Background

Across Southeast Asia, extremism poses a threat to peace, security, and inclusive development by fueling intolerance, displacing communities, exacerbating cycles of insecurity and armed conflict, exploiting existing inequalities, obstructing human rights, and challenging the rule of law. 
 
Through the European Union-funded project ‘Preventing Violent Extremism through Promoting Tolerance and Respect for Diversity in South East Asia Phase II’, UNDP Asia-Pacific will provide on-demand technical assistance to support national authorities in their Preventing/Countering Violent Extremism (P/CVE) efforts. Building on the project infrastructure, partnerships, and good relations developed under the pilot phase of the project, UNDP will further support governments to mobile the ‘whole of society’ approach necessary to various national P/CVE efforts. Country-specific interventions will seek to build the cultural resilience of communities to extremism and enhance civic voice and engagement. 
 
At the country level, UNDP Malaysia Country Office will support various efforts by Ministries and other government agencies on P/CVE and social cohesion work with an emphasis on positive narratives and language for preventing extremism, as well as, facilitating inter-group dialogues. These efforts may encompass policy support, institutional capacity building, and initiatives at the grassroots level. Such Ministries may include the Ministry of Home Affairs and the Ministry of National Unity, among others. 
 
The Project Manager will lead the implementation of the project. Based at the UNDP Malaysia Country Office, the Project Manager will directly manage funds allocated for project implementation at the country level in Malaysia. In addition to planning, administration, and reporting, the Project Manager provides input into policy research and supports communication, partnership-building, and resource mobilisation.
 
 

Duties and Responsibilities

The Project Manager promotes a collaborative, client-oriented approach consistent with UNDP rules, procedures, and regulations. The Project Manager works in close collaboration with government partners, civil society, PVE Project Team at the Bangkok Regional Hub and the respective CO Programme and Operations teams to ensure successful CO performance and compliance in programme management and finance.
 
1.  Ensure effective administration of budgets and monitoring of expenditure, focusing on the achievement of the following results: 
  • Prepare and coordinate annual work plan (AWP) development and implementation according to the project document and for relevant projects in the portfolio, as well as manage wider social cohesion initiatives at the project level;
  • Ensure timely and good quality implementation of work plan activities and that the project meets expectations/indicators as specified in the project document;
  • Continuously monitor progress against the approved work plan; identify changes in the external environment and promptly plan and agree on the necessary solutions/actions with UNDP office and Project Board;
  • Monitoring expenditure to ensure that it is in line with approved budgets, AWPs, and UNDP Programmed/Financial policies;
  • Liaising with the project donor(s) on project delivery and updates.
2.  Ensure effective project finance, asset, procurement, and HR management, focusing on the achievement of the following results:
  • Implementation of effective internal controls, proper functioning of a client-oriented financial resources and management system; 
  • Monitors financial exception reports for unusual activities, transactions and investigates anomalies;
  • Periodic monitoring of dashboards and identifying exceptions, providing remedial actions ; 
  • Systematically apply best practice in project/programme management and implementation of the project
3.  Support partnership activities at the project level 
  • Manage the relationship with relevant Ministries and/or government agencies and/or project partner(s) ;
  • Be familiar with the activities of similar initiatives/projects by other organisation(s) and keep up-to-date with their work;
  • Establish and maintain partnerships with local institutions, NGOs, CSOs, private sector, donor(s), and potential partner(s)
4.  Ensures facilitation of knowledge building and knowledge sharing, guidance to all stakeholders focusing on the achievement of the following results:
  • Regular exchange of information/experience with other CO – cross-learning and sharing results and good practices ;
  • Capture lessons learned during the project implementation ;
  • Participation in regular internal meetings ;
  • Participation in training events, communities of practice, codifying and sharing knowledge ;
  • Facilitation and organisation of training for project staff to enable them to perform at the required level

Required Skills and Experience

Education:
Master’s or Bachelor’s degree in Law, Political Science, Public Policy, International Development, other Social Sciences, or closely related fields. 
 
Experience:
  • A minimum of 2 years (with a Master’s degree) or a minimum of 4 years (with a Bachelor’s degree) relevant experience on programme or policy work. 
  • Familiarity with any experience working on governance, conflict prevention/social cohesion, and peacebuilding is an asset. 
  • Experience in managing project(s) is an advantage
  • Experience working with governments, businesses, and civil society, preferably in Asia on governance, conflict prevention/social cohesion, and peacebuilding is also an asset. 
  • Familiarity with UNDP work processes is also an asset.
Language Requirements:
Fluency in English and Bahasa Malaysia (spoken and written).
