Overview of position
Our client is implementing rehabilitation/maintenance projects of schools - mainly Water, sanitation and Hygiene (WASH) facilities, in addition to health and child protection centers in East Regin of Libya including. Therefore, Our client requires expertise of construction/civil Engineer to coordinate all the rehabilitation related programmes in the east of the country.
As indicated in the Humanitarian Needs Overview-HNO- 2019, there are 212 schools in Libya are reported to be partially damaged, mostly because of fighting affecting the education of 106,000 children. Additionally, since political and economic crisis unfolding in Libya, there is nominal budget (if any) going to the maintenance of the schools in Libya. The lack of access to education, mainly caused by the conversion of schools into shelters and to the destruction of school facilities, is creating a “lost generation” of unschooled children, vulnerable to exploitation, trafficking and recruitment by militias. Additionally, improving water and sanitation services in schools will provide children with safe learning environment and increase their access to quality education opportunities.
 
Role objectives
Under the supervision of construction engineer based in Tripoli, the consultant will provide technical support in identifying schools and clinics, rehabilitation and construction needs, monitoring and evaluation of the rehabilitation activities and provide technical recommendations for further improvements. The specific deliverables are as follows:
  • Updating the consultancy work plan in consultation with the supervisor and the programme specialists
  • Ensure work descriptions, technical specifications, ToRs, SoW, BoQs, and cost estimates related to the construction components are accurate, timely provided and included in the project proposals and budgets;
  •  Construction and rehabilitation   projects are developed and implemented according to the organization polices and guidelines;
  • Ensure that effective quality control systems are in place and contractors and engineering consultancy companies work in compliance with technical specifications and quality standards;
  • Performance of contractors and service providers is supervised, monitored and evaluated on daily basis.
  • Support the Supply section in all tender exercises for the procurement of construction and consultancy services;
  • Risks are identified and managed as well as initiate corrective action where necessary, so that maximum benefit to client and stakeholders is achieved;
  • Progress, final and handover project reports are prepared and maintain the relevant project records;
  • Filed work is coordinated with all stakeholders
  • Submit monthly report to Supervisor engineer and the client supervisor
Project reporting

Construction Engineer
Key competencies • Minimum of 3 years’ experience in civil work projects including construction projects and finishing works.
• Proven experience in school rehabilitation / construction projects through all stages of implementation from project planning and preparation of tender documents, through tendering to construction contract management as well as project implementation with site supervision, monitoring and quality control.
• Relevant experience in water and sanitation projects is highly required for this job (water networks, pump stations, tanks construction, and sewerage and wastewater system).
• Proficiency in computer applications like word processing, spreadsheets, AUTOCAD, graphics etc.
• Ability to analyse figures and technical data.
