STANDARD MINIMUM QUALIFICATIONS

Education

Advanced University degree in a relevant area such as agricultural sciences, food sciences, biology, chemistry, botany, plant conservations, agronomy, etc or First University Degree with additional years of related work experience and/or training/courses in relevant sectors

Language

Fluency/a high level in both oral and written communication in Arabic and English is needed for this position.

ORGANIZATIONAL CONTEXT

Under the direct supervision of the Programme Policy Office for Livelihoods/Resilience, the Programme Associate/Agronomist will be responsible for technical work including the planning, implementation and co-ordination of agriculture-related activities that require a thorough understanding of the agricultural context in Libya and the ability to apply a range of guidelines/practices. They independently handle a wide range of specialized programme support activities related to agricultural programmes and may be involved in analytical work. Job holders demonstrate initiative in the identification and resolution of a wide range of issues/problems and effectively handle unforeseen situations. They may act as technical focal points in the area of capacity strengthening as it relates to other areas of technical specialisation.

JOB PURPOSE

To provide effective coordination and specialized support to a full range of policy and programme activities that effectively meet food assistance needs.  

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide specialized expertise and support the expansion of WFP’s hydroponics programme. This includes fieldwork, monitoring, and guidance for partners and beneficiaries in implementing hydroponic fodder and hydroponic vegetable techniques.
  2. Under the management of the Programme Policy Officer for Livelihoods, remain connected to WFP’s H2Grow global team and beneficiaries throughout Libya.
  3. Support the capacity of farmers across the country engaged in the Agriculture Information Network. Expand the network further to support more farmers and workers engaged in agriculture. Lead online discussions and in-person visits, workshops and focus groups to further strengthen local capacities.
  4. Build strong relationships between WFP and the Ministry of Agriculture and the national, regional and local levels.
  5. Contribute to planning and implementation of market rehabilitation projects, water infrastructure rehabilitation, and other asset creation activities.
  6. Support the planning and implementation of climate change adaptation projects across the country and liaise with relevant HQ and regional office counterparts where needed.
  7. Support the capacity strengthening of farmers on marketing their products and finding ways for WFP to support food processing, packaging, and distribution at local levels.
  8. Support any assessments carried out by WFP’s Vulnerability, Analysis and Mapping team, and help with planning future assessments related to agriculture, climate, or natural resources.
  9. Build strong relationships between WFP and different university departments of agriculture. Facilitate connecting academics and researchers with farmers, agronomists, and agricultural engineers across the country.
  10. Follow standard WFP procedures and guidance relating to due diligence and engagement with partners
  11. Help NGOs and other potential partners for WFP to build their capacities in terms of agricultural support so that more organisations are able to support the sector.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Has participated in implementing technical programs (i.e. hydroponics, water infrastructure, etc.).
  • Demonstrable knowledge of issues affecting the areas of WFP’s related programmes – hydroponics, water conservation, irrigation, combating desertification, etc.
  • Proven experience working on technical support within the agriculture sector in Libya
  • At least 3 years of experience working in the agriculture sector
