The Information Services Branch provides functional oversight of all OPCW information technology (IT) and telecommunication systems.

The Branch provides cross-divisional platforms and services such as IT infrastructure and business applications; provides reliable and secure technical infrastructure within a context of strict adherence to approved confidentiality and security guidelines and procedures; and identifies opportunities where the use of information technology can improve OPCW business in terms of efficiency and effectiveness.

Responsibilities


Job Summary


This post will be responsible for the infrastructure design, security features, and architectural validation for the replacement of the classified network (SCN) of the OPCW.


Main Responsibilities


This is a project based role and the successful candidate will ensure that the project is implemented in alignment with business and information security requirements. The project will cover both the physical and software deliverables.


 


You should have extensive experience and expertise in implementing and managing information systems for currently accredited classified or high assurance networks. 


 


You will work towards planning, designing, building, testing and implementing of ICT operations. In addition you will be tasked to develop new solutions, concurrently manage several projects and tenders, integrate non-homogenous networks, and databases, while keeping the current systems available.

Qualifications and Experience


Education


An advanced degree in Computer Science, Information technology, or a related discipline. A first level university degree in combination with additional qualifying experience (minimum 7 years) may be accepted in lieu of the advanced university degree. A high school diploma may be accepted in combination with additional qualifying experience (minimum 11 years) and proof of relevant diploma's and/or specialised training.


Knowledge and Experience


Make sure you have at least 5 years experience in:



  • Designing, implementing and managing high assurance ICT Infrastructure systems;

  • Deployment of high assurance systems in a deployable model e.g. remote endpoints in high threat environments, utilising available transport media e.g. cellular, satcoms, MPLS;

  • Managing contractors from both operational and administrative standpoints;

  • Designing and managing ICT Security Controls;

  • Designing architecture for complex ICT solutions commensurate to the classification of the information processed and ensuring the systemic components interoperate whilst maintaining accreditation;

  • Practical knowledge of ICT Infrastructure and Operations;

  • Knowledge of TEMPEST requirements and deployment;

  • Delivering projects in the field of high assurance ICT networks and systems including fiber based networks and hardened thin/zero clients, transport encryption and application encryption, Microsoft AD based high assurance systems (email and IM deployment with appropriate security controls and monitoring).

Languages


Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.


Additional Information


This fixed-term appointment is for the duration of 18 months with possibility of extension subject to availability of funds and is subject to the OPCW Staff Regulations and Interim Staff Rules. The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years.


 


The Director-General retains the discretion to not make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.
