Organizational Setting

FAO Bangladesh assists the Government to formulate policies, programme and projects to address the root causes of hunger and malnutrition, develop the agricultural, fisheries and forestry sectors, and utilize environmental and natural resources in a sustainable way. It contributes to the development of FAO’s field programme projects in the country and implements them in the sectors of food security, agriculture and rural development.

FAO Emergency Centre for Transboundary Animal Disease (ECTAD) has been actively involved in both avian influenza and rabies control programmes in Bangladesh and in the region over the last 8 years, which reflects its ability to implement zoonotic disease control programmes involving both animal and human health, as well as public and private sector stakeholders.

FAO ECTAD has also been involved in building a network for veterinary faculties in the country, facilitating the development partnerships for undertaking research and providing teaching and learning opportunities for disease control and epidemiological studies.

Reporting Lines

Under the overall supervision of the FAO Representative (FAOR) in Bangladesh, the direct supervision of the ECTAD Country Team Leader, and in close collaboration with the Government of Bangladesh and implementing partners supporting the emergency response to COVID-19 in Bangladesh, the incumbent will perform the following duties: and Government of Bangladesh (GOB) counterparts to visit market and meet with market managers with a view to identify progressive Live Bird Market (LBM)

Technical Focus

Provide coordination and project management support for FAO’s contributions to the Community Support Teams (CST) initiative and provide technical support to ECTAD laboratory strengthening activities.

Tasks and responsibilities

  • Facilitate regularly scheduled CST monitoring and evaluation group meetings via Zoom remote videoconferencing;
  • Produce weekly updates on monitoring of the CST programme, coordinate research partners works on evaluation and research output
  • Develop a national framework for monitoring CST programme performance across different partner institutions and modalities. Emphasize and communicate data sharing and information management issues.
  • Lead the FAO team efforts in gathering field feedback in CST study, organize discussions and actions to improve project performance across different coordination arms;
  • Supervise development of protocols and design of rapid antigen testing study and conduct field evaluation of the procedure adherence;
  • Produce reports on the CST intervention program monitoring, evaluation and overall performance taking into account data and feedback from each arm of the program;
  • Provide technical support and mentorship to scientists at the partner institutions for improving laboratory workflows, diagnostic troubleshooting, and for incorporation of new molecular diagnostic technologies;
  • Provide guidance to the FAO National Technical Advisor – Laboratory Services on procurement and additional capacity strengthening needs for laboratories supported by the ECTAD programme;
  • Contribute to project progress reports and policy-oriented documents regarding One Health challenges, pandemic preparedness, antimicrobial resistance, and zoonotic disease control;
  • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced University degree in public health, medical or life sciences; preferable biochemistry or molecular biology
  • At least 3 years of related professional experience in research, consultancy or managerial position
  • Working knowledge of English and limited knowledge of one of the other FAO Languages: Russian, Spanish, Chinese, French, Arabic (for Consultants)/ Working knowledge of English (for PSAs).
