OBJECTIVES OF THE PROGRAMME

PMNCH aligns and engages global stakeholders in support of women's, children's and adolescents' health. Mobilizing its diverse network of more than 1,000 partner organizations, and through its core advocacy function, PMNCH aspires to contribute to all the targets set out under the Global Strategy for Women's, Children's and Adolescent's Health's three objectives: Survive, Thrive and Transform. Guided by its 2021-2025 Strategy, PMNCH pays particular attention to improving equity through its efforts to achieve three overarching goals: (1) Improve maternal, newborn and child health (MNCH) by reducing preventable mortality and morbidity, including in relation to stillbirths; (2) Uphold access to Sexual and Reproductive Health and Rights (SRHR); (3) Advance the health and well-being of adolescents.In the 2021-2025 PMNCH Strategy, financing for women's, children's and adolescents' health (WCAH) is identified as a crucial and high-level outcome. PMNCH's health financing portfolio will be critical in providing the evidence-base to support PMNCH's central advocacy function on more and better financing for WCAH, including in humanitarian and fragile settings. The PMNCH health financing portfolio aims at addressing the needs of the most vulnerable women, children and adolescents, by bringing together the evidence base for informed advocacy efforts, policy-making and implementation, ensuring that WCAH remains at the centre of UHC efforts, as well as preparedness and response plans.

DESCRIPTION OF DUTIES

1. Support for the implementation of the PMNCH Knowledge Synthesis workplan supporting the PMNCH 2021-2025 Strategy, with a focus on health financing and health economics. This work is intended to enable the user-friendly packaging of evidence for advocacy by PMNCH partners at global, regional and country levels on issues such as financing for WCAH and well-being, as well as financing for equity.2. Provide technical and coordination support to the development of evidence and knowledge products focused on health financing and economic evidence, including investment cases for WCAH in line with the overall financing and policy advocacy objectives of the 2021-2025 PMNCH Strategy. This work is expected to include the development of concept notes, background documents, partner-led consultations, facilitation of working group efforts, and provision of support for external consultants, as needed. This work will require the ongoing compilation of existing research and data on health financing/health economics/donor and domestic funding for WCAH, COVID-19 and UHC in relation to women's, children's and adolescents' health.3. Support the development and packaging of evidence-based tools and resources for partner-led advocacy, including policy briefs, advocacy toolkits, meeting programmes, champion speeches, media advisories, reports and/or peer-reviewed journal articles. 4. Coordinate closely with other PMNCH teams (Campaigns and Outreach; Digital Communications; Partner Engagement) in relation to joint planning and activity implementation. 5. Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (ideally at Master's level) in Health Economics, Health Financing, or Health Policy and Systems with a strong component on health financing.
Desirable: PhD in health economics, health policy/systems or a related subject with a strong component on health financing.

Experience

Essential: Minimum of 5 years' experience in working with country and global health partners, donors and technical partners on the subject of health financing, health economics, donor aid or domestic financing for WCAH; Minimum of 5 years' experience in health financing and economics data collection, analysis and interpretation; Minimum of 5 years' project management experience; Minimum 3 years' experience working in a technical field related to women's, children's and/or adolescents' health; Minimum of 3 years' experience in producing knowledge products for evidence-based advocacy.
Desirable: Knowledge of social and political WCAH actors and processes, including those related to civil society, parliaments and/or the media;UN agency experience. Diplomatic and soft skills to engage successfully in strategic and collaborative discussions with various audiences, including high-level and strategic partners.

Skills

Good knowledge of financing for WCAH and the interlinkages to universal health coverage and the Sustainable Development Goals. Demonstrated experience in partner engagement and a multi-constituency partnership-based environment;Good knowledge of current issues and trends related to health financing and economics; Demonstrated experience in WCAH knowledge synthesis and translation for advocacy purposes;Strong writing and analytical skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4105 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
