Due to a long period of neglect and under-investment, urban infrastructure in BiH, public and residential buildings, energy systems and utilities, waste management, and transport, are now in need of expansion and modernization. From a global environmental standpoint, this situation contributes to a steady increase in greenhouse gases (GHG) emissions, primarily associated with energy use in public facilities. Public facilities are also the largest energy users and GHG emission sources in municipalities in BiH. Modernization, upgrade and expansion of municipal buildings, infrastructure, and services in BiH will improve the quality of urban life and achieve a range of important local and global environmental and sustainable development benefits.

To achieve abovementioned, the “Catalyzing environmental finance for low-carbon urban development” Project (UrbanLED) strives to leverage investment for transformational shift towards low-carbon urban development (LCUD) in Bosnia and Herzegovina thereby promoting safer, cleaner, and healthier cities and reducing urban GHG emissions. To enable this transformational shift, the Project provide technical support towards the implementation of technically and economically feasible low-carbon solutions in key urban sectors and promotes their wider uptake by municipalities and private sector via dedicated financial mechanisms. Project supports key environmental finance institutions (i.e. environmental funds) to establish innovative financial mechanisms for LCUD (Component 1). Under Component 2 and Component 3, the project works at the local level with relevant public authorities to help build their capacities to identify, carry out and monitor low-carbon projects in key urban GHG emitting sectors, public facilities and utilities (Component 2) and waste management and logistics/transport (Component 3). Under Component 4, project addresses gaps in the enabling environment for LCUD at state and entity levels by promoting the adoption and supporting enforcement of essential policies and regulations, institutional coordination (vertical and horizontal) among relevant public authorities and providing targeted capacity building and training support to relevant authorities.

The Project has been financed by Global Environment Facility (GEF) and is directly implemented by UNDP Bosnia and Herzegovina Country Office.

The tasks of National consultant – Junior environmental expert is to participate, together with other experts, in the preparation of green logistic schemes for waste management with feasibility studies for environmental-friendly waste collection and transport of waste for selected municipalities in Federation of Bosnia and Herzegovina.

This activity is implemented under Component 3 of the Project (Low-carbon waste management and logistics). This component addresses identified shortcomings in municipal capacities for LCUD in the waste management and logistics sector. A functional monitoring, reporting and verification (MRV) system and optimal transport collection routes will be introduced for the waste management sector to minimize emissions and improve effectiveness; including the development of an IT-based system for waste data collection and analysis, assessing feasibility of waste collection route optimization, and capacity building at the level of municipalities, cantons in FBiH and entities and relevant Ministries for MRV implementation. This activity will contribute to the achievement of te Project Outcomes: Outcome 3.1 “Reduced GHG emissions from waste minimization”.

This activity will be implemented in close cooperation with representatives of FBiH Environmental Fund, and selected municipalities.

Duties and Responsibilities

Development of green logistic schemes for waste management and feasibility studies for environmental-friendly waste collection and transport of waste have been sought as a tool for completion/improvement of information given in municipal and cantonal waste management plans, as well as operational plans of public and private utility enterprises. Such information represents valuable inputs for long-term decision making including the aspects of GHG emission reductions in waste management sector. Besides, the schemes and feasibility studies will provide the selected municipalities with concrete proposals for technical and operational improvement of waste collection and transportation system which will bring inputs relevant for GHG emission reduction, energy, financial and time savings.

Therefore, focus of these documents shall be on assessment and testing of various low-carbon alternatives in terms of organizational and infrastructure measures, such as green fuels used by waste transport vehicles, clean vehicles, optimization of waste transport routes, restriction zones, congestion mitigation, coordinated transport, vehicle capacity and load, use of information technologies in waste transport and collection, etc.

Strategic contribution of these documents is reflected in:

  • Consistent implementation and fulfilment of the goals of municipal and/or cantonal waste management plans, as well as the goals of Waste Management Plan of FBiH;
  • Establishment of framework for sustainable waste management, manifested through sustainable management of generated waste including the GHG emission reduction;
  • Creating opportunities for improving the infrastructure for municipal waste management;
  • Identifying bottlenecks in the system and creating preconditions for their removal.

Operational contribution of these documents is reflected in:

  • Increase of waste collection and transportation efficiency;
  • Ensuring environmental friendliness;
  • Alleviation of congestion;
  • Increase of security and safety of waste transport;
  • Conservation of energy and time;
  • Optimization of work force.

