Background

The Paris Agreement aims for “enhancing adaptive capacity, strengthening resilience and reducing vulnerability to climate change”. Increasing the ability to adapt to the adverse impacts of climate change and foster climate resilience and low greenhouse gas emissions development is one of the main ways set in Article 2.1 of the Paris Agreement to strengthen the global response to the threat of climate change, in the context of sustainable development and efforts to eradicate poverty.

Under the Paris Agreement, Ukraine has committed to develop and regularly submit to UNFCCC its National Adaptation Communication, to set and implement its national adaptation goals with NDC framework. Ukraine will need to undertake continuous iterative adaptation planning and action, and to communicate about those actions to the international community.

UNDP’s Strategic Plan (2018 – 2021) lays out a commitment to enhance national prevention and recovery capacities for resilient societies. In this context, UNDP is currently supporting a number of countries to implement a portfolio of climate change adaptation projects, which have designated sets of indicators to track project activities and impact. Among these initiatives is one that focuses on supporting Ukraine to advance its national adaptation plan (NAP) process, which is meant to result in the integration of climate change considerations into planning and budgeting systems at the country level.

In order to implement its international commitments, Ukraine has already developed national legislation framework on both mitigation and adaptation, including the State Climate Policy Concept till 2030 and Action Plan to Implement State Climate Policy Concept till 2030 adopted in December 2016 and 2017 respectively. Both documents foresee detailed mitigation actions and only some basic steps on adaptation. For example, the new Ministry of Energy and Environment Protection (MEEP) of Ukraine, plans to develop “medium-term strategy of climate change adaptation of Ukraine for the period until the year 2030” and GoU plans to approve in 2020 “Ukraine’s 2030 Climate Change Adaptation Strategy”.  Sectoral adaptation plans are also at the early stage of development. The Ministry of Development of Economy, Trade and Agriculture of Ukraine has developed and currently in the process of public consultations on the “Adaptation Strategy of agriculture, forestry and fishery of Ukraine till 2030”. 

Given the direct and existential threat of the climate change, the European Union launched in 2019 a new regional initiative called EU4Climate, aiming to support the six Eastern Partnership countries (Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova, and Ukraine) to develop and implement climate-related policies based on the countries’ commitments under the Paris Agreement on Climate Change, the Association and Partnership Agreements with the EU, the Eastern Partnership policy initiative "20 Deliverables for 2020,” (in particular the climate-related Deliverables 15 and 16) and the UN 2030 Agenda for Sustainable Development (in particular SDG 13 on “Climate Action”). The project is funded by the European Union and implemented by the United Nations Development Programme. The project goal is to contribute to climate change mitigation and adaptation and the development towards a low-emissions and climate-resilient economy in line with the Paris Agreement in Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine. This project operates on both regional and country level. It supports regional cooperation, learning, knowledge exchanges and policy dialogue among the beneficiary countries, as well as between the countries and the EU partners. 

All six countries are highly vulnerable to the adverse effects of climate change. An increase in extreme weather events, more frequent heat waves, forest fires and droughts, heavier precipitation and flooding are just some of the consequences, which are likely to enlarge the magnitude of disasters and to lead to significant economic losses, public health problems and deaths.

Under the EU4Climate project UNDP Ukraine supports the Government of Ukraine with the national adaptation planning (NAP). This includes scoping study, road map, NAP development, institutional, coordination, financing, monitoring, reporting and communication frameworks for the NAP. NAP development will include gender analysis and will use data disaggregated by sex and age, take into account how climate change impacts affects men and women differently, and identify key sectors, strategies and mechanisms for gender responsive policy and action.

Duties and Responsibilities

2. MAIN OBJECTIVES OF THE ASSIGNMENT

The Communications Expert will ensure visibility and manage awareness raising and communication of the Project. The project’s objectives, successes and impacts will be communicated to all relevant stakeholders via media channels and via project’s events. Under the overall supervision of the Project Manager, the Consultant is expected to contribute to achieving the main communications objectives the project, as defined in the Description of the Action:

  • Raise awareness about interlinkages between different sectors and climate;
  • Mobilize private sector and public finance for climate financing;
  • Raise awareness on how climate change affects people’s lives and encourage government responsibility (in particular in regions outside of capital cities);
  • Raise awareness about the objectives and impact of the project among the beneficiary governments, stakeholders, private sector and general public;
  • Highlight EU’s policies and goals on climate change as a guide for EU4Climate
  • Communicate and promote the EU-UNDP partnership

 

3. ?TASKS and DELIVERABLES

3.1. Scope of services

Under the overall guidance of the EU4Climate Project Coordinator in Ukraine, the Consultant is expected to:

  • Undertake a comprehensive review of the Project’s strategic documents and action plan and elaborate a detailed communication work plan for May 2021 – January 2022;
  • Update the communication plan on the quarterly basis, based on the guidance provided by Project Coordinator;
  • Ensure compliance with all corporate rules and regulations of UNDP, EU Delegation to Ukraine, DG NEAR and the Government, in the field of communication and visibility promotion and reporting;
  • Develop press releases, news, blog posts, success stories, photo essays, social media posts, and other communication materials about the project’s most important achievements to be disseminated through the national media, as well as local and/or regional websites;
  • Design and implement raising-awareness campaigns to communicate how climate change affect people’s lives and about the actions of Ukraine to implement Paris Agreement;
  • Design and produce layouts for project materials (e.g. reports, posters, infographics, illustrations, social media assets, images, dynamic presentations, etc.) using a variety of software including Canva, InDesign, Photoshop, Illustrator, Word and PowerPoint for internal and external audiences, and for presentation, print and online use;
  • Prepare materials for printing in line with UNDP, EU Delegation/European Commission DG NEAR and the Government’s editorial and visual guidelines, advising on print solutions, coordinating with printers and ensuring delivery of high-quality end products;
  • Identify and maintain close cooperation and communication with print, electronic and online media outlets;
  • Prepare periodical reports on communication/media activities and contribute to the UNDP Project’s reporting in part of communication and visibility issues;
  • Maintain the project’s event calendar of events and insert regularly updates into the EU DG Tool and UNDP event calendar;
  • Respond to requests for inputs from UNDP and the Ministry of Environmental Protection and Natural Resources of Ukraine with respect to communication and visibility aspects of the project;
  • Develop a program of national media training on climate related issues for the media;
  • Develop monthly progress reports on the performed activities;
  • Undertake any other communication related tasks required on an ad hoc basis for the successful implementation of the assignment.       

