Background

 

The Green Climate Fund (“the Fund”) is a multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.

The Fund will contribute to the achievement of the ultimate objective of the United Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change.

The Fund is governed by a Board, composed of an equal number of members from developed and developing countries. The Fund is operated by an independent Secretariat headed by an Executive Director. The Fund pursues a country-driven approach in its operations. The Board has established the Readiness and Preparatory Support Programme (RPSP, or, the Readiness Programme) as a critical vehicle to enhance the country-driven approach and to further enable direct access to GCF resources by developing countries. The Readiness Programme provides grant-based capacity building and technical assistance support to developing countries to enable them to programme, access, deploy and monitor climate finance investments.

To ensure the effective and efficient support to developing countries, the Readiness Programme is seeking technical support performed by a consultant, who could work from the headquarters of the GCF in Songdo, Incheon, Republic of Korea. The Consultant will receive initially one-year contract, with possibility for renewal depending on the performance. 
 

Role

The Consultant will be responsible for providing technical support to advance the GCF’s assistance to developing countries for the update/development of ambitious Nationally Determined Contributions (NDC), National Adaptation Plans and other mitigation and adaptation strategies (e.g. climate resilient low emission development strategy – climate resilient LEDS), and develop knowledge products that will enable the learning and sharing of knowledge among the countries, delivery partners and other key stakeholders of the Programme.

Duties and Responsibilities

Under the guidance of the Readiness Programme Senior Specialist, s/he will be responsible for:
•    Reviewing Readiness proposals with supporting documents submitted to the GCF requesting support for the development of NDCs, adaptation and mitigation plans (e.g. climate resilient LEDS) against the quality assurance and appraisal criteria established by the Secretariat;
•    Supporting the update/development of guidance and tools for readiness support in particular  related to NDCs, NAPs and climate resilient LEDS;
•    Conducting portfolio level analysis and providing support to related reporting processes, e.g. the Secretariat reports to the Board and UNFCCC CoP, and other updates to internal and external stakeholders that reflect the progress of GCF’s support to the update/development of NDCs, NAPs and climate resilient LEDS;
•    Supporting the development of knowledge products related to the development/update of NDCs, NAPs and LEDS supported by the Readiness Programme that enable learning and sharing between the GCF, countries, delivery partners and related stakeholders;
•    Perform other tasks as deemed necessary by the Readiness Programme Senior Specialist.

 

Required Experience and Qualifications
•    At least Master’s degree in a relevant subject such as public policy/administration, economics, climate change, environmental science, or development studies;
•    At least 7 years of relevant working experience, with demonstrated experience in the following  areas:
-    Advising and contributing to national climate planning processes, in particular the development of NDCs, NAPs and other strategies such as LEDS;  
-    Designing, developing and implementing climate change projects and programmes, in a developing country setting, especially those focused on capacity building or policy support;
-    Experience in working in global or regional institutions and collaborating with national governments;
-    Familiarity or prior experience with providers and channels of climate finance, including the Global Environment Facility (GEF), Adaptation Fund, multilateral development banks, UN agencies and/or bilateral donors;
•    Excellent communication skills and the ability to prepare and communicate complex information in written format;
•    Exceptionally strong organizational skills and attention to detail;
•    Ability to multi-task and meet strict deadlines; and
•    Fluency in English is essential; knowledge of another UN language is an advantage.