Therefore, these documents should address the following aspects of waste management (but not limited to):

  • a) infrastructure for waste collection and transport (including the route optimization and analysis of motor fuels, vehicle capacity and load)
  • b) possibilities for separate waste collection, including the logistical issues related to transport and waste processing, treatment, and disposal
  • c)organizational and operational structure of waste collection and transportation
  • d) calculation of GHG emissions occurred in segments of waste management given above.

The most important segment of these documents will contain concrete proposals for measures/projects with estimated amount of investment, estimated time frame for their implementation and estimated potential for reduction of GHG emissions. 

National Consultant – Junior environmental expert will participate in development of green logistic schemes for waste management and feasibility studies for environmental-friendly waste collection and transport of waste for selected municipalities in Federation of Bosnia and Herzegovina. Expert team will consist of the following experts: senior environmental expert, junior environmental expert, and GIS expert.

Junior environmental expert will provide support to Senior environmental expert through the process of development the requested documents including the support in preparation and presentation of final draft versions and their improvements.

Public call for selection of municipalities in Federation of Bosnia and Herzegovina for preparation of green logistic schemes for waste management and feasibility studies for environmental-friendly waste collection and transport of waste has been completed and the four municipalities have been selected: City of Cazin, Municipality of Novi Travnik, City of Livno and Municipality of Breza. In the first phase of the engagement, the expert team will conduct an brief analysis of strategic and operational documents of the municipalities, collect needed data about waste collection, transportation and management operations and structures in the selected municipalities and determine gaps and how to overcome them, hold preliminary meetings with representatives of Federal Ministry of Environment and Tourism, municipalities and utility companies to gather more detailed information, and conduct overall experts’ assessment of the capacities and quality of needed inputs from municipalities during development of these documents and potential piloting of projects proposed. This analysis shall be prepared by the expert team and submitted by the National consultant- Senior environmental expert as an Inception report.

The next step will be development of green logistic schemes for selected municipalities. Green logistic schemes for waste management and feasibility studies for environmental-friendly waste collection and transport of waste for selected municipalities in Federation of Bosnia and Herzegovina will consist of:

1. Status report containing the following information:

  • Digitalized maps of current routes of transport indicating the number and position of containers/waste collection sites, routes of transport, location of landfills; layered by the information on population density and distribution of settlements.
  • Analysis of current conditions and indicators relevant for waste management (at local, cantonal and entity levels) with reference to the other planning documents (particularly those related to spatial and climate change mitigation planning)

2. Assessment report, including but not limited to:

  •  Analysis of infrastructure for waste collection and transport (including the assessment of waste transport routes and analysis of motor fuels, vehicle capacity and load)
  • Analysis of organizational and operational structure for waste collection and transport
  • Analysis of possibilities for separate waste collection for the selected municipalities
  •  Analysis of GHG emission reductions potential of waste collection and transport

3. Action plan with specific organizational and infrastructure measures to be implemented in order to improve: infrastructure for waste collection and transport (including route optimization) and separate waste collection. Action plan should provide concrete recommendations for improvement, developed in form of scenarios with clearly elaborated social and environmental benefits and constraints. Specific activities should be listed and grouped as per:

  • Investment value level (low-cost, medium and high-cost measures)
  • Duration of the pilot implementation (up to 3 months, 6 months, a year and longer)
  • Per priority for implementation in regard to potentials for GHG emission reductions related to waste management and financial effectiveness of investment

Each of the measures should include the deadlines for implementation, estimated costs and sources of funding and potentials for GHG emission reductions related to waste management.

The National consultant will implement these activities under direct supervision of the FBiH Environmental Protection Fund, selected municipalities, public/private utility enterprises and UNDP Project Team (who will approve and confirm the quality of outputs) to complete all activities specified in this Terms of Reference. National consultant will work in close cooperation with other consultants engaged for the development of green logistic schemes for waste management and feasibility studies for environmental-friendly waste collection and transport of waste for selected municipalities in Federation of Bosnia and Herzegovina (senior environmental expert, and GIS expert). The modality for organization of meetings (face-to-face or online meetings) will be defined in accordance with current situation and instructions of authorities with regard to COVID-19 pandemic.

It is envisaged that the level of effort for these tasks will not exceed 50 expert days including field visits to selected municipalities. The assignment will not require presence in the UNDP premises.

  • Demonstrated understanding of institutional and policy context in field of waste managment in Bosnia and Herzegovina and Federation of Bosnia and Herzegovina;
  • Proven experience in working with local self-governments in BiH;
  • Experience working with multilateral organizations and the UN system preferred.
