OBJECTIVES OF THE PROGRAMME

The overall objective of Tuberculosis (TB) prevention and control is to reduce emergence of new infection, TB transmission morbidity and mortality until it no longer poses a threat to public health. To achieve these objectives, The WHO TB Programme promotes using the Stop TB Strategy and is presently transitioning to the End TB strategy with a goal of ending the global Tuberculosis Epidemic by 2035. WHO Africa Region subsequently supports African countries in developing effective TB programming, implementing strategies and capacity building towards the delivery of the health sector response to TB and achieving the Global TB goal.

DESCRIPTION OF DUTIES

1. To provide technical support to Department of Health with the aim of strengthening the national capacity for control of tuberculosis; especially in NDOH priority provinces;2. Specifically, to support the Ministries of Health in: a. The development of technical guidelines, training materials, standard operating procedures, and implementation tools for TB prevention and control in line with international guidelines and best practices; b. Preparation of comprehensive plans for implementation of the Global TB strategy nationwide and identify resource and human resource requirements; c. Scale-up of Drug-Resistant TB and TB/HIV collaborative activities, including design and implementation of surveillance, and introduction of new drugs; d. The implementation, reporting, monitoring, reviewing and evaluation of the national tuberculosis programme;3.To provide technical support in advocacy and resource mobilization for TB prevention and control, including Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM), WHO/USAID Africa Bureau grant and other health initiatives proposal preparations;4. Provide technical support to implement the global TB strategy of engaging all care providers, community and non-health sector in the country response to TB programme ;5. To collaborate with the Department of Health in mainstreaming and strengthening TB pharma covigilance andsocial protection strategies for adherence;6. To liaise with the WHO Regional office and Headquarters in Geneva in providing technical support to TB;7. To perform any other duties as may be required by supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Medical degree from a recognized university with postgraduate degree in public health/epidemiology or other related field.
Desirable: Training in programmatic management of DR-TB, Global Funds grant making process, Health Systems Management, Monitoring and Evaluation of health programmes.

Experience

Essential: At least5 years of professional experience in the prevention and control of TB at nationallevel including experience of management of TB/HIV.
Desirable: Demonstrable experience of working in community TB Care and HIV programmes

Skills

--> Extensive knowledge and experience in Tuberculosis prevention and control programming and implementation and experience in public health. --> Proven experience in South Africa TB programme and work experience in High TB burden country in Africa.--> Ability to develop and facilitate the development of TB guidelines and effectively monitor progress in use of guidelines in countries.--> Excellent interpersonal skills with ability to cooperate and negotiate with technical and funding agencies, and to establish and maintain effective working relationships with staff at all levels--> Proven skills in Global Fund proposal development and grant making processes. Excellent communication and presentation skills.

REMUNERATION

Remuneration comprises an annual base salary starting at ZAR 833,858 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
