG/DV) since 2010. Throughout the past decade, technical assistance has been provided to the Government of Georgia to align national legislation and policies with the relevant international legal frameworks and standards, create specialized services for survivors, develop capacities of service providers and raise awareness of the phenomenon of VAWG/DV.

Perpetrator programmes are important elements of an integrated and comprehensive approach to preventing and combating violence against women, which, in turn, should be part of a comprehensive national policy or strategy. The Council of Europe Convention on preventing and combating violence against women and domestic violence (hereinafter Istanbul Convention) ratified by Georgia in 2017, embeds such programmes in a wider strategy to prevent violence against women and requires states parties to invest in programmes for domestic violence perpetrators (Article 16).

More specifically, the Istanbul Convention requires parties to the convention to establish or support the establishment of programmes, where they do not exist, or support any existing programmes, for perpetrators of domestic violence. Preventive intervention and treatment programmes have been developed to help perpetrators change their attitudes and behavior in order to prevent further acts of domestic violence and sexual violence.

The first domestic violence perpetrator behavioral correction programme in Georgia was developed by for the National Probation Agency in 2015 with UN Women’s support. The programme is based on the Spanish Intervention Programme for the Rehabilitation of GBV Perpetrators (PRIA and PRIA MA) and is administered in the probation system of Georgia since 2016. A pilot programme within the penitentiary system for inmates convicted for violent crimes has been implemented since 2019 in two penitentiaries. Due to the pandemic-related restrictions, the correction programmes in Georgia have been put on hold.

In the scope of an EU-funded project – “EU for Gender Equality: Together against Gender Stereotypes and Gender-based Violence”, in order to strengthen the existing behavior correction programmes, eliminate any gaps and shortcomings in the relevant regulatory framework and practice and continue administering them in due course, UN Women is seeking to commission two local experts, one specialized in the probation and the other in the penitentiary context. More specifically, the local experts will be responsible to respond to the following objective: strengthening, institutionalization and promoting sustainability of the existing domestic violence perpetrator behavioral correction programmes.

Duties and Responsibilities

The duties and responsibilities of the Local Experts are:

  • To analyze Georgia’s existing legislative framework, policies and practices regulating the delivery of the perpetrator behavior correction programmes within the probation and penitential systems in order to identify any gaps, shortcomings or needs for further action/improvements
  • To review the existing perpetrator behavioral correction programmes, with a focus on the risk assessment of the perpetrators, admission criteria, recourse in the event of failure to abide by the rules of the programme and develop recommendations to remedy them
  • To assess capacity development needs or additional staffing needs for proper delivery of the programmes
  • To conduct information-sharing meetings with the judiciary, law enforcement and healthcare systems and support the development of an information-sharing mechanism to promote referral of perpetrators to the programme
  • To contribute to the development/revision of legislative amendments and/or policy revisions/initiatives to further strengthen and ensure sustainability of the programmes as necessary and to prepare drafts as necessary
  • To develop draft Action Plan for the probation and penitential systems on the implementation of the recommendations deriving from the above activities
  • To develop the training program for the staff as facilitators of behavior correction programmes
  • To deliver the training for the staff as facilitators of behavior correction programmes
  • To develop a final report describing implemented activities.

Deliverables:

  • Analysis of Georgia’s existing legislative framework, policies and practices regulating the delivery of the perpetrator behavior correction programmes within the probation and penitential systems in order to identify any gaps, shortcomings or needs for further action/improvements delivered by June 10, 2021 (6 working days);
  • The review of the existing perpetrator behavioral correction programmes, with a focus on the risk assessment of the perpetrators, admission criteria, recourse in the event of failure to abide by the rules of the programme and develop recommendations to remedy them delivered by June 22, 2021 (6 working days);
  • Assessment of capacity development needs or additional staffing needs for proper delivery of the programmes delivered by June 27, 2021 (3 working day);
  • Information-sharing meetings with the judiciary, law enforcement and healthcare systems and support the development of an information-sharing mechanism to promote referral of perpetrators to the programme delivered by July 10, 2021 (5 working days);
  • Contribute to the development/revision of legislative amendments and/or policy revisions/initiatives to further strengthen and ensure sustainability of the programmes as necessary and preparation of drafts as necessary delivered by July 25th, 2021 (7 working days);
  • Draft Action Plan for the probation and penitential systems on the implementation of the recommendations deriving from the above activities delivered August 10th, 2021 (4 working days);
  • The training program for the staff as facilitators of behavior correction programmes delivered by September 15th, 2021 (4 working days);
  • Delivery of the training for the staff as facilitators of behavior correction programmes delivered by October 15th, 2021 (9 working days);
  • Final report describing implemented activities delivered by December 10th, 2021 (2 working days).

Required Skills and Experience

Education:

  • Advanced University degree (Masters) in Social Sciences, or related field. Academic degree in Psychology or Social Work will be an asset.

Experience: 

  • At least three years of experience in working with male perpetrators of GBV
  • At least two years of experience in capacity building on behavior correction programs for perpetrators of violence
  • Experience in conducting training for the probation and corrections systems’ staff
  • At least three years of experience in working in the area of violence against women/domestic violence
  • At least three years of experience in working with multi-stakeholders: civil society, community-based organizations, and UN/multilateral/bilateral institutions
  • Experience in implementing similar projects.

Language:

  • Proficiency in Georgian.

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • Advanced University degree (Masters) in in Social Sciences, or related field. Academic degree in Psychology or Social Work will be an asset
  • At least three years of experience in working in the area of violence against women/domestic violence
  • Proficiency in Georgian.

Technical evaluation criteria (including minimum qualifications):

  • Advanced University degree (Masters) in Social Sciences, or related field. Academic degree in Psychology or Social Work will be an asset (max 30 points)
  • At least three years of experience in working with male perpetrators of GBV (max 70 points)
  • At least two years of experience in capacity building on behavior correction programs for perpetrators of violence (max 50 points)
  • Experience in conducting training for the probation and corrections systems’ staff (max 50)
  • Experience in working in the area of violence against women/domestic violence (max 50 points)
  • At least three years of experience in working with multi-stakeholders: civil society, community-based organizations, and UN/multilateral/bilateral institutions (max 30 points)
  • Experience in implementing similar projects (max 40 points)
  • Proficiency in Georgian (max 30 points).

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 235 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical scoring + financial scoring).

Management arrangements:

The contractor will report to and work under day-to-day management of EVAW Project Analysts and overall supervision of EVAW Programme Analyst.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables and certification by UN Women EVAW Programme Analyst that the services have been satisfactorily performed as specified below:

  • Deliverable 1, 2, 3, 4, 5, 6 (31 working days) – 66%
  • Deliverables 7, 8, 9 (15 working days) – 34%
