We are looking for a highly qualified, self-motivated Emergency Team Leader who is able to work with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs and other partners under difficult, stressful and sometimes insecure conditions.   

Who are we?   

The Danish Refugee Council (DRC) and Danish Demining Group (DDG) is a humanitarian, non-governmental, non-profit organization founded in 1956 that works in more than 30 countries through-out the world, including South Sudan. DRC/DDG fulfills its mandate by providing direct assistance to conflict-affected populations, including refugees, internally displaced people and host communities. Under its mandate, the organization focuses on emergency humanitarian response, rehabilitation, post-conflict recovery and humanitarian mine-action.   

Danish Refugee Council (DRC) in conjunction with Danish Demining Group (DDG) has been operating in South Sudan since 2005 initially concentrating on providing safe and supportive conditions for refugees returning from neighboring countries after the Comprehensive Peace Agreement was signed.   

In 2012 - 2013, DRC opened its operations in Upper Nile and Unity States to respond to the large influx of refugees coming from Blue Nile State and South Kordofan (Sudan). In addition to the refugee response and since 2014, DRC has been then actively engaged in responding to the humanitarian needs of IDPs affected by the internal conflict through the provision of integrated approaches.   

With a total of 420 national staff, 50 expatriate staff and an annual budget of approximately USD 20 million, we are currently implementing multi-sectorial interventions through the provision of humanitarian services focused on CCCM, Protection, SGBV, FSL, Shelter and Infrastructure to both internally displaced persons and refugees across 5 field sites (Ajuong Thok, Bentiu, Maban, Malakal and Aburoc).   

Overall purpose of the role:

In response to the urgent humanitarian crisis in South Sudan, DRC is scaling up its existing emergency response capacity through the continued expansion of mobile response teams for Protection, WASH and S/NFI emergency assistance. This role is to support the Protection Manager and the SNFI/WASH Manager in the coordination and management of the Mobile Response Teams as a component of DRC’s Emergency Platform in South Sudan. The Emergency Team Leader provides technical, administrative and coordination support to the Mobile Response teams.  

When required, the team Leader will support and/or lead rapid protection assessments and multi-sectoral needs assessments countrywide, in close cooperation with the Protection and Safety focal points and in coordination with other NGO/UN partners. This position will consist of deployments in areas that are remote, have challenging security and logistical issues, and with difficult living conditions.

The Emergency Team Leader will play a pivotal role in ensuring information about humanitarian needs is collected and shared in an effective, timely and protection-sensitive manner and in delivery of relevant emergency Protection, Shelter/NFI and WASH assistance as a first line response to new displacements or emerging needs.

Responsibilities

  • Lead and/or support rapid protection assessments and multi-sectoral needs assessments in close collaboration with the WASH/SNFI and Protection Managers and relevant team leaders.
  • Oversee emergency Protection interventions and the distribution of emergency S/NFI, food and livelihood, and WASH assistance in close collaboration with the relevant Project Manager.
  • Ensure security management during deployments to field locations in adherence to DRC security policy and guidelines.
  • Monitor the humanitarian situation across South Sudan using both external and internal data and record emergency triggers in the Emergency Rapid Response Mechanism tracker.
  • Assist in the development of proposals, budgets and donor reports.
  • Participate in coordination meetings such as the S/NFI Cluster, WASH EP&R and Mobile Protection Coordination Forum meeting.
  • Develop and maintain good working relationships with relevant local authorities, humanitarian coordination structures, and other key actors including partners.
  • Gather contextual and logistical information on areas of potential deployment.
  • Maintain awareness of issues relating to access and civil-military coordination affecting the humanitarian response, and actively work with coordination team to source information and develop strategies to mitigate concerns.
  • Ensure Logistics, Admin and Procurement are regularly appraised of the needs for field missions for Mobile Response Teams and engage with the relevant Support Services regarding any potential outstanding issues.
  • Provide remote support to mobile teams deployed to field locations with logistical, operational and programmatic support as required.
  • Work closely with M&E department in ensuring appropriate feedback mechanisms are in place throughout the MRT interventions, post-intervention monitoring is conducted and feedback is used to inform future responses

The responsibilities listed in the JD are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

Experience and technical competencies

Essential

  • Minimum 3 years of working experience in a humanitarian context including experience in complex emergencies and remote locations.
  • Experience in emergency protection programming and strong understanding of protection principles.
  • Previous experience with mobile/rapid response teams (RRM, MRT, EP&R...).
  • Demonstrated ability to liaise with a variety of stakeholders in a professional and adaptive manner.
  • Solid experience in managing teams and responses in challenging security and operational contexts.
  • Strong experience leading and reporting on multi-sector and/or protection assessments.
  • Strong protection information gathering and analysis skills.
  • Experience in conducting distributions in remote locations with limited humanitarian presence.
  • Understanding of, and demonstrated experience in mainstreaming protection throughout other sectoral interventions. 
  • Proven ability to build external relationships with diplomacy, tact and professionalism in a complex and demanding environment.
  • Proficiency in common computer packages and financial software i.e. Word, Excel, Power point etc.
  • Must show ability and willingness to work in an isolated and challenging environment and be deployed in remote field locations upwards of 60% of the time.

Desirable:

  • Experience working in South Sudan.
  • Understanding of emergency S/NFI, Emergency Food Assistance and WASH programming.
  • Experience in emergency GBV prevention and response

Education

  • A degree in political/social sciences, management, development studies, international development or equivalent technical qualifications
