Org. Setting and Reporting

This position is located in the Division on Investment and Enterprise of the United Nations Conference on Trade and Development (UNCTAD). The Chief, Enterprise Branch, reports to the Director of the Division on Investment and Enterprise.

Responsibilities

Within delegated authority, the Chief Enterprise Branch will be responsible for the following duties:

• Formulates and implements the substantive work programme of the Branch under his/her supervision in line with the evolving mandates, particularly those from UNCTAD 15. Oversees the management of activities undertaken by the Branch, ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Division and Department, and with other organizations of the United Nations System, as appropriate. Promotes effective interface between domestic enterprise development/SMEs and international investment in SDGs, including reporting standards and core indicators for SDGs, as mandated by two recent UN General Assembly Resolutions A/RES/75/211 and A/RES/75/207.”

• Leads, supervises and carries out the work programme of the Enterprise Branch under his/her responsibility. Co-ordinates the work carried out by different work units under the Branch (accounting and corporate governance and entrepreneurship) and by other agencies and bodies of the United Nations system; provides programmatic/substantive reviews of the drafts prepared by others.

• Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Economic and Social Council, the General Assembly, the United Nations Conference on Trade and Development, the Trade and Development Board, the Commission on Investment and Enterprise and the Intergovernmental Working Group on International Standards of Accounting and Reporting and other policy-making organs, as appropriate.

• Reports to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues related to accounting and entrepreneurship, as appropriate.

• Ensures that the outputs produced by the Branch maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.

• Assists the Director in preparing the work programme of the Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery.

• Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Branch, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.

• Recruits staff, taking due account of geographical balance.

• Manages, guides, develops and trains staff under his/her supervision.

• Fosters teamwork and communication among staff in the Branch and across organizational boundaries.

• Leads and supervises the organization of meetings, seminars, etc. on accounting and entrepreneurship. Manages the substantive preparation and organization of such meetings or seminars.

• Participates in international, regional or national meetings and provides programmatic/substantive expertise on accounting and entrepreneurship, or holds programmatic/substantive and organizational discussions with representatives of other institutions.

• Represents the Division at international, regional or national meetings.

Education

Advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law, social sciences or related area. Specialisation in business management or enterprise development is desirable. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of fifteen years of progressively responsible experience in human resources management, administration, logistics, financial management, budget or related field is required.
Out of these, at least ten years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles and programme management in the area of enterprise development is desirable.
Prior experience in the field of accounting and enterprise development is desirable.
Experience in management as a senior officer in an international organization is desirable.
Experience in dealing with the intergovernmental, legislative and oversight bodies of the United Nations common system is also desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required; Fluency in French or Spanish (both oral and written) is desirable. Knowledge of another UN official language is also desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