3.2. Expected deliverables

The consultant expected to perform his or her tasks on spot basis upon the request from the Project, according to the following deliverables:

A final report covering the whole assignment

The total duration of the consultancy will be a maximum of  100 working days by 31 December 2021 from the start date of the assignment with possibility of extension. The work does not require traveling.

Before submission of the deliverables, the consultant will discuss the draft documents with Project team so that final products reflect its comments.

All deliverables under the assignment shall be submitted in electronic form (MS Word format) in Ukrainian and English language based on the need.

 

5. PAYMENT SCHEDULE

Payments under this contract are to be made after acceptance of monthly plans and services delivered by the Consultant upon submission of a monthly output report and an invoice indicating exact number of worked days per month and short description of tasks performed.

 

6. MONITORING/REPORTING REQUIREMENTS

The Consultant will work under the overall guidance of the EU4Climate Project Coordinator in Ukraine. The Consultant will duly inform UNDP and Ministry of Energy of any problems, issues or delays arising in the course of implementation of assignment and take necessary steps to address them.

Any copyrights and other kinds of intellectual property emerging in the course of contract implementation and produced by the Consultant under the assignment shall be retained by UNDP; the Consultant shall not be entitled for any intellectual property in this regard.

The Consultant will duly inform UNDP and Ministry of Energy of any problems, issues or delays arising in the course of implementation of assignment and take necessary steps to address them.

Competencies

  • Good knowledge and understanding of the climate change phenomena, including mitigation and adaptation aspects and the need to develop towards a low-emissions and climate-resilient economy in line with the Paris Agreement of the UNFCCC;
  • Proven understanding of online media and new communication trends is a strong asset;
  • Ability to think creatively, to develop and implement innovative solutions for traditional issues;
  • Knowledge of the government institutions, NGOs and donors working in the area and mass-media outlets;
  • Excellent written communication skills, with analytic capacity and ability to synthesize project outputs and relevant findings for the preparation of analytical documents;
  • Capacity to build strong relationships with clients, focuses on impact and result for the client and to respond positively to feedback;
  • Computer literacy with professional experience in the use of Twitter, Facebook, InDesign, Photoshop, Illustrator, Microsoft Word and PowerPoint;
  • Proven commitment to the core values of the United Nations respecting differences of culture, gender, religion, ethnicity, nationality, language, age, HIV status, disability, and sexual orientation, or other status.

7. EXPERIENCE AND QUALIFICATIONS REQUIREMENTS

Education

University degree in public relations, communication, journalism, social science, environmental sciences or related areas. Additional training and certification in communication/new media is an asset

Experience

  • At least 2 years of working experience and demonstrated ability in writing and editing publications, articles, newsletters, e-mail digests, blog entries, human and success stories, developing communication materials and/or implementing media/communications strategies and plans, including digital.
  • At least 2 years of experience in coordination/facilitating of public events.
  • Proven presentation and writing skills (must provide samples of at least 3 previously prepared or co-authored articles or documents).
  • Proven experience in social media outreach, including executing and monitoring social media campaigns, would be an advantage (must provide at least 1 sample of previous relevant work).
  • Understanding of climate adaptation and mitigation, EU Integration in the environmental field, energy, transport policy, sustainable development is an asset.

Language Skills

  • Excellent Ukrainian communication and presentation skills are essential. Fluency in English is required.

If an applicant is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the applicant must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.

 

9. FINANCIAL PROPOSAL

Daily fee

The financial proposal shall specify a daily fee rate. Monthly payments are based on timely and satisfactory delivery of the agreed products and services as specified in the Terms of Reference for Individual Consultant. The financial proposal shouldn’t include travel costs as it will be covered by UNDP.

 

10. EVALUATION CRITERIA

  • University degree in public relations, communication, journalism, social science, environmental sciences or related areas {8 pts, – Specialist/Master; 10 pts, – PhD};
  • At least 2 years of experience in media and online communications, active use of social media, publication and report writing, including research or data collection {14 pts – 2-3- years; 16 pts – 4-9 years; 18 pts – 10 years and more};
  • At least 2 years of relevant experience in coordination/facilitating of public events {14 pts – 2-3- years; 16 pts – 4-9 years; 18 pts – 10 years and more};
  • Proven presentation and writing skills (provided samples of at least previously prepared or co-authored articles or documents {9 pts – 3-7 samples; 11 pts – 8 and more samples};
  • Proven experience in social media outreach, including executing and monitoring social media campaigns {3 pts – one or more campaigns executed; 0 pts – no experience};
  • Understanding of climate adaptation and mitigation, EU Integration in the environmental field, energy, transport policy, sustainable development {5 pts – education or experience in the relevant field; 0 pts – no experience};
  • Language criteria {5 pts – Fluency in English and Ukrainian}

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual contractor whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight; 70%

Financial Criteria weight; 30%

Only candidates that meet a passing score of 70% (49 points) for the technical evaluation will be considered and invited for an interview.
