Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. 

 

To support Member States in implementing the 2030 Agenda, UN Women’s global gender data programme, “Making Every Woman and Girl Count” (Women Count), is affecting a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The Programme is implementing a multi-year and multi-country programme of work, supported by global and regional activities linking normative and technical work on gender statistics at the global level to the regional and national levels through three interlinked areas of work: 

 

  • Creating an enabling environment: Promoting a supportive policy environment to address institutional and financial constraints and to strengthen policies and practices governing the production and use of gender statistics; 
  • Increasing data production: Supporting efforts to improve the regular production of gender statistics, including building the technical capacity of the national statistical systems (NSSs) and providing financial support for data collection to monitor the SDGs and other national and international commitments; and 
  • Improving data accessibility and use: Promoting greater access to and analysis of data by users, including open access, dissemination tools, user-producer dialogues and strengthened the capacity of all relevant actors to use gender statistics in policy, programmes and advocacy. 

 

Located in the Research and Data Section of UN Women (R&D), the Statistics Consultant works under the supervision of the Inter-Regional Advisor on Gender Statistics of the Women Count programme to provide technical support to the latter in the implementation of statistical activities and delivery of statistical outputs related to the Counted and Visible: Toolkit on the Generation of More Disaggregated Gender Data Using Existing Household Surveys (Counted and Visible Toolkit), specifically and assist  in delivery of activities and outputs of other Women Count global projects, generally.

 

The digital version of the Counted and Visible Toolkit was launched on 3 March 2021.  It provides a snapshot of good practices as well as learnings of a number of country studies, each focusing on a particular aspect of the statistical process of producing more disaggregated gender statistics from existing household surveys.  That is, strengthening the commitment of the leadership of national statistical systems (NSSs) on producing more and better gender statistics, identifying national priority gender equality indicators, developing methodologies, and producing select priority indicators, and disseminating, advocacy and use of gender statistics produced. 

 

The Statistics Consultant will support the Women Count HQ Team the development of the Counted and Visible Toolkit publication to be launched in June/July and updating of its digital version by September 2021.  

Duties and Responsibilities

Based in the Data and Statistics Team of the Women Count programme in UN Women HQ, the Statistics Consultant will provide statistical support and assistance on the implementation of the global project on the Counted and Visible Toolkit specifically and assist in delivery of activities and outputs of other Women Count global projects, generally. The tasks will include, among others:

  1. Methodological work for the Counted and Visible Toolkit

 

  • Provide technical assistance and support for further development of statistical tools for generation of disaggregated gender statistics
    • Prepare how-to statistical guides on the use of statistical packages programmes for the generation and assessment of disaggregated gender statistics – Stage 3 (development of methodologies and production of disaggregated statistics) and Stage 4 (Assessment and publication of results), respectively.  (Note: Accounts for two of the five major processes documented in the Toolkit.)
    • Contribute to the Toolkit through new tools including International Household Survey Network’s (IHSN) Gender Data Navigator (GDN)
    • Contribute to the development of other Chapters of the Counted and Visible Toolkit based on the experience from technical and statistics assistance provided to other UN Women projects as listed below
  • Provide technical assistance on the production and statistical assessment of disaggregated gender statistics
    • Produce and analyse disaggregated gender statistics in the context of COVID-19 and document lessons learned, particularly on partnerships and collaboration (Stage 1) and monitoring of use cases (Stage 5) of several country rapid gender assessments (RGAs) on the socio-economic impacts of COVID-19
    • Provide statistical and technical assistance in the generation of methodological guidance for the production of estimates for SDGi-5.a.1 in the implementation of FAO-UN Women Project on Support to National Statistical Systems (Stage 3)

 

  1. Outreach, advocacy, and knowledge products for the Counted and Visible Toolkit

 

  • Produce and support the development of knowledge products for the Counted and Visible Toolkit
    • Prepare materials to be used for the video tutorials on the various stages and, use of statistical package programmes in the generation of disaggregated gender statistics
    • Support the production and coordination of knowledge products

 

  • Assist in the outreach and advocacy of the Toolkit
    • Support the organization and implementation of launch events, webinars, and other similar events
    • Provide inputs for the development of key messages to be distributed to all Women Count colleagues and partners
    • Support preparation of statistical information needed for outreach and advocacy, including drafting messages and highlights; preparation of tables, figures, or presentations
    • Contribute to content development to be posted on the Women Count Data Hub, including graphs and other data visualization
  • Support in the administrative and logistics needs of the Counted and Visible Toolkit project

 

 

  1. General support in the delivery of activities and outputs of other Women Count projects
  • Assist the Women Count Team in reviewing the results and analysis of disaggregated gender statistics on the COVID-19 impact on violence against women
  • Assist the Data and Statistics Team of the Women Count HQ Team in reviewing statistical outputs and activities of other Women Count projects
  • Contribute to content development of the Women Count Data Hub
  • Provide support in inter-regional and inter-agency coordination when needed
  • Perform other related duties as required

Required Skills and Experience

Education:

  • Master’s degree in statistics, demography, gender, economics, or other related development or social science fields.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

 

Experience:

  • Background in gender statistics, demography, economics, or development studies with a focus on gender equality
