Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Project Manager.

In Kosovo, DRC has been operating since 1998, initially providing emergency relief and, since 2003, focusing on minority returns. Currently we work with returnees, IDPs and minority communities to promote the achievement of durable solutions and community stabilization.

ABOUT the JOB

Overall purpose of the role:

Under the supervision of the Country Director, the Project Manager is responsible for planning, assessments, implementation, monitoring and reporting of project activities, including shelter activities as well as livelihoods and inter-ethnic community building activities in Kosovo in collaboration with the DRC Architect and Engineer and other project staff. The Project Manager will be responsible for managing a stand-alone project with a large shelter component involving full construction (apartment buildings) as well as shelter activities (minor shelter repair of apartments in urban settings and house (re)construction) across a couple of projects implemented with funding from multiple donors.

Your main duties and responsibilities will be:

Project Management

  • Manage the assigned project in order to meet the project objectives within budget and within the allotted time frame.
  • Provide strong leadership of the assigned project/shelter activities, working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local authorities and local project staff.
  • Continuously monitor and supervise shelter and other project activities such as livelihoods and community building, overseeing the technical design and execution and evaluating progress through outputs and impacts using both quantitative and qualitative data.
  • Input into the integration of beneficiary participation and accountability in all aspects of the project.
  • Liaise with and monitor implementation of activities/deliverables contracted to external contractors including construction companies, supervision companies and suppliers and coordinate monitoring, identification of issues, progress tracking and quality control of ongoing works.

People Management

  • Manage the staff of the assigned project, including day-to-day management, development and training, appraisals, etc;
  • Facilitate regular meetings to assist information sharing between project staff, to ensure staff members are aware of project objectives and current work plans and to provide the opportunity for feedback;
  • Provide coaching and technical supervision to staff in order to develop ownership and full responsibility for shelter activities as well as other project activities.

 

Financial and quality management

  • Manage the budget for the assigned project and ensure all expenses are according to budget and meet DRC and donor standards with regard to financial management, including accountability and good governance;
  • Support the logistics activities for shelter and other interventions, particularly in relation to the purchasing of supplies and equipment as well as taking a lead on contract management;
  • Ensure projects are implemented in line with donor proposals and requirements and in accordance with DRC and international standards.

 

Reporting and proposal development:

  • Prepare quantities and qualitative information for formulation of shelter proposals;
  • Prepare weekly, monthly, midterm and final reports of the project as required by donor/DRC.
  • Any other tasks assigned by the Country Director.

ABOUT YOU

To be  successful in this role we expect the following:

Required

Experience and technical competencies:

  • At least 5 years of professional work experience in planning and/or management of projects in particular shelter/construction interventions and construction contracting/supervision.
  • University degree or higher education relevant to shelter programming (e.g. engineering or architecture) or university degree in Development, Management, International studies or similar discipline
  • Fluency in both oral and written English
  • Computer skills: MS Office (Power Point, Word and Excel)
  • Driving license valid in Kosovo required
  • Experience with managing multifaceted teams and providing technical guidance and training
  • Cultural and gender sensitivity

Desirable

  • Experience in international humanitarian work and refugee and/or IDP contexts
  • Knowledge of Albanian and/or Serbian language(s)

Contract length: 12 months, with the possibility of extension subject to funding
